Presentation of Award;
Ron Waters displayed the plaques received from the California Water
Pollution Control Federation as a result of Encina's selection as
the "Plant of the Year" for 1976. Les Evans announced that Ron Waters
received individual recognition for his innovative contributions to
improve plant operation in 1976.
Regional Air Quality Strategy:
Stuart Shaffer, Associate Director for Land Use and Public Facilities
Planning for the Comprehensive Planning Organization introduced
Mike Aulick of the same organization who gave a presentation on RAQS.
Federal Standards for maximum hourly average oxidant readings state
that 0.08 ppm cannot be exceeded for more than one day per year. In .
1972, a representative year for the period 1972-75, 0.08 ppm was ex-
ceeded 138 days and 0.20 ppm was exceeded on three days in San Diego
County. The RAQS report explains that the three days which exceed
0.20 ppm were a result of wind conditions transporting smog from the
Los Angeles Air Basin and therefore addresses itself to reducing re-
active hydrocarbon emissions to mitigate 0.20 ppm rather than the
higher readings. The EPA does not recognize the "transport" theory
and insists that the highest the three oxidant readings which exceed-
ed 0.20 ppm must be mitigated. The highest readings are 0.28 ppm
taken in Oceanside. Since 1972 readings of 0.22 ppm have been
recorded in Alpine. Mr. Shaffer feels that additional studies of
the "transport" theory will prove the RAQS assximpt'ion, but the issue
will probably not be completely resolved until 1978. In the meantime,
the EPA is reluctant to approve any treatment plant expansions in
San Diego County. Measures to mitigate oxidant levels of 0.28 ppm

involve gasoline rationing and subsidized mass transit systems
which San Diego County Agencies would rather, avoid, if possible.
A discussion of alternatives left open to the Joint. Powers for
going ahead with Phase III ensued. Mr. Hanson asked how the
other agencies felt about trying to change existing legislation
requiring secondary treatment for ocean outfall plants.
Mr. ZAPOTOCKY (VSD) advised that Vista has gone to the voters three
times for funding for secondary treatment and that seems to be a
fairly firm commitment.
Mr. Skotnicki (Carlsbad) advised that Carlsbad's City Council has
never addressed the issue but he would be happy to take it back for
discussion by Council.
Mr. Schneider ' (Encinitas) advised that Encinitas Sanitary District
approved secondary treatment in order not to hold up the project.
Mr. McKay (San Marcos) advised that his Board has never addressed
the issue.
Mr. Hanson advised he would like to make available to each member
agency a copy of the California Association of Sanitation Agencies Report
on existing legislation for review prior to the next JAC meeting.
5. Water Reclamation Study Center:
Mr. Bert Elkins f Assistant Director of the San Diego County Department
of Sanitation and Flood Control, and Ed Houser , Manager of Padre Dam
Municipal Water District, who have been working on the concept of a
water reclamation study center, were introduced. Mr. Elkins described
the program briefly. The proposal is that agencies involved in sewage
treatment join together in an agreement for the administration of a
study center with the funds for doing the actual studies coming from
state and federal grants. One important aim of the study center would
be to develop a water reclamation system that utilizes low energy.
Motion passed (SKOTNICKI- ZAPOTOCKY) that JAC indicate its support for
Mr. Elkin's efforts regarding the Water Reclamation Study Center and
that JAC so state officially.
.6 .' Digester Foam Study:
Jack Kubota introduced Mr. Nusbaum, the project manager, and advised
that Les Evans has the draft report on the Digester foam study. A
meeting will be set up with staff, Mr. Nusbaum and Lloyd Hedenland
regarding the report.
7. Management Report; .
Les Evans reported he has attempted to examine all areas of operation
of the plant. He advised that most of the operations offer, several
alternatives. A report was prepared and passed out to individuals
that are directly concerned with the function of the plant. Their
comments have been received and a new package will be prepared and
ready for the next JAC meeting.
8. Operations & Maintenance Report;
Due to the length of the meeting, this item of discussion was
dispensed with.
9. Flow Reports:
Les Evans advised he has not made any adjustments in meter readings
since the Hirsch & Koptionak report has not been completed. Mr.
Schneider began a discussion regarding capacity rights. He advised
that his district feels it should have assurance that individual
agencies will not exceed their ownership capacities and use up
capaicty reserved for Encinitas Sanitary District. Mr. Jim McKay
advised San Marcos County Water District is monitoring its connections
very closely.' Mr. Skotnicki advised the issue has not been addressed
by Carlsbad City Council. Mr. Zapotocky advised Vista City Council,
Planning Commission, and School District are having a meeting which
•will focus on facilities, planning, and growth monitoring and it may
be possible that some sort of control device may emerge from that
discussion.
10. Sulphide Condition Report:
Due to the length of the meeting, this item of discussion was
. dispensed with.
11. Expenditure Report:
Due to the length of the meeting, this item of discussion was
dispensed with.
12. Acceptance of 1976 Audit Report:
No action was taken on the audit report as it has not been reviewed
by all members. It will be placed on the February 23, 1977 agenda.
13. Request to Purchase Airless Spray Paint Equipment
Les Evans explained the need to purchase airless spray paint equipment
and requested JAC approved the purchase. Motion passed (SCHNEIDER-
VAN SICKLE) to purchase airless spray paint equipment. Approximate cost
$900.
14 ^ Extension of Janitorial Contract
Les Evans explained the contract for janitorial service expired at
the end of December. He suggested that JAC authorize extending the
contract through the City of Carlsbad Purchasing Department for three
months then re-write the contract or drop it. Motion passed (McKAY-
SCHNEIDER) to approve the recommendation to extend the janitorial
contract for three months.
15. Hirsch-Koptionak Study
All the meters with the exception of Vista and meters at plant
facility have been tested. Next week they will be testing the
Vista meter, then they will be working on plant meters. The
information should be available at the next JAC meeting.

16. Other Business
Joe Zapotocky suggested that a special meeting regarding Phase III
capacity rights, etc. should be called. Motion passed (ZAPOTOCKY-
CASLER) that the manager call a meeting with staff to develop goals
and objectives.
Mr. Van Sickle made a comment regarding the surrounding land use.
He expressed an Altamira resident's views in favor of commercial
land use as opposed to industrial land use.
Next scheduled meeting February 23, 1977.
