Lauh Lori Weisberg Jack M. Sowers Fred Wilson Minutes of .February 23, 1977 Motion passed (Zapotocky-McKay) to approve minutes as corrected. Brown & Caldwell Hydraulic & Coagulation Testing Brown and Caldwell indicate that the hydraulic testing conducted at the plant showed that it is possible to increase the loading on the sedimen- tation tanks and, in effect, hydraulicaliy handle 16 mgd with 5 sed tanks. To accomplish this, some improvements would have to be made. The manager referred to an excerpt from Brown.& Caldwell letter discussing hydraulic and coagulation testing results from the Encina treatment plant. Discussion regarding modifications to the plant ensued. Dick Hanson then suggested that Regional Water Quality Control be contacted regarding re-rating of the plant and that Brown & Caldwell be authorized to update their report. It was brought out that in order to have the plant re-rated, Regional Water Quality Control Board and the EPA must review -the permit." . .-_.-.. ' •Mr. Zapotocky informed that the County Board of Supervisors adopted a resolution seeking exemptions from Federal Clean Water requirements for secondary treatment on a case by case basis. Jim McKay, due to San Marcos County Water District's moratorium status, expressed concern as to whether or not JAC would take action now, regarding chemical treatment to the plant. He informed that on February 14, 1977, San Marcos County Water District discontinued issuing permits to connect in an effort to not intrude on unused capacity of joint owners. 3. Brown & Caldwell Hydra^^ic & Coagulation Testing &ant'd:•Cr- After considerable discussion, motion (No. 1) passed (ZAPOTOCKY-HANSON) that JAC recommend to the respective member agencies that each agency take an action similar to that taken by the Board of Supervisors in adopting resolutions seeking exemption from secondary treatment on a case by case basis. Motion (No. 2 & 3) passed (DOMINGUEZ-McKAY) to attempt to re-rate -plant capacity and have Brown & Caldwell update hydraulic and coagulation testing report. Motion (No. 4) passed (DOMINGUEZ-HANSON) to recommend that each agency implement a water conservation program. The question was brought up regarding what measures other agencies are taking to prevent extending capacity rights. Mr. Skotnicki stated that is is Carlsbad's intent to stay within its capacity rights. Vista also advised they are taking steps to insure they will not infringe upon another agency. Motion (No. 5) made (HANSON-MAHR) to explore the feasibility of sharing any re-rated capacity during interim prior to completion of Phase III. After further discussion motion was withdrawn (HANSON-MAHR) to be brought up at a later date after plant is re-rated. 4. Phase III Report Alternatives Les _Evans reviewed the memo to JAC regarding response to EPA, letter of - January 28, 1977. Included in the packet handed out was the recommenda- tion from JAC staff, City of San Leandro-Position Statement and Draft summary of Encina Agencies Commitments to Air Quality. The conditions EPA outlined and clarification of conditions were read by the Manager. •.In reviewing the memo to JAC, the Manager advised the material gathered in the packet was compiled in hopes that the individual agencies would develop that data into position statements similar to that of San Leandro. The need for each agency to. develop mitigation measures is based on the fact that Encina cannot meet EPA's conditions as they are written. Les Evans reviewed staff's recommendations as follows: 1. Develop various mitigation actions which have or will be taken by the Encina agencies. 2. Meet with EPA and State Water Resources to discuss compliance with the EPA conditions, 3. Follow up that meeting with resolutions from the Encina Agencies, if necessary. 4. If there appears to be no satisfactory solution for either satisfying the conditions or changing them, return to the JAC for further guidance, 4. Phase III Report Alternatives Cont'd; Motion passed (ZAPOTOCKY-FOO) to accept staff's recommendations wi'th the addition to Number 1 to read as follows: Develop various mitigation actions which have or will be taken by the Encina agencies in conjunction with General Purpose governments in the service area. ft Next scheduled meeting March 23, 1977.
