C. Bowen I. Nusbaum Lynn Hartford Hadley Johnson 2. Minutes of March 9, 1977 Motion passed (MAHR-ZAPOTOCKY) to approve minutes as submitted. Mark Schneider introduced Vern Pate, Director of Encinitas Sanitary District. Mr. Pate will eventually be alternate representative for Encinitas. 3. Woodside-Kuboba & •Associates Operation Study Mr. Kubota introduced Isador Nusbaum, consultant for project. Mr. Kubota reviewed some of the most significant conclusions derived from the study. A. Reorganization of staffing: Their recommendation states the manning of the facility should be expanded to 16 hrs or, 24 hrs a day 7 days a week. At this time Les Evans advised it was staff's recommendation 6 months to a year ago to have a crew on in the evenings. Mr. Evans advised the next fiscal year they will expand the shift through the evening peak period. Operating records: Mr. Kubota expressed concern with the locations samples are being taken from. Their recommendation states that sampling procedures should be changed to obtain representative samples. Septic Dumping: Another concern expressed by Mr. Kubota was the need for'control of septic dumpers. It was indicated this may be a significant problem of the digester. It was recommended that staff work with dumpers to gain their support in adhering to plant rules and regulations. A question and answer period took place. Industrial waste control was brought up. It was recommended by Mr. Nusbaum that a more stringent control of Industrial Waste facilities such as investigation as to what is being dumped into the system should be considered. He advised that it is probable these businesses will put up some resistance. ' . Motion passed (DOMINGUEZ-SCHNEIDER) to have a sign posted to read " No Industrial Waste Dumping" together with staff working on proposal to work in conjunction with dumpers. B. C. 3. Woodside-Kubota & Associates Operation Study Cont'd The Manager advised they have begun to implement some of the recommendations by Woodside-Kubota such as the procedure on sampling. The Manager stated he felt some of the recommendations pertaining to digesters should not be imple- mented until digesters are working properly. Motion passed (ZAPOTOCKY-FOO) the Woodside-Kubota report should be accepted as submitted. ; Mr. Foo suggested progress reports on recommendations should be submitted by the manager. 4. Hirsch and Koptionak Flow Meter Study les Evans explained that the final meter study was mailed out with the agenda and that it was essentially the same as the draft .study discussed in detail at the February JAC meeting. Brown and Caldwell responded to the request for further recommendations on the propeller meter by suggesting that JAC: A. Secure from McCrometer a replacement unit. After installation of the new meter, compare the output of the new unit with historical records produced by the existing meter. B. Should the comparison of historical data fail to produce meaningful results, conduct a volumetric testing program in a manner similar to that performed previously at the Encina Facility. C. Should the .volumetric testing program demonstrate an unsatisfactory margin of error, straightening vanes should be installed upstream from the present meter. The meter manufacturer should be contacted as to the size and con- figuration of the straightening vanes. The manager was directed to proceed with the recommended course of action. 12. Request to Authorize Brown & Caldwel1 to design a Fixed Cover Tthis item discussed out of sequence"! Les Evans stated that after further investigation he would like to recind his suggestions to request Brown & Caldwel1 to design a Fixed Cover. The Manager advised he and Ron Waters spent the day at Orange County Sanitation District where they have converted eight floating digesters to fixed cover digesters by fabricating hooks that are made of I-beams: The Manager explained how the hooks were hung on the wall of the digester and underneath the edge of the cover thus supporting the cover and allowing additional space at the •top of the digester. The Manager suggested this same process be applied to Digester No. 1. After discussion, Lynn Hartford, Brown & Caldwell, recommended the structural integrity be determined prior to proceeding with this project. Motion passed (HANSON-ZAPOTOCKY) authorize staff to work with Brown & Caldwel! to determine the structural integrity of digester. Ron Waters, at this time, gave a short disertatiori addressing the issue of the digester problem. 5. Management Report Motion passed (ZAPOTOCKY-FOO) committee be appointed to meet with Manager to review report in detail. Committee consisted of : Ed Stiles Stan Mahr • Richard Hanson Mark Schneider Anthony Skotnicki Joe Zapotocky The meeting is scheduled for March 31, 1977, 9:00 am at Encina Plant. 6. Operation & Maintenance Report Eliminated due to time limit. 7. Flow Reports Eliminated due to time limit. 8. Sulfide Condition Report Eliminated due to time limit. 9. Expenoi ture Report Eliminated due to time limit. 10. Brpw_n___&__Caldwel 1 Proposal for Updating Hydraulic and Coagulation Testing Report Lynn Hartford, Brown & Caldwell, summarized the proposal which was distributed at the meeting. Mr. Hartford explained the proposed project's scope of work is divided into three phases. . Phase I - Development of Testing Program They would outline the details of what the program would be. They would review the current operation of the plant, literature review, review data collected in 1974. Phase II - Assistance During the Conduct of the Testing Program - They would draft up a testing program. They would go over the program with Encina's staff (as they will be performing tests). It is recommended State Water Resources Control Board be contacted at this phase. Phase III - Data Analysis and Report Preparation Analysis of data and preparation of letter report that would give specific recommendations that would allow "to achieve objectives. During discussion, concern was expressed as to the chance EPA would not-approve after funds for this project have been expended. Lynn Hartford advised that if employed for this project their proposal may be taken at one Phase at a time. He further stated that JAC may cancel the project at any time. He stated Phase I would take approximately 3 to 4 weeks and $2,900. 10. Brown & Gal dwell Proposal Cont'd With these facts in mind, Motion passed (ZAPOTOCKY-DOMINGUEZ) JAC Counsel prepare necessary agreement to employ Brown & Caldwell for the updating Hydraulic and Coagulation report. 11.• Additional Charge of Ocean Outfall for 1974-75 Motion passed (ZAPOTOCKY-SKOTNICKI) to pay charges on percent of flows for 1974-75.
