Call to Order and Minutes of Meeting of May 25, 1977 Chairman Stiles called the meeting to order at 9=00 a.m. A motion passed (Zapotocky-Foo) to approve the minutes of the JAC meet- ing of May 25, 1977 as submitted. 2. Pending Clean Air Legislation For informational purposes, Mr. Evans reported that the Clean Air Act Amendments for 1977, offered by Congressman Moss, had passed the House and is now before the Senate. The intent of the amendment is to prohibit the EPA from withholding Federal funds from construction of sewage treatment plants because of the impact of probable population increases on an area's air quality. Mr. Evans pointed out that the Amendment includes a contingency that the EPA can withhold funds if a state does not have an air quality implementation plan. Since Cali- fornia does not yet have a plan, though one is in the process of be- ing adopted, it appears that the Moss Amendment will do little to al- leviate the current status of EPA's hold-up in regards to the Encina faci1ity. 3- Phase III - Timetable of Events At last month's JAC meeting, Mr. Kubota had recommended development of a planning matrix. Consequently, Mr. Evans drew up a timetable of events. He explained that he was unsure, however, of the sequence of the depicted events. For example, Attorney Gann, after his June 3, 1977 discussion with a Coastal Commission representative, recommended that our Coastal Commission appeal follow concept approval. A Brown JAC -2- June 22, 1977 and Caldwell consultant last week suggested the Coastal Commission ap- peal go on simultaneously with the design phase. Our representative at the SWRCB feels, however, that we should have the coastal permit be- fore beginning design and, in fact, should start the appeal process be- fore concept approval. Mr. Evans added that he would be meeting soon with the Coastal Commission, SWRCB and, hopefully, the EPA to determine the sequence of events. Mr. Evans drew the members' attention to a June 3, 1977 letter from the SWRCB requesting an update of information relative to the calculation of grant eligible capacity. Each of the Encina agencies will have to pro- vide the information requested, including maps showing which areas are currently served by sewers and estimates (based on an 18 mgd capacity treatment facility) of what will be sewered by 1987- Mr. Evans will be calling managers of member agencies to decide hojw this information will be put together. 4. Operations and Maintenance Report The modular office is now in place and Mr. Evans will be moving his of- fice to the new facility when the sewer is hooked up and the phones in- stalled. Straightening vanes were installed, but the propeller meter readings are still off. The pipe's diameter varies from 41" to 41-3/4" and since the propeller was designed for a 42" pipe, McCrometer Corporation is going to design a new propeller. After installation of the propeller and testing at high and low flows, the straightening vanes will be ad- justed and the meter calibrated. 5. Flow Report Mr. Evans explained that the flow report was based on a 3% deduction from the flow meter reading through most of May until the figure was disregarded after installation of the straightening vanes. 6. Other Business Mr. Schneider, referring to the forthcoming Encina expansion project, suggested that the JAC members go through a bid process for engineer- ing, services. He stated doubt that JAC was "locked into" having Brown and Caldwell as engineers on the project. In view of the digester and flow meter problems, Mr. Schneider does not feel Brown and Caldwell has done an adequate job. Mr. Dominguez pointed out that there is a standing Engineering Com- mittee. Chairman Stiles recommended turning this recommendation over to the Engineering Committee and requested Jim McKay to also serve on the committee. A motion passed (Zapotocky-Casler) that the En- gineering Committee be reformed to review the perspective design engi- neer. JAC -3- June 22, 1977 Mr. Schneider announced that the Board of Directors of the Encinitas Sanitary District has decided to lease 300,000 gallons of capacity in the Encina plant to the other owners. They have also decided to present it to the JAC for disposition. Four agencies have requested use of the capacity: Carlsbad, Leucadia, San Marcos and Vista. Mr. Schneider informed the members that Encinitas' Board had instructed its staff to draw up appropriate contracts, and they will be in touch with the agencies which have requested capacity. 7. Sulfide Report Mr. Evans stated that sulfides are beginning to increase, particularly at the San Marcos vent structure and Buena and San Marcos junction man- hole. Mr. Kubota mentioned that during the previous weekend the methane flame was out and the odor was exceptionally offensive. Mr. Evans explained that Digester No. 2, with the fixed cover, foamed up the lines, clogging them and preventing methane from reaching the burner. Additionally, Mr. Evans discussed some of the problems experienced with the digesters, adding that indications point to the steam-injection system as the cause of the foaming problem. Various tests have been and will be performed (a log has also been kept) in an effort to elimi- nate the variables to determine the cause of foaming. Mr. Evans will keep the members informed. 8. Expenditure Report Mr. Evans reported there had been a mistake in the April Expenditure Report due to Leucadia's flow being erroneously added to Encinitas1 which resulted in an increase in their percentage from 5-3 to 6.2. Mr. Evans announced the prorated budget total of $4^9,116 against ac- tual expenditures of $337,906 through May 31, 1977. Of the approxi- mately $100,000 in under-expenditure, $AO,000-$50,000 is in a con- tingency fund and never allocated; consequently., $40,000-$50,000 under budget is a more realistic figure. 9. Request to Advertise for Bids for Digester No. 2 Mixing System In the last fiscal year, the mixing system in Digester No. 2 was re- worked and a system of piping (intended as an interim measure since Phase III includes replacement of mixing system) installed which has a row of 90° bends. Consequently, the lines cannot be rodded. The piping has plugged up and the lines have clogged. No amount of air pressure has succeeded in unplugging the lines resulting in very lit- tle mixing. Mr. Evans recommended that the JAC not wait until Phase III replacement to be able to mix Digester No. 2 again and requested authorization to prepare specifications and advertise for bids to re- place the mixer on Digester No. 2. A motion passed (Zapotocky-McKay) to accept staff's recommendation. JAC -A- June 22, 1977 10. Management Subcommittee Meeting Chairman Stiles called for a meeting of the Management Subcommittee. The meeting date was established at 9'00 a.m. Wednesday,. July 6, 1977 at the Encina Water Pollution Control Facility Conference Room. 1 1 . Other Business Mr. Hanson announced that the Leucadia County Water District is going to build an on-site holding facility within the boundaries of their existing treatment plant and is going to reactivate the treatment plant. Mr. Hanson explained that though LCWD has capacity rights of 2.25 mgd the capacity ability of their transmission and pumping facility to get the waste to the Encina plant is approximately 2.00 mgd, adding that it has to do with the peaking factor within the pumping station. To alleviate this situation, until a parallel pumping and transmission facility can be constructed (target date of January, 1979) » they are going to have constructed an 800,000 gallon capacity rubber holding bag. Raw sewage will be treated, held in the storage facility, and the effluent discharged to Encina during the night thereby increasing the capacity of their pumping and transmission facilities. Commenting on the size of the holding facility, Mr. Hanson said that LCWD sees a future need for this size because of reactivation of their reclamation facility as well as use as a fail-safe system. 1 2 . Adjournment There being no further business, the meeting adjourned at 10:25 a.m. The next regularly scheduled meeting will be at 9:00 a.m. on July 27, 1977 in the Conference Room of the Encina Water Pollution Control Facility.
