CALL TO ORDER Acting Chairman Stanley Mahr called the meeting to order at 9:05 A.M. ROLL CALL 2. Present: County of San Diego Buena Sanitation District San Marcos County Water Dist. CASLER, AND CARRIED, THE MINUTES OF THE JUNE 22, 1977, JAC MEETING WERE APPROVED AS SUBMITTED. SINCE MR. SKOTNICKI DID NOT ATTEND THAT MEETING, HE ABSTAINED. INFORMATION LEAGUE OF WOMEN VOTERS PRESENTATION. Mrs. Skotnicki urged attendance at the "208" Water Quality Workshop, to be held on Tuesday, August 2, 1977, at the San Diego Hilton, which is being co-sponsored by the League of Women Voters, San Diego Ecology Centre and the American Association of University Women. The Workshop will present an ex- planation of the area-wide management plan which will identify how this region can meet Federal water quality standards. Lorraine Boyce, Chairwoman of the CPO Board of Directors will moderate the Workshop. MINUTES OF JAC MEETING HELD ON WEDNESDAY, JULY 27, 1977 - PAGE TWO INFORMATION (CONTINUED) 3. BULLETIN FROM STATE WATER RESOURCES CONTROL BOARD. Mr. Evans re- ferred to the bulletin dated June 1977 and stated it is reaffirm- ing what was already known—that the State grant funds will be exhausted by late 1977 and we will get no State funds for Encina Step 2 and Step 3 unless the Clean Water Bond Law of 1978 is adopted. Supposedly, if the Bond Law is adopted, it will have a provision for retroactively reimbursing agencies for the 12% per- cent State grants. Mr. Evans also indicated the Clean Water Grant program regulations have been revised to give heavy emphasis on water reclamation. 4. LETTER FROM EPA REGARDING RAQS IMPLEMENTATION PLAN. Mr. Evans quoted the letter dated July 12, 1977, from the Director of the Water Division, EPA, San Francisco, addressed to Lorraine Boyce, Chairwoman, Policy Advisory Committee, San Diego Air Quality Pro- gram, which reads in part: "EPA is willing to grant approval to proceed with the design phase (Step 2) of these projects pending final resolution of the facilities design parameters." ... "To determine whether construction can proceed (Step 3), we will review the actual implementation that has occurred." ... Mr. Evans summed up the letter, stating that the EPA said, "You have submitted a plan and we don't like it but we are willing to live with it." Mr. Evans remarked that for all practical purposes we have cleared the hurdle of providing an Air Quality Implementation Plan. 5. LETTER TO LEUCADIA COUNTY WATER DISTRICT REGARDING DISCHARGE OF SECONDARY SLUDGE. Mr. Evans referred to his letter dated July 15, 1977, addressed to Mr. Hanson. He stated that it was brought to his attention that several years ago a proposal had been made by the Leucadia County Water District which contained some aspects of its current plan for reactivating its secondary treatment plant and storing the treated effluent to be discharged to Encina during off-peak hours. Mr. Evans said he reviewed previous JAC minutes and staff reports that had been done relative to the proposal. He explained that he had met with Mr. Hanson and Leucadia's en- gineer and it was agreed that some more information needs to be assembled and evaluated. Mr. Evans remarked that Brown and Cald- well will be doing a study on this matter as part of Encina's re- rating. He informed the Committee that he is not recommending any action at this time but wanted to let the members know that the plan is being investigated. 6. PROGRESS ON ENCINA RE-RATING STUDY. Mr. Evans asked Mr. Oldsen to make the report since he has been closely involved in the study. MINUTES OF JAC MEETING HELD ON WEDNESDAY, JULY 27. 1977 - PAGE THREE INFORMATION (CONTINUED) 6. Mr. Oldsen stated they have been working diligently on the matter and that they have been overwhelmed with many technical problems while carrying out the test. He said that grease removal is the problem that they are most concerned about. Mr. Oldsen remarked that they thought they could transfer the knowledge gained from the recent San Elijo study to the Encina study; however, there were numerous problems. He said they continually had problems diffusing chlorine uniformly. Mr. Oldsen mentioned that the reason it is so important to accomplish a reduction by chlorination is that chlor- ination will provide a backup to the present system should operat- ing at a higher capacity cause deterioration in the effluent quality. He remarked that the hydraulic testing and chlorination testing in the sedimentation tanks are running concurrently, providing an ex- cellent way to measure performance. Once we are certain the sedi- mentation tanks are satisfactorily handling 16 to 17 million gallons per day then there are some other steps. For instance, Brown and Caldwell will evaluate the digester performance and the ability of the plant to pass peak flows. Mr. Oldsen explained that the use of chemicals to promote foccula- tion is not being studied since the minute we start using chemicals we develop a whole new set of problems. He also mentioned that the re-rating study at the San Elijo Treat- ment Plant had indicated that an upgrading from 2 million gallons per day to 2.7 million gallons per day was in order. Mr. Oldsen mentioned that the San Elijo re-rating is to be decided at the Coastal Commission level on the 5th of August. He said the Encina Plant was, in effect, re-rated when it was expanded from 9.75 million gallons per day to its present capacity during Phase IIA. Mr. Oldsen said we should not be discouraged—that it is just taking time. ***** Mr. Dominguez asked if there was anything being done along the line of environmental covers for the digesters. Mr. Evans explained that, at the present time, the program for alleviating the problem with the digesters involved the bypass of the steam injection system in favor of a heat exchanger. Brown and Caldwell, as well as the County Operations staff, feels that perhaps the steam injection system may be contributing to the foam- ing problem. Although environmental covers are a possibility, the cost of such covers and the problems associated with venting them properly make them near the end of a long line of possible solutions. MINUTES OF JAC MEETING HELD ON WEDNESDAY, JULY 27. 1977 - PAGE FOUR REPORTS - ROUTINE 7. OPERATIONS AND MAINTENANCE REPORT. Mr. Evans reported that we have not had any significant foaming during the last several weeks. He said we are controlling the odors by re- ducing the temperature in the digesters. Mr. Evans indicated that last week the propeller meter was tested during a period of peak flow. The test results showed that at that time the control room totalizer was reading 14.6% low. He also said that if the 14.6% factor were applied to the average daily reading that result would be extremely close to what we are estimating for the total plant flow. Mr. Evans called the JAC's attention to the $500,000 grant from the State Water Resources Control Board which is available for a water reclamation study in San Diego County. Mr. Evans said that at this point it looked like San Diego County would be the sponsoring agency and would receive the grant but the CPO would be heavily involved in the project. A discussion took place on the approaching meeting of the San Diego Region Water Reclamation Study Agency and that Agency's involvement with this particular grant. It was felt by several JAC members that the study agency would be the appropriate sponsoring agency for the reclamation study grant. (Break. Meeting was reconvened at 10:05 A.M.) Mr. Evans reported on the staff level meeting with the State Coastal Commission to discuss the Phase III coastal permit appeal. At that meeting the Coastal Commission staff indicated that the State Coastal Commission would not address the issues of air quality or capacity but would be primarily concerned that the financing of the Phase III project would not be dependent on the development of pres- ent agricultural lands, lagoon frontage or bluffs in the coastal zone. Attorney Gann added that our letter of request to re-open the permit appeal would emphasize that the proposed expansion complies with the spirit of the Coastal Act. 8. FLOW REPORTS. Mr. Evans distributed a memorandum explaining how each agency computes its E.D.U. information. He also pointed out that the June Flow Report showed that San Marcos County Water District flows had decreased approximately 20 percent, or 300,000 gallons per day. 9. SULFIDE CONDITION REPORT. Mr. Evans indicated that the sulfide con- dition of the system seemed to be normal for this time of the year. Mr. Oldsen said that Leucadia and Encinitas should be congratulated for their success in reducing sulfides in their systems. 0 MINUTES OF JAC MEETING HELD ON WEDNESDAY, JULY 27, 1977 - PAGE FIVE REPORTS - ROUTINE (CONTINUED) 10. EXPENDITURE REPORTS. Mr. Evans pointed out that the expenditure re- port reflecting operation and maintenance costs through the end of the fiscal year shows that the total expenditures were $122,000 under the budgeted amount. ACTION 11. PURCHASE OF ADDITIONAL OFFICE ITEMS. Mr. Evans requested authoriza- tion to purchase a storage cupboard and a work table. ON THE MOTION OF MR. SCHNEIDER, SECOND OF MR. MCKAY, AND CARRIED, THE JOINT ADVISORY COMMITTEE MEMBERS AUTHORIZED THE PURCHASE OF A WORK TABLE ($97) AND STORAGE CUPBOARD ($91). 12. MANAGEMENT SUBCOMMITTEE MEETING. The meeting was set for Wednesday, August 24, following the next JAC meeting. 13. ENGINEERING SUBCOMMITTEE .MEETING. The meeting to discuss whether to continue with Brown and Caldwell as the project design engineers was set for Wednesday, August 3, at 2:30 P.M., in the Encina Conference Room. Members are Messrs. Schneider, Hanson, McKay, Beckman, Oldsen and Evans. The meeting was adjourned at 10:40 A.M. The next meeting is scheduled for August 24, 1977, at 9:00 A.M.
