MINUTES OF THE JOINT ADVISORY COMMITTEE MEETING
HELD ON WEDNESDAY, AUGUST 24, 1977

1. CALL TO ORDER
Chairman Ed Stiles called the meeting to order at 9:00 AM.

2. The minutes of the July JAC meeting were approved by motion of
J. Zapotocky, seconded by S. Mahr and unanimous vote.
ORAL PETITION
Mr. Herman Wood, resident of the Lanikai Lane Mobil Home Park,
appeared in regard to his letter of petition dated August 19th,
addressed to Les Evans, General Manager, covering residential
complaints of foul odors, coming from the manholes located on
the north side of the park. Mr. Stiles read the letter to the
JAC, as it was not received early enough to mail with the monthly
agenda. Mr. Stiles asked Les Evans to inform Mr. Wood and the
JAC what action had been taken to alleviate the situation. Mr.
Evans explained that the manholes had been sealed with plastic
and since that time no further complaints had been received from
Mr. Wood. Mr. Wood feels that there has not been enough time
lapse to have a fair test and would like more permanent steps be
taken to cover the three manholes, as well as have sulphide tests
taken at 11:00 PM to give a more accurate test. He was assured
by the JAC that all agencies would work deligently to solve the
problem.
INFORMATION
3. SENATE BILL 1952
Les Evans stated that this bill had passed the Senate with no
opposition and that it had been referred to the House. All the
sources he has conferred with feel the bill will be passed,
which would eliminate the need for secondary treatment at the
Encina Plant. The actual language of the bill is not completely
clear at this time. We should know by mid-October if the bill
will pass and in what form. Early next month (September), we
should know who will be on the Joint House Senate Committee that
is going to work with this legislation, and should start writing
our legislators, insuring that they are in favor of the legis-
lation and that some clarification will be made in the wording of
Section 27.
Assuming the legislation passes, the standard which Encina would
be required to meet, would be the Ocean Plan, which is also being
modified. Encina would not be able to meet that standard with
the present process. Mr. Evans further said that he will be sen-
ding the JAC a package of material including analysis of the bill
and a suggested position for modification of the language. Mr.
Dominguez informed the Board that the Senate Bill may not be
adopted in its present form, but it seemed assured that the dead
line for compliance with secondary standards would be extended.
Les Evans stated that if any board member would like copies of
what he has on this legislation, to contact him.

4. OPERATIONS AND MAINTENANCE REPORT
Re-Rating
Mr. Evans had no good news on the re-rating study. Testing was
begun again in July after modifying almost all of the test
equipment including the points of chlorination and the chlorine
feed equipment. During the first week of testing, a sampler went
out and testing was stopped. Later in the month, the other sam-
pler which had been borrowed from the RWQCB, had to be returned.
Two more samplers were borrowed and one didn't work. Testing
also stopped during the rains as the flow rose from 9.7 mgd to
11.8 mgd and has yet to go all the way down. The report on re-
rating will take about six weeks and very little has been accom-
plished so far.
Flow Meter
Councilman Skotnicki asked about the accuracy of the plant flow
meter. Les Evans informed the JAC of the replacement of the
components of the propeller meter, the recalibrations and testing
of the equipment on Tuesday, August 23rd, and the test results
which showed the meter reading 1.9% high. There will be more
testing in order to get an accuracy of plus or minus two percent.
Mr. VanSickle asked over what range was this accuracy taken and
Mr. Evans replied at maximum, minimum and several points in be-
tween .
Phase III
Les Evans continued discussing the Operations & Maintenance Re-
port. On Phase III he has requested that the Encina Projects be
scheduled for a public hearing before the Coastal Commission at
their meeting in September. With the permit expected to be issued
at the meeting in October.
Foaming Digester
Under the Maintenance Section of the Operations Report, Les Evans
explained that the staff has developed a way to heat Digester No. 1
without using the steam injection system. The system has been in
operation now for several weeks and has shown some encouraging re-
sults. Two months ago, the only way Digester No. 1 could be con-
trolled was by allowing the temperature to drop down to about 80°
and to mix the Digester only 15 minutes on the hour. Last Friday,
August 19th, the operators were mixing 24 hours per day with no
substantial foaming with the temperature of the Digester gradually
being raised to a goal of 95°.

Burroughs
Councilman Skotnicki asked Mr. Evans if there has been any'furthur
information received regarding the Burroughs wastewater system.
Mr. Evans replied that he had received a letter from the County In-
dustrial Waste people, indicating that Burrough's expects the eva-
porator shipment in September which is the main stay of the process
they intend to use to treat their wastewater. In September, they
should be making some changes to do some pretreatment, which will
improve the quality of the wastewater they pump into here. The
letter also indicated that the evaporator system will allow a sub-
stantial reduction in discharges and waste usage. They will likely
have to remove the residue from the system and haul it away, and
are already reclaiming some of the more costly metals.
5. FLOW REPORT
Les Evans reported difficulties in preparing the EDU report this
month due to people vacationing during August. Mailing time for
the Agenda is usually Wednesday prior to the monthly meeting, and
this month, we had not been able to get Vista" information.
6. SULFIDE CONDITION REPORT
Les Evans explained that sulphide problems are occurring at the
• ""• Carlsbad manhole (upstream of the junction with Ehcinitas and Leii-
cadia), the San Marcos vent structure and the Buena manhole down-
stream of the force main.
7. EXPENDITURE REPORT
Mr. Evans asked that each agency look at the charges made against
them for reasonableness and question any ususual items as soon as
possible following the month the charge is made.
8. A request to purchase a dissolved oxygen meter was approved on
motion by Mr. Zapotocky and seconded by Mr. Mahr.
9. A request to prepare a descriptive brochure was discussed. A
motion was made by Mr. Zapotocky and seconded by Mr. Hanson, to
appoint a committee to study preparation of a brochure describing
the Encina operation which could be easily updated. Committee mem-
bers are: Scotnicki, Schneider, Zapotocky and Dominguez.
10. A motion to approve transfer of funds from Vista Phase II accounts
to Vista Phase III was made by Mr. Dominguez, seconded by Mr. Hanson
and carried.
11. A motion to accept payment for damages from Winslow Pacific's in--
surance company was made by Mr. Dominguez and seconded by Mr.
Schneider, motion carried.

12. Discussion took place regarding Brown & Caldwell services to
complete the compilation and packaging of population data for
the SWRCB. Motion was made by Mr. Zapotocky and seconded by
Mr. Dominguez, that Brown and Caldwell be authorized to com-
pile the data pending the outcome of Senate Bill 1952. Motion
carried.
