Chairman Stiles called the meeting to order at 9:04 a.m.
Minutes of August 24, 1977 JAC Meeting
A motion passed (Zapotocky-Casler) to approve the Minutes of the JAC meet-
ing of August 24, 1977 as submitted.
Report on Coastal Commission Hearing
Mr. Evans reported on the State Coastal Commission's hearing on Septem-
ber 20, 1977 concerning Encina's Phase III application for coastal permit
which was approved by the Regional Coastal Commission and then appealed.
The major issues expressed by citizens' groups in opposition of granting a
permit were concern with air quality and growth impacts in Vista and in
the coastal area.
Coastal Commission staff is concerned with development of coastal lands,
sedimentation of lagoons and erosion of the bluffs in the coastal area.

Encina representatives were directed to supply information to the Coastal
Commission explaining why we are asking for additional capacity when our
flows are only 9.7 mgd out of a capacity of 13.75 mgd. Additionally, they
want an explanation of the commitments in L-eucadia and Carlsbad which will
use up remaining capacity.
Following Mr. Evans1 report, there was discussion on conditions which might
be attached to the granting of a coastal permit. Several members suggested
that one of the conditions would probably be restrictions on development of
agricultural lands.
The Coastal Commission will vote on the application at their October meet-
ing.
Reactivation of Plant at Leucadia County Water District
Mr. Evans drew the members' attention to a letter, dated September 15, 1977
from Engineering Science, Inc. which addresses concerns previously expressed
by JAC members in regard to reactivation of LCWD's secondary treatment fa-
cility.
The response to these concerns was as follows. First, LCWD will not exceed
their existing capacity rights of 2.25 mgd at the plant. Secondly, total
solids loading would be reduced by approximately 100 pounds per day.
Mr. Evans stated the only concerns which remain are how the secondary solids
would affect the digesters and the skimming system for scum removal on the
sedimentation tanks. He recommended giving approval to LCWD, adding that
close watch would be kept, and in the event of problems, LCWD could be re-
quired to reactivate their digester and treat their own solids.
Mr. Hanson introduced Greg McBain of Engineering Science, who gave a brief
overview of Engineering Science's proposal and some positive aspects of
the reactivation. Following a query by Mr. Zapotocky regarding time neces-
sary to reactivate the digester, Mr. McBain stated it could be reactivated
in a month's time if necessary.
Mr. Zapotocky moved to approve Leucadia County Water District's request to
reactivate with the understanding that if testing results show adverse ef-
fects to the plant, that LCWD be ordered to disconnect immediately. Mr.
Dominguez seconded the motion, which carried unanimously. Later in the
meeting, Mr. Zapotocky requested that the foregoing motion be clarified to
say that in the event of negative test results, LCWD will cease discharg-
ing secondary sludge (not secondary effluent).
Re-rating Report
Mr. Oldsen reported on the progress made thus far on the re-rating study.
The members reviewed a table summing up results of testing in the sedi-
mentation tanks. Increased flows were simulated by shutting off one, then

two, then three sedimentation tanks. Tests at increased flows did not in-
dicate a suspended solids problem; however, grease and BOD results were
inconclusive. A possible response to a grease problem could be chlorina-
tion, and that testing is going -on right now. Later in Mr. Oldsen's pre-
sentation, he added that physical removal of grease was another possible
solution.
Mr. Oldsen stated that additional problems are determination of a peak wet
weather flow and the digestion operation. Digester No. 1, he commented,
has an on-going foaming problem coupled with offensive odors, and No. 2 has
an inherent weakness in the mixing and heating systems, which is a pre-
requisite for increased loading in the digester.
Mr. Oldsen explained the County plans to rate every component in the plant.
Following chlorination testing, the hydraulic system will be reviewed and
sludge digestion system analyzed. Brown and Caldwell will be consulted on
the hydraulic review.
A draft report should be ready by next month's JAC meeting.
Water-saving Kits
Mr. Dominguez announced the County has an opportunity to get 50,000-8C,000
water-saving kits, and he had been directed to suggest that the JAC agencies
act as central distribution centers. It was the general concensus that Mr.
Dominguez pursue acquisition of the kits provided there are no requirements
for tracking them.
Mr. Dominguez then left the meeting at 9:40 a.m.
Operations and Maintenance Report
Mr. Evans reported that plant personnel was presently experimenting with
live steam injection directly into the digester to heat it. Continuous
mixing is being done, and little new foam has developed.
John Murk and Jerry Frieling of CM Engineering were introduced as members
of a new CM office in Vista who have toured local plants and have asked to
review Encina's records and reports regarding the digester problems.
Following a question by Mr. Skotnicki on the propeller meter, Mr. Evans
reported that direct readings were now being used from the propeller meter.
However, he added that during the month, when San Diego County was asked
to curtail water usage (due to the mishap at the Colorado aqueduct), a
sharp drop in plant flows was noticed. Consequently, there is uncertain-
ty, at this point, whether people responded to the plea for conservation
or the meter is malfunctioning again. Mr. Evans concluded by saying the
meter would be tested again.

Mr. Evans informed the committee that he had contacted a swimming pool manu-
facturer regarding the possibility of designing some type of cover for the
digester (which could be vented) to help control odors.
Flow Report
Mr. Evans noted that flows were up slightly from July. Vista flows, how-
ever, went down sharply, adding that it could be a case of meter malfunc-
tion. It was also pointed out that Vista had made their annual correction
in their EDU count, and that adjustment is reflected in this month's report.
Sulfide Condition Report
The members briefly reviewed the sulfide report. Mr. Evans indicated the
odor problems at Lanakai Lane Mobile Home Park have been corrected by seal-
ing adjacent manholes.
Expenditure Report
At August's end, prorated budget total was $67,438 with actual expenditures
of $53,695. Encina's .expenditures are almost right .or, line.
Descriptive Brochure
At the last JAC meeting, a subcommittee was appointed to look into the pos-
sibilities of printing a descriptive brochure about the Encina facility.
The subcommittee met and directed Mr. Evans to develop a sample of what
type of booklet could be produced. A sample mock-up was passed around dur-
ing the meeting.
Mr. Evans explained that a brochure (such as Vista's monthly newsletter)
in two colors could be printed at a cost of approximately $600 for 5,000.
A full color photograph would add $200 to the initial cost. Subsequent
printings would be considerably less as charges would be for printing and
materials only.
Several members suggested using the full color picture used on the mock-
up. Mr. Evans pointed out that could involve additional cost if the rights
to the photo had to be purchased. The addition of a logo could a.lso add
to the cost.
Mr. Schneider made the motion, which was seconded by Ms. Lash, that the
General Manager be authorized to have the brochures printed (by the same
printer Vista uses) on the same type of paper Vista uses in two colors
with a full color cover page.

Following discussion on distribution of the brochures, Mr. Schneider recom-
mended, by amending his original motion, that 5,000 copies be printed for
use at the plant and individual agencies pay for printing of any addition-
al brochures which they might require. The amended motion was seconded
by Chairman Stiles and unanimously passed.
Adjournment
There being no further business, the meeting adjourned at 10:22 a.m.
The next regularly scheduled meeting will be at 9:00 a.m. on October 26,
1977 in the Conference Room of the Encina Water Pollution Control Facility.
