2. MINUTES OF OCTOBER 26, 1977 MEETING
Chairman Mahr asked for approval of the October 26, 1977 minutes
as submitted. On motion by Mr. Zapotocky, seconded by Mr. Foo,
the motion carried.
PRESENTATION
3. Dave Nielsen, Director of the San Diego Regional Growth Manage-
ment Office, was introduced by Bill Dominquez. Mr. Nielsen ad-
dressed the JAC on "Potential Candidate Growth Areas".
He explained that the objectives of growth management is to di-
rect urban growth to areas contiguous to existing development
and areas where public facilities exist. Additional objectives
are to provide affordable housing, preserve environmentally sen-
sative areas and contain the costs of additional services with-
in the developing areas. Condidate growth areas, he explained,
are areas where we hope the bulk of urban growth would be di-
rected between now and 1995. Mr. Neilsen indicated that the
County would defer to cities in planning areas which are in
city spheres of influence or which appear to be in city spheres.
INFORMATION
4. COASTAL COMMISSION PERMIT STATUS
Chairman Mahr asked Mr. Evans to report on any further develop-
ment with the Coastal Commission Permit Conditions.
Mr. Evans reported that on Tuesday, November 15, 1977, the agen-
cies of the Joint Powers, who are directly affected by the con-
dition suggested by the Coastal Commission staff, met with Jim
McGrath, Permit Analyst, who is working on our permit.
Mr. McGrath explained the Coastal Commission's staff opinion as
the very fact that a piece of property lay within a sewering
agency or district increased the value of that property. Conse-
quently, the assessed value and the tax increase make it less
attractive as an agricultural piece of property and the pressure
to develop the property to a higher use increases. To alleviate
this pressure created by the owners of the property on the Coastal
Commission, the Coastal Commission would rather have the agencies,
the Encina Joint Powers, de-annex these areas from the district
or the city. In that way, the pressure would be on the local
district or agency instead of the Coastal Commission.

The foregoing is the basis for the conditions, which they have
suggested be imposed along withour permit, and although they
realize they are difficult, it was suggested that if we could
think of alternative conditions that will essentially relieve
the pressures on them, they would be open to them.
Mr. Evans stated that there would be another meeting following
the JAC meeting on November 22, 1977 and was in hopes that Mr.
McGrath would go back to the Commission and its legal counsel
with the possibility of attaining a more practical solution.
Mr. Dominquez moved that Mayor Frazee, Chairman of the Local
Commission, take the matter before the full State Commission,
with Joint Advisory Committee Attorney Gann, to discuss the ram-
ifications and impacts that this has on our proposal here at En-
cina.
Seconded by Mr. Zapotocky and carried.
5. CORRECTION OF ODOR VIOLATION
Chairman Mahr asked Mr. Evans to report on the correction of
odor violations.
Mr. Evans reported that, since the last JAC meeting, we have re-
ceived violations on November 4 and November 8 from the RWQCB.
RWQCB has had people here every day and sometimes twice a day
and has conducted interviews in the Alta Mira area to determine
if they could detect odors from the plant site. We have also
contacted people in those areas and have received several com-
plaints that an odor is sometimes detectable in the area across
the freeway when the Flood Control Channel creates a low point.
Other than that, we are aware of no detectable odor.
The temperature in Digester No. 1 has been reduced. Ron Waters
and his operators are washing down the cover each morning and
attempts are being made to keep it substantially clear of foam.
A majority of the odor control facilities have been completed
and the chlorination systems to various points are pretty well
under control.
On December 19, we are to appear before the RWQCB at which time
staff will give a report on our accomplishments and if they feel
that substantial progress has not been made, a hearing and pos-
sible enforcement order can be expected.
Graham Eraser of Brown and Caldwell stated that considerable
work had been done on this problem in the Sacramento area and

they would be willing to send us a report.
6. SUMMARY OF EVENTS/DIGESTER FOAMING PROBLEMS
Chairman Mahr asked Mr. Evans for a report on the miniature di-
gesters.
Mr. Evans explained that on November 16, the experimentation was
started. The digesters were seeded with sludge from San Elijo
because their digesters -do not foam. It has been fed with our
sludge for about 7 days and, after 22 days, all of the San Elijo
sludge will have been drawn off and only Encina sludge will be
left.
Mr. Jack Filance, President of the Board of the Encinitas Sani-
tary District, stated that his board had discussed the foaming
problem and they feel uncomfortable about giving Brown and Cald-
well Carte Blanche to design Phase III in view of their inabil-
' ity to solve problems on Phase II. Mr. Filance hoped that the
JAC would give this view some consideration.
Mr. Fraser expressed the concern of Brown and Caldwell and added
that they have designed approximately 100 digesters of the float-
ing cover type and have experienced this problem only here and
in Sacramento. Another issue to which Brown and Caldwell has
given some thought is the steam injection which may be a contri-
buting factor to the foaming. Brown and Caldwell has been look-
ing for a large capacity heat exchanger at a nominal cost to re-
place the steam injection. A heat exchanger has been found at
the Santa Rosa facility and Brown and Caldwell will provide draw-
ings of sufficient quality so that the members of the Encina staff
can install the equipment if they wish.
Mr. Zapotocky suggested that no decision be made until the min-
iature digesters experimentation is completed since the problem
may not be one of design but one of unusual material.
Mr. Dominquez asked what the grease concentration was in this
plant as compared to other plants. Mr. Waters replied that it
is basically no greater than in other plants. Mr. Evans con-
tinued that experiments have been made with grease as a possi-
ble foaming cause and grease has been hauled instead of putting
it back into the digester.
Mr. Evans felt that we should not depart from the stragedy being
carried out in the miniature digesters and carry out the testing.

REPORTS - ROUTINE
7. OPERATIONS AND MAINTENANCE REPORT
Chairman Mahr asked Mr. Evans to proceed with the Operations and
Maintenance Report.
Mr. Dominquez pointed out that the digester problems may be re-
lated to septage dumping. He asked whether there was any way that
we could check the loads since it was an isolated source and whe-
ther the dumping times could be controlled.
Mr. Evans said that, at present, everyone dumps either here or in
San Diego because Escondido fees were high. At various times, the
septage haulers have been part of the foaming investigation but
it has best a random sampling and it would be difficult to run
tests because there are so many things to test for.
Mr. Schneider suggested to Chairman Mahr that he appoint Mr. Do-
minquez to make a recommendation to this .committee as to what we
do about the septage haulers at the next meeting. Mr. Dominquez
agreed to do so only if the Joint Advisory Committee would take
some action.
Mr. Schneider moved that Mr. Dominquez make a recommendation at
the December 21 meeting as to what action should be taken. Sec-
onded by Mr. Stiles, the motion carried.
8. FLOW REPORT
Mr. Evans reported that the meter is still not working correctly
and has been in touch with McCrometer again. A 7% adjustment
factor is being used on the total flow so the 9.6 million gallons
per day average indicated as the total flow of the plant for Octo-
ber is a figure which has been adjusted upward by 7%.
The vanes, which could possibly be causing the problem as re-
ported in the meeting of November 22, have not been cleaned out
as yet because a sedimentation tank would have to be drained
which might result in an odor violation.
9. SULFIDE CONDITION REPORT
Chairman Mahr asked for a report on the Sulfide Conditions. Mr.
Evans reported that there was nothing significant on the report.
10. EXPENDITURE REPORTS
Mr. Evans pointed out that we're running about where we should
be for the first three months of the fiscal year.

ACTION
11. SUBCOMMITTEE FOR SATELLITE TREATMENT PLANT EVALUATION
Chairman Mahr asked for a report. Mr. Evans said that, at the
October meeting, Chairman Stiles appointed a subcommittee to
work with the various agencies and developers who were in the
study stages for upstream satellite treatment plants. Since
that time, several meetings have been attended with these agen-
cies and developers and a lot of questions have come up over
interpretation of JAC agreements. For instance,how is average
dry weather flow defined, capacity of the plant at average dry
weather flow, peak dry weather flow, what effect is the NPDS
permit have in relation to the different flows, what the owner-
ship of the ocean outfall and how does that affect us? Mr.
Evans suggested the addition of two more members to be placed
on this subcommittee; one from Carlsbad and one from Vista be-
cause he felt that everybody needs to respond to these questions.
He further requested permission of the Chairman, with concurrence
of the Joint Advisory Committee, that this committee be allowed
to consider some of the questions raised by the developers and
come back to the JAC with a report or recommendations on how
these things should be handled.
At present, committee members include Chuck Oldsen, Jim Frandsen
from Buena, Jim McKay from San Marcos, Mark Schneider from En-
cinitas and Dick Hanson from Leucadia.
Mr. Skotnicki suggested that Mr. Beckman represent Carlsbad and
Mr. Zapotocky was suggested by Mr. Stiles to represent Vista.
In lieu of setting meetings by phone, Mr. Evans further suggested
that, since this meeting would be attended by members of the JAC
staff, the re-rating would also be discussed.
FURTHER ACTION
11. JAC SECRETARY
The city of Carlsbad has employed Mary Taylor as JAC Secretary
effective January 1, 1978. Until that time, she will work out of
Volt Temporary Service due to some conflicts with her personal re-
tirement plan and the plan required by the City of Carlsbad as a
condition of employment.
There being no further business, Chairman Mahr adjourned at 11:00 A.M.
The next regularly scheduled meeting will be at 9:00 A.M. on Wednesday,
