ENCINA JOINT POWERS
MINUTES OF THE SPECIAL JOINT ADVISORY COMMITTEE MEETING
HELD ON WEDNESDAY, AUGUST 2, 1978
AT THE
ENCINA WATER POLLUTION CONTROL FACILITY CONFERENCE ROOM

1. CALL TO ORDER
In the absence of Chairman Stiles and Vice Chairman Mahr, Mr.
Schneider moved that Mr. Skotnicki be appointed Acting Chair-
person. The motion was seconded by Mr. Zapotocky and unanimously
approved.
ROLL CALL
A quorum was present and the meeting was called to order by agree-
ment of all present at 9:20 A.M.

ACTION
2. VALUE ENGINEERING AGREEMENT - ARTHUR BEARD ENGINEERS
Acting Chairman Skotnicki asked Mr. Evans for a report from the
JAC Negotiating Committee.

Mr. Evans reported that the Committee had met earlier that morn-
ing and reviewed the proposed agreement for the scope of work,
personnel to perform the services, contract format and cost. The
Committee found all items to be in order and unanimously agreed
to recommend that the JAC approve the agreement.
Mr. Zapotocky moved that the JAC accept the recommendation of the
Negotiating Committee and approve the agreement with Arthur Beard
Engineers for Value Engineering Services. The motion was seconded
by Mr. McKay and unanimously approved.
There being no further business, the meeting was adjourned at 9:30 A.M.
