MINUTES OF THE SPECIAL JOINT ADVISORY COMMITTEE MEETING
HELD ON FRIDAY, MARCH 23, 1979

CALL TO ORDER
Chairman Stiles called the meeting to order at 9:05 A.M.

SPECIAL JAC MEETING OF MARCH 23, 1979
Chairman Stiles said that this meeting had been called so that the
JAC could discuss what the JAC wanted to do about the plant manage-
ment because of Mr. Evans' resignation as Plant Manager. The meet-
ing was also called because Mr. Evans' will only be spending about
25% of his time on Encina affairs.

Chairman Stiles called on Mr, Frieling of C M Engeering Associates
for his comments,
Mr. Frieling said that their main objective was to insure that di^
gestion system improvements were implemented properly and were con-
tinued. He realized that the JAC was in a transition period and
there were a lot of things going on that had to be continued. He
volunteered their services to assist the JAC wherever they felt
they needed help.
Mr. Frandsen said that the County will do coordinating during this
interim period.
There was some discussion as to whether the City of Carlsbad should
be advertising for a sanitary engineer,
Mr. Beckman said the same job qualifications, which had been used to
hire Mr. Evans, were being used at this time also,
After much discussion, Mrs. easier moved that the JAC authorize the
City of Carlsbad to retain C M Engineering Associates on a consul-
tant basis. Seconded by Mr. Dominguez, the motion carried,
ADJOURNMENT
There being no further business, the meeting was adjourned at 10;00 A,M,
