'' >!-:*f ' August 8fl 1956 Meeting called to order at 7*00 P0 M0 by Chairman Dunne o Present be- sides the Chairman were Commissioners Christiansen, V,alters9 Merkle, Yougnp JefferBo \bsent9 Commo Laddc Also presents Max Ewalda acting as adviser ar 1 secretary; Chiof of Police Max Palkowski, Richard Os=» burn, Commodore, Carlsbad Boat & Ski Clubs A, Glissman, and members of the Carlsbad 3oat & Ski Club0 First item or the agenda was discussion of regulations governing boats and other operations in the lagoon area0 After considerable discussion, a motion was nade by CoKza , Young that two signs,,, 6 x 10 feet eachp be authorized 5, one sign to be placed at Whiteyfis Landing and one at Pi- rates0 Cove; also requesting approval of the City Council of certain listed rules to be followed on the lagoons as per attached copy0 Second^ ed by Coaim Valters0 All ayesp no n3yss motion carried 0 After further discussion or rules and regulations for the lagoon 9 it was moved by Comra3 Merkles sec or Jed by ComiHo Christiansen^, that tha list of rules and regu- lations as prepared by Comma Walters be adopted aed recommended to the City Council for approval; All ayess no naysp motion carried 0 A resport was given by Ewald on the meeting of the Senste Committee on Harbors of Refuge at Sacramento on Monday s August 6th p and the rQcom- menclation was made that a memorandum be sent to the City Council re~ questing a re solution to the State Senate Committee to separate the small boat harbor program into two categories or types of harbor sp namely p harbc rs of refuge and harbors of recreation, and that the Har- bors of refuse program be expedited in the nest session of the StQte Legislature convening in January^ 1957* Upon motioss by Co-ma. 0 Walters^, seconded by (. ommo Jef f ers , such a memorandum was authorized,, A letter froi the Carlsbad Boat & Ski Club was presented to the Comrais- siorij, regarding certain special event sp such as boat races and water ski events tc be held on the lagoon next year being sponsored by the Tri~City Chas bers of Comsiercef) Blade-Tribune Regattaj, and the Lions8 Clubo After some discussion^ it was decided to table the letter until the next meeting,;, An oral request was made by the Carlsbad Boat & Ski. Club for support of the Blade-Tri bune Regatta^ to be held on August 19p 19560 Upon motion by Comm0 MeH le, seconded by Comsio Jeff ers 9 it was agreed by unanimous vote that a r emorandum be sent to the Council requesting that the Council give approval and morally support the August 19th event „ The question of s regular meeting date for the Commission was discussedp and a motion was made by Baiter Sj, seconded by Christiansen^, that the last Monday cf each month P at 7*00 P0 MN, at the City HallP be the regu- lar meeting lime and place of the Harbor Commission,? All ayesp no naysp motion carried^ A letter was rea;i from the Chamber of Commerce regarding a lease on the lagoonc__The Chamber suggested that the City obtain a lease* on-~the_a. It was mutually agreed by the Commif.'sion to hold the letter for further study,, and that Chair man Dunne wrj te the Chamber a letter of appreciation for their interest in the mattei 0 Copy of letter from W0 L0 Roberts,, Director of Civil Defense p was readscopy regarding us:-3 of the lagoon as a possible evacuation point in case of attack Q It was decided to hold, the letter until the next meeting, and in the meantime request City Civil Defense Director Whipple to attend and shew his filaa - "BIG MEN AN!) SMALL BOATS'8 ~- which was recently purchased by the Chamber of CommerceQ Last item of business was a request by the California Marine Parks & Harbor Association for renewal of membership in their organization? Upon motion by Coraou Walters^ seconded by Conm0 Christiansen^ it was agreed to recommend to the City that its membership ba renewed^ in the amount of $SOo000 The meeting -»as adjourned at 9 5 50 P<?
