The meeting was called to order at 7:30 i*.!-!. by Chairman Betzmer,

Commissioners absent: Lanb
Reading of the minutes of the Regular Ileeting.of October 13, 195Q,
was dispensed, Minutes to be ap'r'oved at the Regular nesting of
October" 27, 19 50.
II. Piffiqpse of,
A. Chr inarm Be tamer stated that the purpose of the meeting was to
elect a now Chairman and stated his intention to withdraw as Chairman but
to remain on the Commission, Chr.irnon Betzmer then submitted the .follow-
ing to the Commission:
"In aa much ao four members of the Harbor Commission elected
to prevent democrat ic processes to be exercised at the previous
meeting, I have selected this method to be heard and to .publicly
protest the Arbitrary action initiated by four members of the Harbor
Commission. Their action to apo'lor-lse to Mr. Torres and the Chamber
of Commerce was introduced by Commissioner Lamb who was absent when
the alleged insult 'was commit ted.
It io not my purpose to prevent the four Commissioners to
apologise to the Chamber of Commerce in their own behalf, but I have
every intention to prevent them speaking for me.
A3 a symbolic protest to the action tr&on by four members of
the Harbor Commission to submit an apology* by letter, to Ilr. Torres
and the Chamber of Commerce, I hereby announce that I withdraw my ser-
vices as Chairman of the Harbor Commission and reiterate that no apology
is forthcoming froa me.
I have caused this meeting to be callod In order thr.t a new
Chairman may ?:>e elected and have the advantage of sufficient time to pre-
pare an agenda and otherwise prepare himself to conduct the next meeting.
I shall remain on the Harbor Commission and better serve the interests
of the public in our effort to develop the Agua Iledionda Lagoon,
Simultaneously vrlth the Election of a Chairman I withdraw from
the Chairmanship of the Harbor Commission."
B. After discussion relative to Chairman Detainer withdrawing with-
out the consent of the Commission, it was moved by Conr, Allen and 2nd
by Com% Jeffers th/t:
'"The IIr3?bor Ccraisoion accopt Chairman Betzaer's resignation
as Chairman".
Hot-ion Carried Unanimously.
C. Secretary Weeks was then appointed upon a motion by Gmiir. Allen,
2nd by Cmnr, Betzmer and imaniiaously carried as Chair :jan Pro ten for thepurpose of electing a Chairman*
nominated for the office of Chaiyaan of the Carlsbad Harbor
Conaipslon were:

Commissioner AllenCommissioner Weeks was elected by a majority vote*
