Oral Discussion: A. Discussion was held on various tyyes of administration. Cmnr.Betzmor strtfcd that basically there are three types of administrationsconcerning tlie Commission: City type administration, Harbor District orPrivate Enterprise development* Cmnr. ;3etzracr felt thrt each membershould be canvassed rs to what ord r each recommends to be usod. From there can be determined which method ia the one to recommend to jhe CityCouncil. He furtherexplained that if the community shoued Interest enough to pass a bond issue, thrt money could be borrowed from the State and Federal Government to further develop the Iiarbor. After further discussion, Cmnr. Betzmer moved thr.t:"The three bids j?eceived for evaluating the property under con-siderr.tlon be submitted to tiie City Cpuntil with the recommenda-tion thrt the blc! submitted by J. K. Fotherlnglvam of Vista beconsidered favorably*" notion w.?.s seconded by Cmnr. Znhler ^ncl carried by n majority vote of 3 ayes - 1 no. C. It tins moved by Cmnr.
