The neeting was called to order at 7:30 P.M. by Secretary Lnab in tlieabsence of Chairoan Weeks.

Conr. Allen made the recommendation that the Vista firm berecomnended to the City Council,
III. Oral Discussion:
A. Discussion was held on various tyyes of administration. Cmnr.Betzmor strtfcd that basically there are three types of administrationsconcerning tlie Commission: City type administration, Harbor District orPrivate Enterprise development* Cmnr. ;3etzracr felt thrt each membershould be canvassed rs to what ord r each recommends to be usod. From
there can be determined which method ia the one to recommend to jhe CityCouncil.
After further discussion, the Civil roan Pro tea requested thatthe committee of 3etsaer and Lcvdb study r.nci prepare reports "on the varioustypes of Harbor Administration and present them to the Commission at thenext regular mooting.

issue, thrt money could be borrowed from the State and Federal Government
to further develop the Iiarbor.

After further discussion, Cmnr. Betzmer moved thr.t:"The three bids j?eceived for evaluating the property under con-siderr.tlon be submitted to tiie City Cpuntil with the recommenda-tion thrt the blc! submitted by J. K. Fotherlnglvam of Vista beconsidered favorably*"

vote of 3 ayes - 1 no.

The motion failed with 3 voting no r.nd 2 yes.
