Cars, Present: Chairman Weeks, Allen, Osburn and Zahler. Cmrs. Absent: Betzmer, Jeffers and Clause Others Present: Mr. Glissman I« APPROVAL OF MINUTES; A8 The minutes of the regular meeting of November 28, 1958: It was noved by Cmr, Allen, seconded by Cmr. Osburn and unanimously carried that the minutes of the regular meeting of Nov. 28, 1958, be approved as written. B. Minutes of regular meeting of December 1. 1950s It t?as requested by Cmr. Allen that Pg. 2, Paragraph III-e-3, line 11, be corrected to read" "The Original motion as amended was seconded by Cmr. Osburn and carried unanimously." It iias moved by Cmr, Allen, seconded by I-ira* Zahler and 'unanimously carried that the minutes of the regular meeting of December 1, 1958, be approved as corrected. COBBESPOMEIIGE: A, Bulletin: from California Boating Council, Inc. dated December, 1958, B. Letter: from II. 0. Stevens, Str.te of California Division of Small Craft Harbors dated December 18, 1958, regarding application for construction loan and planning loan. Chairman Weeks reported that he had met with Mr. Dunham, Engineer of Division of Snail Craft Harbor Comm, , City Engineer Jenken, City Manager, Palkowski, and City Clerk Price earlier in the day relative to the letter. He reported that Hr. Dunham stated that the application for planning loan would not be accepted until the directive from the State Snail Craft Harbor Commission was complied with. llr. Dunham also stated that the directive Informed the City tfcat they must have control of the land which they desired planning on, must shot-; a feasibility study and method of paying off the loan. He further stated that the State Is not in favor of opening up the Ln,£OQa to the ocean at tk,ls time as Oceanslde Is going ahead thereby reducing the cost benefit ratio. Hr. Dunham recommended that the lagoon be developed for water skiing, swimming and recreational area and that the State would be willing to loan morey to develop the inland area providing the City has ccntrol of the land or an option* Chairman Weeks requested that the planning committee of Cmrs, Zahler and Osburn meet with him to work outjork out^aBEST COPY recreation project and designated areas, then decide what revenue it will bring into the City. Hr, G-lissman requested thr>t If the commission Intended to zone the lagoon, that It either be done at this meeting or three months from now as he wished to be present when this was done and his vacation would start the first of next month, He further stated that he strongly opposed the zoning of the lagoon , Hr, Glissman was informed by the Chairman that it was not necessary to take steps at this time to zone the lagoon as it would be up to the City Council to act upon any recommen- dations made by the Harbor Commission,, IV. OJlfl A brief discussion was held relative to the appraisal of property on the lagoon which is in progress at present, It was reported that the appraiser, Hr. Fothcringham, hcd nothing to report at present, Cmr. Allen i-ias appointed by the Chairman to meet with the City Attorney to find out what preliminary work is necessary on bond issue procedure. v, fe?, A, Chairman Weeks informed the Commission thr.t Mr, John Scripts of LaJella and Kr, II. G-. Stevens of the State Small Craft Harbor Commission had been invited to attend the Harbor Commission Meeting of January 26, 1958, Seo'y. Zahler was Instructed to send letters of invitation and confirmation to Kr, Scripts and Hr. Stevens the first week in January, B. Cmr» Allen moved thp.t the Harbor Commission recommend to the City Council thr.t the City of Carlsbad, through the Harbor Commissions Join the California Boating Council, Ino« notion seconded by Cmr, Osburn and unanimously carried, Cmr, -'illen further requested thr.t the Sec*y, find out if the City Harbor Commission belongs to the Harine Parks Council, It was moved by Cmr. Allen, seconded by Cmr. Osburn ond unanimously carried that the meeting be adjourned, Ileeting adjourned at 8:30 P,I-U
