PLACE OF MEETING: Council Chambers MEETING OF: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE . MEMBERS e.- ! CALL TO ORDER The meeting was called to order by Chairman Chriss at 7:09 P.M. ROLL CALL Present - Chairman Chriss, Members Hayes, Helton, Moralez, and Hall. Absent - Members Ward, Carney, Runzo, and Sanchez. UNFINISHED BUSINESS Budget With the aid of a flip chart, Jack Henthorn, Director of Housing and Redevelopment gave a presentation on the budget. He indicated that the total request for this year is $1,182,364; which is up 16 percent over last year. Mr. Henthorn continued the presentation, giving a breakdown of same. Discussion reflected on the goals and objectives, and how they tie in with the budget. Drew Aitken used wall exhibits to show the existing organization, versus the proposed budget; and discussion reflected same. The Committee accepted the budget as proposed by Staff, and directed that same be forwarded to the City Manager. Adoption of Minutes Minutes of the Adjourned Meeting, held March 16, 1981, were tabled due to lack of a quorum to vote on same. Design Review Board Plan No. 12 A brief staff report was presented on the matter by Drew Aitken, who indicated that he checked with the Planning Department and found that this is a C-2 zone and a use change He added that parking is adequate, and will be located to the rear of the structure. Discussion reflected on the project design. Jack Henthorn indicated that when the renderings are completed, the applicant and Staff would bring same back to the Committee. Landscaping of HUD Projects Drew Aitken explained that Member Sanchez previously requested that this item be brought up for discussion; however, he is absent at this meeting. Director Henthorn explained that across the street from Member Sanchez' residence, there was a Section 23 program. At that time, the City was responsible for maintenance; how- even when Section 8 came in, it was not the responsibility of the City any more. Chriss Hayes Helton Moralez Hall MINUTES . HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE April 27, 1981 Page 2 Mr. Henthorn continued that there is now a deterioration in maintenance, and stated he would check further with Member Sanchez on the matter. Mr. Henthorn concluded that Staff would attempt to contact the responsible parties, and call the situation to their attention; as well as forwarding correspondence reflecting Member Sanchez' concerns, and will report back to the Committee on the matter. Local Economic Development Director Henthorn passed out a letter written by Chris Salomone to the Committee regarding the Local Economic Development. Following brief discussion, Member Chriss indicated that either himself or Member Ward would come back to the Committee with a report on the matter. NEW BUSINESS Election of Chairman Chairman Chriss explained that he no longer has the time needed to devote to the Chairmanship, because of his personal business. The concensus of the Committee was to continue the item to allow for the presence of a full Committee. Executive Committee Discussion Member Hayes expressed her opinion that there is no need for an Executive Committee. ' .. During discussion, Member Helton stated his feeling that the Executive Committee can take care of a lot of the miscellan- eous business. Director Henthorn indicated that the Executive Committee has provided assistance to Staff, as well as provided input as to how agenda items should proceed. The concensus of the Committee was that the Executive Committee has served its' purpose well. ADJOURNMENT By proper motion the meeting was adjourned at 8:26 P.M., to Thursday, May 21, 1981 at 4:OO P.M. at the Harding Street Community Center. Respectfully Submitted, Ann R.
