PLACE: Harding Street Community Center Mu1 ti -Purpose Room 3096 Harding Street. 1. ROLL: Present: Eva Carney Ken Chriss Matt Hall Red Helton Thelma Hayes 2. 3. 4. I 7 2. Absent: Roy Ward SIXPENCE INNS Frankie Gene Runzo Roy Sanchez Laura Moral ez Redevelopment staff member Drew Aitken stated that no one representing Sixpence Inns was at the meeting so suggestion made to proceed to agenda item #3. HARBOR FISH COMPANY Mr. Carl McWha stated he just took over the Whale Watch Fish place on Carlsbad Boulevard and owns Harbor Fish-n-Chips in the Oceanside Harbor. so would like to transform whale watch outside eating establishment to a canvas covered seating area type restaurant. In doing Staff discussed the design concept with the members of the committee as a deck and plant boxes, therefore face lifting the existing building. remain the same. Staff stated it was a good project and provided a good face lift for the intersection of Carlsbad Boulevard and Ocean Avenue. Staff indicated this project will not trigger any additional sewer and will be upgrading the establ i shment. Staff and committee members agreed this project could be simply approved administratively and required no formal action. Staff stated they would forward a letter to planning for approval. Parking will RALPH AND EDDIE'S (Facade Proposal) Staff indicated that at their meeting of September 28, 1981, this proposal came to move from existing site to Allegro building. Committee wanted them to return with elevations. Staff showed graphics of existing building and what will be done. Staff stated that Allegro building will be face lifted. Member Chriss suggested that someting be done with building and it be dressed up more. problems with site plan but planning was taking care of this situation and he wanted to get input from committee that they were headed in right direction on this project. Size of building was stated to be 50 feet. Staff indicated that there Recommendation was to keep working with applicant. Committee stated to applicant that they were not indisagreement of project but role is to work with applicant to get best possible project. Committee member Hayes state that applicants designer should continue to work with staff and proposal be brought back to Committee and work with Planning Department on parking. SIXPENCE INN Staff stated that at their meeting of September 28, 1981, committee looked at a sign program for Sixpence Inns and using sign to allow space for identifying - M'i NUTES Housing and Redevelopment Advisory Committee Meeting of October 28, 1981 PAGE 2 - the Village ARea and sign is 58 feet which is 8 feet higher that exceeds zoning requirement. Committee members indicated that symbols could be used that are easy to read. Questions raised on the size of the sign. members agreed that the sign should not be so gluttered. recommended that concept be approved with the words on Sixpence Inns sign "Best of the Budget' and "cocktails" be deleted. hieght is needed because of grade on the freeway. that sign has to be less busy than existing proposal. Committee Members agreed that extra Member Hall Committee members indicated Member Chriss stated that it sould be a whole sign and a symbolism as to the four things concerned (Standard Committee members indicated that perhaps they could design a sign that could show continuity and be more creative. a variance for heigth from Council. Denny ' s , Vi 1 1 age Area and Sixpence Inn). Logo sign that's good enough to request Councilman anear suggested that the Village Logo sign be put on Los Flores offramp from 1-5. Councilmen Anear's suggestion and not have a Village logo on the applicant's sign. Following discussion the committee desired to follow Discussion followed regarding trees on Elm Avenue and the City Engineering staff getting in contact with SDG&E to put utilities underground. discussion held on assessment district. Also MEETING ADJOURNED
