PLACE OF MEETING: City Council Chambers CALL TO ORDER was made by Chairman Hayes at 5:Ol P.M. ROLL CALL Present - Hayes, Carney, Hall, Helton, McCoy, Moralez, and Ward. Absent - Sanchez. Also present were: Marty Orenyak, Director of Building and Housing Drew Aitken, Redevelopment Program Manager Ron Beckman, Assistant City Manager/Development Michael Holzmiller, Principal Planner Daniel Hentschke, Assistant City Attorney Girard Anear, Council Liaison REVIEW OF FINAL DRAFT FOR DESIGN MANUAL Member McCoy inquired with regard to maintenance and landscaping for parkways. Mr. Orenyak responded that if it is in the public right-of-way the City will maintain it. The Assistant City Attorney explained that the Manual establishes what the development must look like when it is finished, and the parkways are the obligation of the house owner. Member McCoy referenced page 11 of the Manual, under "Screening of Parking Areas," and inquired regarding same. Mr. Orenyak responded that the intent of the section is for front yards where there is frontage. The Committee recommended that screening walls be put on the property line, and suggested the wording be revised to read, "That screen walls on property in the rear yard setbacks shall be on the property line, or adjacent to the property line; and on front yard setbacks where it faces a public right-of-way there shall be a minimum setback of 5 feet from the screen fence." Michael Holzmiller explained that the first paragraph refers to interior property lines, and requires a wall or fence 4 feet or more in height shall be maintained. It then refers to setbacks that are unattainable, and there is a requirement for a decorative masonry wall. He added that the third paragraph should be taken in conjunction with the first paragraph. Member McCoy referred to page 17 of the Manual, under "Village Center - Location," and "Elm Avenue - Location," and suggested the deletion of "Exhibit B." The Committee recommended the deletion of all references to "Exhibit B" on page 17 of the Manual. With regard to page 2, paragraph 2 under "Objectives of the Design Manual," the Committee recommended that the word "reviewed" be changed to "viewed. 'I Chairman Hayes referenced the Table of Contents, and expressed her opinion that the section for off-street parking areas should contain an introduction also, making it consistent with other sections. Following discussion, the Committee recommended that the "Introduction" be deleted from Sections VI11 and XI, and the text on page 14 of the Manual. Chairman Hayes suggested that the names of the Committee Members on page 1 of the Manual be changed to current Committee Members. She further suggested that Kennith Chriss and Frankie Gene Runzo be included as past members. The Committee concurred. The Committee recommended adoption of the Village Design Manual to the Planning Commission and Housing and Redevelopment Commission, as amended. ORDINANCE - Village Redevelopment Zone Dan Hentschke, Assistant City Attorney, gave a staff report on the matter, indicating that the intent of the ordinance is to expedite the development plan in the Redevelopment Area. He continued to outline the application process provided by the proposed ordinance. Member Ward indicated that he views the process as effectively putting the Housing and Redevelopment Advisory Committee out of the day to day operation of reviewing projects in the Redevelopment Area. He added that it turns the responsibility over to the Planning Commission as the advisory body in that area, and the role of the Committee changes to regulatory, promotion, and funding. Mr. Ward continued that he is concerned that the redevelopment agency is again to be an advocate of redevelopment, and he views the structure outlined by the Attorey as putting the redevelopment process back into the hands of regulators and not advocates. Mr. Hentschke responded that the role of the Committee as an advocate does not change. The difference is the Design Review Board is called a regulator under the redevelopment plan. He added that the Committee will be involved in funding. Mr. Orenyak responded that the Redevelopment Program Manager will provide the staff report with input from the Planning Department. Committee discussion related to the role of the Committee under the newly proposed ordinance, and the purpose and composition of the Design Review Board. Member Hall suggested that the Planning Commission have the authority to approve a project, no matter what the size, with ten days for Council appeal. He added that he would like to see the Design Review Board have more authority in order to shorten the process, and suggested that the Committee consider holding a meeting with the Planning Commission on the matter. Following discussion, the Committee recommended the adoption of ZCA-140/ZC-257, subject to the following: 1. That the Design Review Board be made up of two representatives from the Planning Commission, two representatives from the Housing and Redevelopment Advisory Committee, the Director of Building and Housing, and a member of the City Counci 1. Mr. Hentschke responded that he does not believe the Plan will allow a City employee to serve on the Design Review Board as a voting member, and indicated he would check into same.
