UPDATE ON DESIGN REVIEW BOARD PROJECTS ihris Salomone, Community Redevelopment Manager, explained brojects that had been acted on by the Design Review Board luring November, December and January plus those that will go :o Design Review Board at the February 15th meeting. liscussion was held about various downtown concerns. Member Hayes asked about status of Blankenship building (blue building) at corner of Grand and Jefferson. building is in bad shape and is an eyesore. Chris Salomone stated that he will check on status. The Member Sanchez commented the downtown area is taking on a nice village atmosphere. Mr. Salomone reported on status of Sportsman. The courts have ruled that the use will have to cease. Hopefully, they will be out by March 1. New use will possibly be a restaurant with office use upstairs. Mr. Salomone, stated that the Fogcutter has closed. Member.Sanchez stated that the parking in the downtown area should be a strong consideration in the Village Area Member McCoy stated that we may have to look at the possibility of not counting on street parking in the future. Y MEMBERS MINUTES Housi devel opment Ad i s or: Commi ttee Pag ~~ Member Hayes expressed concern for Laguna Avenue area pedestrian concerns were discussed. Sidewalks are needed. Chris Salomone explained the City's requirement for future agreements to have the developer put in sidewalks at a time the City would require installation. Member Hall suggested the possiblility of doing a sidewalk projc using block grant funds. Item 2. Village Redevelopment/Desian Review Board Ordinancc Mr. Salomone explained that the proposed ordinance will simplif: processing of projects in the Redevelopment Area. Item 3. Parking Situation. Parallel vs. diagonal parking on State and Grand must decided soon. Work must be completed prior to Fall Faire. February 15 construction will begin on mid-block parking lot. Member McCoy expressed concern that the mid-block parking lot be in pior to starting work on State and Grand. Member Hayes expressed need for parallel parking, stating the majority of property owners were in favor of and should have say on type of parking. Member McCoy said the merchants were for diagonal. Member Hall discussed safety of diagonal vs. parallel parking 01 State Street. He suggested maybe postponing streetscape until next year when the parking lots would be completed and the impact of additional parking would make decision easier. I Item 4. Signing Situation: Mr. Salomone explained concerns of staff about signing in the downtown area. The existing sign ordinance does not allow some very necessary signs in the area such as sandwich signs. After discussion of various concerns the committed requested that Mr. Salomone provide each member with a copy of the sign ordinance. Member Hayes said code should allow for bench singing. Member Helton asked to be excused from meeting. Item 5. Update on Pedestrian Circulation: Mr. Salomone said that Council Member Kulchin would be at the downtown merchants meeting on Tuesday to discuss pedestrian circulation. Member Hayes has met with staff and Council Member Kulchin to discuss concerns. with City Engineer to decide what can be done. discussed options for downtown area to help with circulation, ic signals, medians, etc. After February 1, Member Hayes will meet Mr. Salomone Mr. Salomone is meeting with the people at the Post Office to work on a traffic flow plan for that area. Item 6. Vacancies on Advisory Committee (1983) No discussion. t . Housing &Redevelopment Advi sory Committee Page 3 1/31/83 MEMBERS Item 8 Ribbon Cutting Ceremony Mr. Salomone reminded committee of ribbon cutting ceremony to be held on February 8, 1983, 8:OO to 9:00 am on Roosevelt Street between Elm and Grand. Agenda Item 9. Yr. Salomone told the committee that Carlsbad Community Development Block Grant performance Community Development Block Grant (info.) s number one in n the County. General Discussion Yr. Salomone gave an update on the mortgage revenue bond program and mentioned that the request has been sent to the state for $21 million. as required by the State. Developers have put monies on deposit Yr.
