Cratty, Administrative Assistant TEMS FOR DISCUSSION AND RECOMMENDATION: Id Business: State Street Storm Draih History: hris Salomone suggested to the Committee that since his was a special meeting perhaps this item should e moved to the November meeting when the City ngineering staff could be present. ember Ward asked about the $300,000 plus that were reviously available for the storm drain and the eport now showing no funds available. Mr. Salomone tated that, the City Council will be askdd to re- ppropriate the original fund allocation and amend he C.I.P. to include the storm drain. Yember Ward xpressed the necessity of moving forward with the roject and would like to see a request forwarded to ity Council expressing the storm drain as a necessar ritical item. fter discussion, the Committee voted to request staf o forward a request to City Council and the City anager that the installation of the State Street torm drain be instituted with great speed. The ommittee asked that engineering staff be available t the November meeting. New Business: 2. Stabile, Ben/PCD-50 3. Salomone distributed a memo from Member :4c Coy mtlining hi's priorities for project recommendation. Yember Hayes asked how cost estimates were done. Mr, Salomone explained that the Engineering Dept. provides these estimates. I4ember Hayes stated that, in her opinion, some of the cost estimates are inaccurate and would like to see those that are computed by engineering staff be indicated by an asterisk on the list. !4r. Salomone stated that project scope of eligibilit! is same as prior years. He explained that staff's recommendation was the same as Member McCoy, refur- L bish the Boys' and Girls' Club for $30,000, pave Washington Street between Elm and Oak with the adjacent railroad right-of -way being paved for a parking lot (parking lot to add $15,000) and the balance of the block grant allocation to State and Grand streetscpae. Member Hayes asked why Member Mc Coy specified $30,000 for the Boys' and Girls' Club instead of the $37,550 requested. Mr. Salomone explained that he and Yember Mc Coy had discussed this item and it was Member Mc Coy's opinion that the original bid list included items not necessary. He felt themurals and sign should not be included in the refurbishing. Mr. Dan Sherlock, Executive Director of the Boys' an( Girls' Club, answered questions from the Committee concerning the exact repairs necessary. After discussion the Committee voted to recommend refurbishing the Boys' and Girls' Club for $33,600. Member Hayes asked about the status of the pedestrial circulation study. Mr. Salomone stated that the contract has been awarded and Member Hayes will be contacted to meet with the contractor prior to beginning the study. Member Hayes stated that the request for implementation of the pedestrian circulation would be premature for tenth year fundinc The Committee discussed refurbishing the Chamber of Commerce building. Mr. Salomone stated that since the exact use of the building, after the Chamber move, is unknown there could be a question on the eligibility of this project. The Committee discussec making the refurbishing a community project. lember Hayes stated that past funds had been used for tlleys and asked about the alley north of Grand that .s an extension of Tyler Street. Yr. Salomone !xplained that he has talked to property owners in :hat area and there was interest in upgrading this trea privately. Member Hayes stated that if the balance )f funds goes to streetscape, that the north end of 'yler be included. lember Hall expressed concern about the drainage )roblem on Oak Street. Yr. Salomone stated that tccording to engineering reports the State Street itorm drain should be put first. That should illeviate some of the drainage problems on Oak ; treet . 'he Committee discussed including a parking area as )art of the Washington Street paving. After iiscussion, the Committee voted to recornmend the )aving of Washington Street between Elm and Oak, .ncluding the adjacent land for a parking area at a :ost of $35,000. %fter further discussion of projects, the Committee voted to recommend that the balance of tenth year funding be allocated to State and Grand streetscape.
