Absent: Merrbers Carney, Sanchez and Ward. Also Present: Chris Salomne, Comnunity Redevelopmnt Manager Council Liaison Kulchin Patty A. Cratty, Administrative Assistant, Redevelopment Mike Brooks, Administrative Assistant, Housing APPROVAL OF MINUTES: The Minutes of the January 30, 1984, meeting were amended as follows: The Minutes should state that Council Member Kulchin was in attendance. The vote under Approval of Minutes should show Mer Ward abstaining and Member Sanchez voting aye. The time of Menher Ward's arrival was questioned as being 5:50 p.m. Item 2, page 2, the wxd "work" should be "worth". The Minutes of the January 30, 1984, meeting were approved as amended. NEW BUSINESS: 1. Presentation to Members Carney and Ward Chris Salomne, Commnity Redevelopment Manager, reported this item would be antinued, since Member Ward is out of town and Mrs. Carney is absent due to health reasons. He suggested Mrs. Carney be presented her award by the Mayor at a Council Meeting and Mr. Ward be given his at a meeting of this body. 2. Carlsbad Inn Chris Salomne gave an @ate on this project, which is to go before a joint meeting of the Design Review Board and Planning Comnission this Wednesday. Mr. Salomne referred to the wall maps showing the design of the different buildings, including the retail, restaurant, hotel and time-share andominim. will be underground, with parking also provided on the street with mre landscaping added. All on-site parking Mr. Salomne stated there mld be onstreet parking and landscaping. Street, diagonal on Oak and Elm. Council Redevelopment Workshop Chris Salomne reported that at Council Mehr Kulchin's request, he wnt on the mrch to Sacramento on Redevelopnent. He will explain the Council Member Kulchin added that the timing is good. Chris Salomne asked the Menbers to let him know of any topic they wished to address. MEMBERS \ MINUTES March 26, 1984 Page 3 Meher Thelma Hayes stated she wanted to discuss the pedestrian element and she felt that should be discussed at that time. Chris Salomne stated the final draft should be available by then and that would be an appropriate time to discuss that. 4. Procrram Bank Propsals - CDBG Residential/Cmrcial Rehab. Patty Cratty, AA, Redevelopment, gave the report, stating the selection of a lender will go to Council April 3. Mrs. Cratty stated of the ten banks solicited, three sent proposals. choice, and unanimxlsly remanded that. Discussion on Villaqe Area Subarea 4 Chris Salomne gave the report on this item, stating the blocks between Tyler and Roosevelt are a problem area in the Redevelopment. this proposed project is a Senior Citizen 18-unit residential project from Tyler to Roosevelt. project is not recomnended for approval, as there are engineering problem and it cannot be allowed. is zoned coarcial and it calls for a less intensive buffer between light coarcial and residential. Mr. Salomne stated the owners want it to stay comnercial and have fought to keep it that way twice before. He stated Mr. Ken Chriss is here to discuss the project, which has been remmnended for denial. It would take an amendment to the plan to allow residential in that zone. Mr. Salomne reitered the fact that this is a difficult area and it would be difficult to know what kind of comnercial would go there. different picture. Ken Chriss addressed the Codttee, stating that without the senior ordinance which gives a density bonus, this property isn't worth buying-too expensive. Some members thought it was a zoning problem. area would change over the years. The consensus of opinion was that the Mr. Chriss was questioned about the driveway on Tyler Street and reminded that no more than 40 percent could be driveway. There would be tuck-under parking at Tyler with the garages open to the center. There would be sound windows and roof on Tyler to buffer the noise. Mr. Chriss stated there would be security in the entire project, with the project oriented to the center courtyard. He concluded, stating he felt this was a good approach for that property. Member Hayes stated she felt the people would complain about the noise.
