Absent: MerrJsers Helton and Guilford. Also Present: Ann Kulchin, Council Liaison ApPFOVAL OF MINUTFS: The Minutes of the August 27, 1984, meeting were approved as amended, to show the word "fountain" instead of "foundation" on page 3, Item 9. OLD BUSINESS: 1. Housing Survey Any Villalobos of the Housing Department, gave the report on this item, going through the report which was included in the packet, item by item. 2. Pedestrian Circulation Study Chris Salomxle stated he had talked with the Engineering and Police Departments about the 9" intersections, and they do not want crosswalks there at this time. intersection at Roosevelt and Laguna is being -ked on at the present time in order to square that off and &e it safer. The Chris Salmne reported all uninproved alleys will be inproved, and are in the budget for this year. stated the City Manager had asked Roger Greer to inventory the sidewalks and take this to Council to build the sidewalks dawntown. He The signals on Carlsbad Boulevard at Grand and Elm will be updated as indicated by the Engineering Department. There was a question about sidewalks at Grand and Jefferson, With Mr. Salomxle stating that praperty is for sale at the present time and it is not feasible to install sidewalks. Instructions for pedestrians at intersections was discussed and the fact that many item do not aom before this Comittee, but go directly to the Design Review Board, and pedestrian circulation is hvolved. He added he would like to have Traffic Safety to ame to this meeting or have a workshop with them. The mnt of time the "walk" sign remains on was discussed, and Chris Salmne stated he did not know the timing on the new signals to be placed on Carlsbad Boulevard. Menher Hayes oormented that those signals rmst be an inprovement, or there will be a big pedestrian problem. Chris Salomone suggested the Cdttee Merbers oome to the Council Meeting to lobby for the sidewalks when that appears on the Agenda. 3. Storm Drain mate Chris Salomone reported the truck routes will be amplied with and will avoid the new brick work and streets. He traced the path the builders will take to install the drain, and stated it would be an 8-foot wide trench. The alleyway will be 30-feet wide. Chris Salomone reported Washington Street had been re- designed and he will bring the designs to the next meeting. He said the City may be able to get a public parking lot on the east side of the street by the railroad. Carlsbad Inn wants tennis cxxlrts in the railroad right-of-way, and the City is saying they will let them do that if they will provide a public parking lot. Chairman Hall asked about the dirt to be hauled away from the storm drain and suggested there might be a problem if the rains come and the silt goes down in there. Chris Salomone said he would be going to the Council to ask for a dange-order to cross under the railroad tracks at Grand in order to service the Twin Inns parcel. There is enough money to do that and it will provide flood control for a full block at a oxit of $30,000 to $40,000. 4 . Video Conference Chris Salomone reported an the video oonference held September 18, 1984, at the Library, with 450 cities participating. The program was out of Washington, D.C., and shaved that what was being done here in Carlsbad was right. 5. Fountain and Streetscape Deaication Chris Salomone reported on the dedication to be held Saturday, Septenber 29, 1984. full-page ads in the newspaper giving prizes to encourage people to ame downtown to shop. group, the Marine Band and other attractions, with the celebration to start at 11:OO a.m. and last until 5:OO p.m. to the front of the fountain dedicating it to Glen McComas. MINUTES September 24, 1984 Page 3 Chris Salmne asked the Cdttee Menbers what should be done with the mney that is being thrown into the fountain, and the mnsensus of the Codttee was to use that mney for mintenance of the fountain and the Boys and Girls Club. M&r Hayes asked whether flyers axld be mde up indicating the parking lots dawntown and the dawntown merchants axld give these to their mstomers. Also, could the figures shawing how many spaces were lost by the change in parking and how marry mre spaces were provided by the new parking lots. Chris Salmne stated he felt the new resorts aoming into the village are the result of the work that has been done to clean up and dress up the downtown area. Chairman Hall suggested there might be mre parking available along the railroad tracks, with a tram for the people to go to the stores. The Housing and Redevelapment Advisory Cormittee voted to comnend the creator of the invitation for the fountain dedication as a job we11 done. 6. Bus Benches Chris Salomone reported the Design Review Board and Planning Conmission voted to deny the request for bench advertising and ordered the abatement of the benches. There were 21 of those benches in the Redevelopment area. The benches that are in the dawntown area now should be placed at all bus stops, but the oost creates a problem. The suggestion was mde that perhaps the owner of the building serviced by the bus stop would help pay for the bench. Member Hayes had a newspaper article about newspaper racks, and stated she would eventually like to see an ordinance regarding this. 7. General plan Review Chris Salomone reported the General Plan will be reviewed by a citizens oomnittee for the entire City and will look at all designations in the General Plan; land use, circulation, etc., and mke recomnendations to the City Council. The Redevelapment area will be included, and Chris Salonrxle stated he wanted Subarea 4 discussed. This is a difficult area and would like to have it determined just what the appropriate uses axld be. 8. Coarmunity Develapnen t Block Grant Update Chris Salomme stated in January the City will find out the exact amxlnt of block grant funds they will receive. He stated he mld ome to this Camnittee for remmndations. In omjunction with a suggestion from Member Hayes, Mr. Salmne stated he could take all the recomnendations from last year. Historical Sites Cannittee Update Chris SalamMle reported an ordinance is being drawn up to go to Council, and he hopes to have that done by October 30. none of the sites designated historical can have demolition or change until reviewed by the Codttee. There are changes recamnended for the Twin Inns and Fidel’s and these will come before the Design Review Board.
