Members Helton, Moralez and Sanchez. Absent: Also Present: Mark Pettine, Council Liaison APFTUJVAL OF MINUTES: The Minutes of the Novenber 26, 1984, meeting were approved as amended on page 3, to change spelling of "McC~mas~~. ITEMS: 1. Affordable Housing Chris Salamone, Cumunity Redevelopnent Manager, gave the staff report on this item, stating HUD had qranted 15 new housing certificates for Section 8, making a total of 265 units. included in the packet. He called attention to the Agenda Bills 2. mal Coastal Plan - Permit Authority (Verbal) Chris Salomone, Comnunity Redevelopnent Manager, gave the staff report as contained in the packet. In answer to query regardinq the area mvered by the Coastal Zone, Mr. Salomone gave the boundaries of the Redevelopnent area covered. 3. Feasibility Study Chris Salomone, Co3rmunity Redevelopnent Manager, gave the staff report, stating this was one of the mst significant things done in the Redevelopent area for a while. He referred to the mpy of the Proposal sent out to mnsultants which was included in the packet, adding that it was hoped an analysis of the ability to issue bonds to finane construction projects would be generated fm the consultant. Also, there would be a review and update of the land uses in the Redevelopent Area. Mr. Salomone assured the Comnittee the mnsultant muld work with the Land Use Review Coninittee. In anmr to query, Mr. Salomone stated the proposals are due back by the 11th of February, and he will report back to this Cdttee. the study. He felt it might take 60 days to do Member Hayes reminded Mr. Salomone that the mve to the new Safety Center should be included and in the Circulation study, pedestrian traffic should be considered. Design Review Board mate Chris Salamone, Comity Redevelopnent Manager, gave the report on this item, stating two of the three items on the Design Review Board Agenda were denied-the Valenta project without prejudice. Restaurant, would be at the Tony's #2 site. The parking was the key issue, and the Board did indicate they would approve the restaurant if the parking were brought up to code. Mr. Salamone stated the applicant had generated 28 new parking spaces, by cutting back on the space size, and he muld be checking with Big Bear on this application. The third item, Wally's 5. -town Parkins Survey Chris Salomone, Cammnity Redevelopnent Manager, handed out oopies of the Survey to the Comnittee Members, stating the survey had been done on two different days- one before Christmas and one after. He stated he wanted the Traffic Engineer to axre before this Cdttee and explain this survey in detail. In answer to a question regarding parking limits downtown, Mr. Salonrone answered there are saw, but there has been no enforcement. Cdttee Member Holmes asked whether any progress had been made to create a parking fund or district, and Mr. Salomone said there had been none at the present time. INFOFMATIONAL ITEMS: 6. California Alliance for the Mentally 111 Chris Salomone, Cmmnity Redevelopnent Manager, stated Cdttee Member Hayes had asked for this to be placed on the Agenda. Codttee Member Hayes stated that 50 percent of the homeless people my be mentally ill, and she referred to the letter attached to the Agenda Item. she is the Legislative Chairperson for the California Alliance for the Mentally Ill, and they are asking support for SB 155. She mentioned 7. MINUTES January 28, 1985 Page 3 At this point in the meeting, Chris Salomone introduced Mark Pettine, the Council liaison for this Camnittee. 8. Carlsbad Inn a. Tennis Club b. Beach Club Chris Salomone reported there are two related projects for the Carlsbad Inn, one beinq a Tennis Club in the railroad right-of-way, with five tennis courts being built, with two oourts to be used by the public. Salomone used a wall &art to show the proposed courts. Mr. The semnd project muld be a Beach Club in the 45-foot beach access med by Carlsbad Inn, where a deck could be built for guest use, with unbrellas, tawels, etc. available. The public would be able to use the access, and the Coastal Comnission has given their approval to the project. 9. Historic Preservation Grant (Railroad Depot) Chris Salomone announced this grant became available the end of December, and the application was submitted. The announcement will be made in March whether this application was granted. 10. Fountain Plaque Dedication Chris Salamone announced the plaque will be affixed to the fountain on Wednesday, January 30, 1985, at 2:OO p.m., and Glenn McCamas would be present. 11. Chris Salmne reported the Council approved the &oices of this Cdttee for the Block Grant funding. Comnunity Develogment Block Grant 11th Year Projects 12. Sign Program (mate) Chris Salomone reported Village Sign Program is out for bid. 13. Patty matty gave the report on this item, as contained in her memorandum dated January 28, 1985. Amendment to &habilitation man Zqreement 14. Chris Salornone stated staff wuld be spending half time on this review and he called attention to the list of Comnittee Members in the packet. Land Use Element of General Plan &view Ccrmnittee 15. City of Carlsbad - Agenda Bill/Add Back Budgt Chris Salomone referred to the Agenda Bill with the add- backs to the budget. Member Hayes stated she wrote a rote to Roger Greer suggesting the wiring for street lighting be put underground at the time the sidewalks are installed, if there are no streetlights in the area. MINUTES January 28, 1985 pase 4 Chris Salomone announced that he would present a rough draft of the budget at the next meting. Chris Salomne reported the downtown merchants had obtained some Carlsbad postcards and one penny of the cost of each card will revert to the Downtuwn Merchants.
