Meeting: 5:OO p.m. Date of Meeting: July 29, 1985 Place of Meeting: Council Chambers Meetins of: HOUSING AND REDEVF,LOPMENT ADVISORY CDMMI?TEE MEMBERS Y CALI?% ORDER: The meeting was called to order by Chairman McCoy at 5:04 p.m. ROLL CALL: Present: Cormittee Members Clarke, Guilford, Hall, Helton, Holmes, McCoy and Moralez Member Hayes arrived at 5:10 p.m. Absent: Member Sanchez. Also Present: Jim Hagaman, Director of Mike McLaughlin, SANDAG Research/Analysis Chairman Mdoy presented a Certificate of Appreciation to Member Matt Hall for his service on the Housing and Redevelopnent Advisory Cdttee. The Minutes of the April 29, 1985, meeting were approved as presented. NEW BUSINESS: 1. Housina Element of General Plan Chris Salomone, Cmnity Redevelopnent Manager, stated this final draft of the City's Housing Element, as prepared by SAND% and Research/Analysis, is presented to the Camnittee for approval and remmndation to the City Council. Jim Hagaman, Director of Research/Analysis, and Mike McLaughlin of S-, were present to explain the Element and answer questions. revised, and with the Housing & Redevelopnent Advisory Comnittee's adoption, will go to the Planning CorrSnission and City Council; then back to the State for corm\ents. final approval. Mr. McLaughlin noted that Housing and Redevelopnent Advisory Cdttee adopted the Housing Element of the General Plan and reconmended its adoption to the City Council, with changes as noted: The Cdttee recomnends that an additional person be added to the Housing and Cmnity Development staff on a permanent basis. Desiqn Review Board Chris Salomone reported that an office project has been approved at the axner of Arbuckle and Jefferson. Also, Wally's Restaurant is returning with another proposal for the Tony's Two site. The Twin Inns has opened the restaurant portion of its project for business as of today. The Carlsbad Inn has opened the hotel portion of their project. The Tamarack project and the Rombotis project are both in the building stages. Chris Salonrxle stated the Historic Preservation Element will be discussed at tomorrow night's Council meetinq. The matter will go to the Planning Conmission and back to the Council for adoption. Historic Preservation Element to General Plan OFF-AGENDA ITEMS: International Pedestrian Conference Chris Salmne gave copies of a Memorandum to the Cdttee Members regarding an International Pedestrian Conference to be held in Boulder Colorado, Thursday, September 19 and Friday, September 20, 1985. information was provided by Member Hayes. Mehr Hayes stated this is the only oonference of its kind, and she felt the City of Carlsbad should be represented. This Housing & Redevelopment Advisory CWttee recmmnded the City of Carlsbad send a representative to the International Pedestrian Conference in Boulder, Colorado, September 19 and 20, 1985. This representative should be chosen by the City Engineer. Engineering Department is able to attend the Conference, it is recomnended that Cdttee Member Thelma Hayes be sent. If no one in the Report on Downtown Color Scheme Chris Salomone reported on the property on the west side of State Street, between Elm and Grand, stating a permit is needed to get the mlor scheme approved or denied by the Design Review Board. The suggestion was made to ''red tagqv the property and have the City go down and enforce the des that are on the books. The Housing and Redevelopment Advisory Cdttee voted to have the property on the west side of State Street between Elm and Grand, "red tagged" and the City to enforce the des that are the books with regard to permits. Chris Salomone explained that they will be replanted by Parks & Recreation and will be watered by the City.
