HomeMy WebLinkAbout1986-04-28; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Time of Meeting: 5:OO p.m. Date of Meeting: April 28, 1986 Place of Meeting: City Council Chambers Meetina of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE MEMBERS CALL TO ORDER: Chairman McCoy called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Chairman McCoy, Committee Members Clarke, Guilford, Hayes, Helton, Moralez and Nielsen. Members Rombotis and Sanchez arrived at 5:02 p .m. Absent: None. Others Present: Chris Salomone, Community Redevelopment Manager Brian Hunter, Assistant Planner Council Member Pettine Patty Cratty, AAII APPROVAL OF MINUTES: The Minutes of the March 24, 1986, Meeting were approved as presented. NEW BUSINESS: 1. Housing and Redevelopment Advisory Committee/Design Review Bo’ard/City Council Work Shop Chris Salomone, Community Redevelopment Manager, announced there would be a joint meeting of the City Council/Design Review Board and this Committee, at 6:OO p.m., May 19, 1986, at the Carlsbad Inn in the Terrace Room. The public will be invited to this meeting. The consultants will give the results of their study, show slides and discuss their findings. The findings are significant, inasmuch as they have recommended approximately $4.5 million dollars in public improvements, for circulation, pedestrians, landscaping and parking lots. They have also recommended approximately $4 million dollars for parking improvements. Mr. Salomone stated these improvements could be made using redevelopment bonds. Mr. Salomone stated this would not be an official meeting, but would be conducted as a meeting with refreshments being served and the consultants giving their reports. Committee Member Hayes suggested the Beach Area Committee and those consultants be invited to this meeting, since at the meeting she and Mr. Sanchez attended last Thursday, the consultant said something about the economic aspects of this area and asked whether anyone knew of any studies about this. Member Hayes stated she had suggested they get a copy of the Design Manual, since the goals in that Manual are related to what they are doing. Chris Salomone said he would invite that group, the Planning Commission, Traffic Safety Commission and Historic Preservation Commission. Historic Preservation Commission Appointment Patty Cratty, AAII, reported the Council appointed the permanent Historic Preservation Commission on April 15, 1986. The Commission will decide the length of terms for the individual Members and will start to formulate their policies and recommend sites to Council. All projects on sites they have listed would have to go to that Commission and through the Design Review Board and Planning Commission for approval. 3. Desian Review Board Protects UDdate Chris Salomone used a map showing the Redevelopment Area and gave a brief summary on approximately 12 projects that will be coming before the Design Review Board in the near future. Chris Salomone stated the Design Review Board would meet this coming Wednesday to consider medical uses in buildings that are approved for professional offices. Member Hayes reiterated her complaint about people with required parking for medical buildings being penalized while people are breaking the Ordinance by renting to medical offices in buildings that are approved for only professional offices with less parking. Member McCoy stated that was the purpose for the meeting on Wednesday night because there is a need to tighten the requirements at this time. with developers and remind them of the conditions of approval. Member Rombotis suggested Chris communicate UPDATES: 4. Agenda Bills Chris Salomone referred to the face sheets of Agenda Bills included in the packet. These include 3efferson House 11, Award of Contract for Washington Street Improvements, Domino's Pizza, Agreement with Bank of America Rehabilitation Loan Program and the Refmm Bill Restricting Redevelopment Tax Allocation Bonds. Member Hayes stated that some people who live in 3efferson House I have ideas on how to improve the facilities for the elderly. She suggested sending a questionnaire to those in 3efferson House I and other subsidized housing for their ideas for improvements that can be made to make life better for the elderly in those facilities. She gave one example in the 3efferson Housing I; there are no grab rails in the bathroom. That something that is essential in that type of housing. Member Rombotis stated the owner did a survey and there will be changes made in 3efferson House 11. Chris Salomone stated staff and the applicant had interviewed the tenants and there will be changes made. However, the questionnaire was a good idea. Chris Salomone stated May 6, 1986, the bids will be awarded for the parking lot. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE April 28, 1986 Page 3 Chris Salomone reported Domino's Pizza was recommended for denial and they are looking for another location in the downtown area. The downtown merchants are helping them with this relocation for their project. Member Rombotis suggested the City go to major owners downtown and tell them the goals of the downtown area and perhaps have a mailing and eliminate the confusion in the kind of stores to be available the downtown areas. This should be done to avoid people going as far as signing a lease, as was done in Domino's Pizza case. Also, the realtors should be informed of the goals of the downtown area. On the Rehabilitation Program, Council has been asked to oppose the Tax Reform Act of 1985 restricting redevelopment tax allocation bonds. Patty Cratty distributed copies of a report on the loans that have been made from Redevelopment. another $39,000 from the County had been added to their account today. She stated 5. Revisions to Parking Requirements Chairman McCoy stated these changes have been approved by the Planning Commission, but not by Council. Several questions were asked by Committee Members regarding some of the requirements for parking. Member Hayes was concerned about the parking under residential care and felt this was a high requirement. Member Rombotis suggested she write a letter to Council stating her concern. cannot be regulated in one's own home. If there are under six patients, they can keep them in a home and nothing can be done about regulating the parking. He stated it is a state law parking The overall effect of these new parking requirements is to increase the parking standards and make it harder to meet those standards. Member Clarke asked about existing commercial and retail stores in the downtown area where there have been no provisions for parking and wondered if those people could be asked to participate in a parking district. stated this is being required of new projects going before the Design Review Board, but Member Clarke reiterated he wanted to know if this could be required of people already in business in the downtown area. Chris Salomone reported the merchants and the Chamber of Commerce are concerned about the effect on business downtown due to the delayed opening of the bridge on Carlsbad Boulevard. The latest date is 3uly 1, 1986, and at this point everything is being done to hold the contractor to that date and, if possible, in any way get an earlier opening. Carlsbad Boulevard Bridge (verbal update) Member Hayes commented there is still a hole at the corner of State Street and Laguna Avenue, left from the installation of the storm drain. Chris Salomone stated he would investigate this. 8. Pedestrian Crossing - Pine and Carlsbad Boulevard - (verbal update) Chris Salomone reported the problem of this crossing will be resolved because of the attention being given to it at this time. All kinds of suggestions have been made and there will be some resolution made of the problem. 9. Beach Area Traffic Circulation Committee (verbal update) Member Hayes stated she had attended a hearing and the survey consultants were very knowledgeable. two transportation persons and one land use person there. However, there were several people there, along with Member Hayes, who had presentations prepared to give at the hearing. Those presentations were stalled until late in the meeting at which time most of the audience had already left. She stated the final report would be in 3une. However, in 3une the Carlsbad Boulevard bridge would not be open, and this really would not be a true count. There were Committee Members commented it was rather foolish to complete the report with figures that were not accurate. Member Sanchez added to Member Hayes' report, stating some of the suggestions that had been made for underpasses at different intersections in the City. whether a quota had been placed on the number of time share units to be erected in Carlsbad. He also asked Chris Salomone stated there has been no quota set so far, as the City wants experience with the two projects that have been approved. UPCOMING EVENTS: (verbal updates) a. Spring Faire (May 4) Chris Salomone reported the Village Spring Faire would be held May 4, 1986, and the City would have a booth. The 5k Run Downtown (June 1) Chris Salomone said the applications are out on the 5k run and the Convention and Visitor Bureau is underwriting the affair. It is mainly a Chamber of Commerce affair, and there will be a amateur event and a professional event. e. Carlsbad Day Barbecue (June 21) Chris Salomone stated the Barbecue would be June 21, 1986, and should be bigger and better than ever. OFF-AGENDA ITEM: Chris Salomone stated the May meeting would fall on Memorial Day. He asked for the Committee's recommendation as to whether or not another meeting was necessary other than the May 19 meeting. The consensus of the Committee was the May 19 meeting would suffice.
