HomeMy WebLinkAbout1988-01-04; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES (SPECIAL MEETING) Time of Meeting: 5:OO p.m. Date of Meeting: January 4, 1988 Place of Meeting: City Council Chambers Meetinq of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE \ MEMBERS CALL TO ORDER: Chairperson Hayes called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Chairperson Hayes, Committee Members Clarke, Helton, McCoy, Norby, Rombotis and Sanchez. Absent: Committee Members Guilford and Moralez. Others Present: Chris Salomone, Community Redevelopment Director Patty Cratty, Senior Management Analyst Mike Brooks, Housing Program Administrator APPROVAL OF MINUTES: Minutes of the Meeting held October 26, 1987, were approved as presented. PUBLIC COMMENT: There was no one present to speak before the Committee. CONTINUED ITEMS/OLD BUSINESS: 1. CERTIFICATE OF APPRECIATION Chairperson Hayes suggested Committee Member McCoy, Chris Salomone and she make a presentation to former Committee Member Nielsen, and the amsensus of the Committee was to concur with this suggestion. 2. REDEVELOPMENT PROJECTS/BOND FINANCING Chris Salomone stated a special report had been prepared by Katz, Hollis, Coren & Associates, Inc., and that had been analyzed by Stone & Youngberg. accepted by bondinq agencies as a valid document. He called attention to the table showing $1,178,000 in tax increments for this year. This indicates to the underwriters how large a bond issue could be done, and based on these numbers, a bond issue could be done to fund up to ten million dollars worth of projects. Their report would be The Senior Center can be supported by the Housing Set- aside Funds, due to the fact that the present Senior Center, located in the Redevelopment Area, is being replaced. This is near senior housing projects, and money spent on the Senior Center is money that could not be spent on anything other than low-income housing or a new Senior Center. That money could not be spent for the streetscape, parking, sidewalks or storm drains. Three and a half million dollars would be available for the Senior Center because it is a housing amenity, provides a meeting center, nutrition center and social center for those in the senior housing projects. Under the State Law, 20 percent of the funds must be used for such facilities or low-income housing projects. The suggestion was made to get this information to the public in simple language that could be understood. Mr. Salomone stated he would make up a fact sheet that would be very understandable. Housing and Redevelopment Advisory Committee recommended 20 percent of the tax increment money be allocated to the Housing Set-aside Funds to finance the Senior Center or low-cost housing. The balance of the increment money is to be used for Redevelopment pro,iects. Chairperson Hayes asked staff to supply her with the names of the Members of the Finance Sub-committee. 3. STREETSCAPE PR03ECT Chris Salomone stated he wanted to bring this before the Committee for a last review and comments. He would like to present this to Council January 26. Mr. Salomone used drawings to indicate the proposed streetscapes for Elm Avenue and Carlsbad Boulevard. In answer to query, Mr. Salomone stated in the first block west of the freeway on Elm Avenue there is one porkchop. A U-turn is being considered for the Harding Street signal, and circulation patterns have been designed for exiting through Denny's parking lot and onto Grand Avenue. On the other side of the street, a circulation pattern exiting onto Oak has been designed. Mr. Salomone stated that eventually Elm Avenue (Carlsbad Village Drive) will be four 1.anes of traffic, whether or not the streetscape is opposed by the merchants. The parking spaces lost on Elm Avenue are to be replaced by the City prior to the streetscape work. Mr. Salomone explained the art work to be placed in strategic points on Carlsbad Boulevard and Elm Avenue, and explained the lighting to be installed. there should be a good effect created for those traveling on 1-5 and also traveling on 101. He commented There was a discussion about the construction period for both streetscapes, with Mr. Salomone stating each one would take approximately six months. One could start in 3une and the other in December, with the information given that the merchants would prefer to have November and December open for them, as that is their busiest time of the year. The feeling was that Carlsbad Boulevard is not as busy in the winter months, since the tourist trade and beach traffic is heaviest in the summer. 4. PARKING Mr. Salomone reported a petition had been submitted from merchants wanting the parking to remain on Elm Avenue. Mr. Salomone concluded his report stating the two main concerns were access and loss of parkirq. DESIGN REVIEh BOARD UPDATE Committee Member Rombotis stated he would answer any questions regarding the report contained in the packet. 6. MORTGAGE REVENUE BOND PROGRAM Chris Salomone reported a new map had been put together showing the location of the five projects, and copies of this map are available in the Housing Office. Copies of that map will be provided to this Committee. 7. ACTIVITY REPORT Chris Salomone stated the October, November and December activity reports were included in the packet for information purposes. Chairperson Hayes requested dates be included for each project to determine how long each item has been on the list. Chairperson Hayes requeested dedications be placed on the next agenda for discussion. 8. COMMISSIONS/COMMITTEES/BOARDS/AUTHORITIES Committee Member McCoy reported on the meeting held by Council Member Larson with representatives from all City commissions and boards. Chairperson Hayes stated she would like to request Council to let this Committee know its goals and objectives. Chris Salomone stated he felt the wording in the Duties of this Committee should be changed. The Code says: Advise and make recommendations to the Carlsbad Housing and Redevelopment Commission, as requested, on any matter relating to the operation and activities of the commission. Mr. Salomone felt the words "as requested" should be deleted. 9. ADMINISTRATIVE PLAN AND EQUAL OPPORTUNITY HOUSING PLAN Mike Brooks, Housing Program Administrator, referred to the updated Administrative Plan contained in the packet. This update was necessary due to HUD making changes and instituting new programs. Mr. Brooks explained some of the changes and asked for Committee approval of the revised plan. Housing and Redevelopment Advisory Committee approved the revised Administrative Plan, Department of Housing and Urban Development, Section 8 Existing Housing, for the City of Carlsbad, as presented; to be forwarded to the Housing and Redevelopment Commission. DEPOT DEDICATION Patty Cratty reported the dedication of the Santa Fe Depot was held December 9, 1987, and work is now being done on the interior of the depot. 11. CODE ENFORCEMENT Chris Salomone gave an update on this item, stating there is a lot of activity, and the Code Enforcement Officer is settling the problems. 12. 3ANUARY AGENDA Items for the January Meeting are as follows: Right-of -Way Dedications Goals from the City Council Change in Meeting Time Design Review Board Appointments Chairperson Hayes stated she would like a time on the agenda for Committee Reports. any items to be reported would need to be listed on the agenda to comply with the Brown Act. Discussion determined that Chris Salomone stated the Members of this Committee whose terms are expiring should let him know their desires as to servinq on the Committee. That information is needed before the next meeting in order to make the Design Review Board appointments. The following items were from the 3anuary 4, 1988, agenda: CARLSBAD LOCAL COASTAL PROGRAM Chris Salomone announced the Redevelopment Area is now issuing its own Coastal Permits. GARFIELD STREET IMPROVEMENTS Chris Salomone reported there is a new design for these improvements and the estimated cost is $87,000 up to $92,000 or $93,000. spaces.
