CALL TO ORDER:
Chairperson Hayes called the Meeting to order at 4:OO p.m.
ROLL CALL:
Present: Chairperson Hayes, Committee Members Helton,
McCoy, Moralez and Rombotis. Member Norby

APPROVAL OF MINUTES:
Minutes of the Regular Meeting held January 25, 1988, were
approved as presented.

There was no one present ,o speak before the Committee.
OLD BUSINESS/INFORMATIONAL:
1. SUB-COMMITTEES/ACTIVATION AND DUTIES
Chairperson Hayes stated Chris Salomone and she had not
met to work on these duties. The Committee Members will
given a draft of Sub-committee Duties and were asked to
review that and bring suggestions to the next meeting.

2. STREETSCAPE DESIGN PR03ECT
Chairperson Hayes reported this project was acted upon by
the Housing Commission and she spoke at the meeting. Over
20 people spoke, all favorably, and Chris Salomone handled
all inquiries very ably.

4. CITY COUNCIL/ADVISORY COMMITTEE GOALS
Chairperson Hayes announced this item would be held until
the Sub-committees had discussed goals.

5. DESIGN REVIEW BOARD
Member Rombotis reported the items before the Design
Review Board are listed in the packet.
Matt Hall was elected Chairman of the Design Review Board,
and 3ohn McCoy was elected Vice-chairman.

The Board approved the Calvert re-design, with no
residential upstairs.

re-design. This was a modern-type building and the Board
asked for something more traditional. Mr. Rombotis
concluded his report stating Chris Salomone was requested
to contact the post office with regard to some solution to
their employees parking on the street.

6. JANUARY ACTIVITY REPORT
Chairperson Hayes stated she could not accept that report
as showing all the dates that are available. She would
like the date to be shown under Project Title.
Chairperson Hayes suggested that perhaps a card could be
distributed to the people downtown and they could make
suggestions on how to improve the village area and drop
the cards off at Chris Salomone's office. Member Rombotis
stated this type of program would require a public
relations program, but could be of value.
Chairperson Hayes continued, stating they could suggest
what hazards existed that could be eliminated, or what
culd be done to make the village more beautiful--in a
positive spirit--to invite mre cooperation.

7. LITERATURE ON TRAFFIC SUB3ECTS
Chris Salomone stated he thought this information would be
interesting to the Committee Members, and they all agreed
this was very good information to have on stop signs,
speed limits, children at play, bike lanes, speed bumps,
crosswalks and traffic signals.
Chris Salomone distributed copies of the Agenda Bill that
will be before Council regarding the Pedestrian Action
Plan.
Chairperson Hayes stated she had appeared before the
Traffic Safety Commission last 3uly with specific
recommendations, which are now going forward. She said
this was a great step forward in making Carlsbad a
pedestrian city.
8. RECENT RESIDENTIAL DEVELOPMENT
Chairperson Hayes commented that several merchants have
said this is what is missing in the downtown area, and
there are no young, working couples living in the downtown
area. Chris Salomone stated there are several projects
just outside of the Redevelopment area that were not
included in this report.
Member Rombotis stated there are very few R-3 lots in the
Redevelopment Area. The surrounding area calls for higher
density housing, and that is where it has gone in.

9. ARCHITECTURAL STANDARDS, SCENIC CORRIDOR STUDY AND OPEN
SPACE INVENTORY
Chris Salomone referred to the copy of the Planning
Department report included in the packet. He said the
intent was to not develop one theme as a whole for the
City, but to identify those areas where they can set some
criteria, and to set standards that are good.
There will be some recommendations to complement the Design
Review Manual, and these recommendations will go before the
Design Review Board.
Chairperson Hayes asked to be informed about the difference
in street designations. The standards are in the Design
Standards, and copies will be furnished to the Committee
Members in the next packet.
In reply to Committee query regarding entry signs, Chris
Salomone stated the streetscape program will precede any
statement by the City as far as entry signs. The
streetscape entry signs will be unique, and the City wil
have more generic entry statements.
IO. CARLSBAD SENIOR CITIZEN CENTER
Chris Salomone stated the Agenda Bill has been drafted but
not presented to Council yet.

Street site, with the land given to the Redevelopment
Agency.

Senior Center - Chairperson Hayes would like something sent
to the Senior Citizen Commission to let them know this
Committee would like to meet with them and let them know
this Committee is interested in the new center.

the next meeting.
