CALL TO ORDER:
Chairperson Hayes called the Meeting to order at 4:Ol p.m.
ROLL CALL:
Present: Chairperson Hayes, Committee Members Densham,
Helton, McCoy, Mikhael, Moralez and Norby
Absent: Committee Members Gilford and Rombotis.

APPROVAL OF MINUTES:
Minutes of the Reqular Meeting held February 22, 1988,
were approved as amended on paqe 2, first paragraph, to
add to the last sentence: "which shows the other two
projects have been storm drains".: page 2, Item 4, change
the wording to read: Chairperson Hayes announced this
item would be discussed in conjunction with the Sub-
committee goals and duties.
PUBLIC COMMENT:
There were no requests to address the Committee.
1. CERTIFICATES OF APPRECIATION
Chris Salomone stated he would like to invite all former
members of the Advisory Committee to next month's meeting
and have slides showinp "before" and "after" of the
Redevelopment area.
Ray Sanchez was presented a Certificate of Appreciation for
his many years of service to the City. Harold Clarke was
not present to receive his Certificate.
2. INTRODUCTION OF TWO NEW MEMBERS
Chairperson Hayes stated she had sent copies of the Design
Manual and the original Redevelopment Plan to the new
members of the Advisory Committee.
Chris Salomone introduced Kim Mikhael and Steve Densham,
the two new Committee Members.
Chairperson Hayes requested Item #IO be taken out of order
at this time, and the Committee Members concurred.
NEW BUSINESS:
IO. TREES IN VILLAGE AREA
Dave Bradstreet, Parks & Recreation Director, introduced
this item and Doug Duncanson gave the report, stating the
Parks & Recreation Department felt it was important to
communicate with this Committee on the things they were
doing in the downtown area.

Mr. Duncanson continued, stating the Street Department and
Parks & Recreation Department were concerned about the uplifted sidwalks in the Village Area. They had inspected all the area and the recommendations were included in the
report attached to the agenda. Seventeen trees are to be
removed and new trees planted and the damaged concrete is
to be replaced. This would be done two or three trees at
one time, and a short waiting period inbetween. No work
would be done during special events and the citizens and
merchants would be made fully aware of what was happening.
The estimated cost for replacing 17 trees and repairing
the damaued concrete is $25,000.
Doug Duncanson narrated slides showing the existing damaged
sidewalks and the worst root-bound trees. Dave Bradstreet
commented that root control barriers would be used in
planting the new trees.
Dave Bradstreet indicated that in the future the City is
hoping to initiate a street tree policy that would result
in trees being on private property and no longer the
responsibility of the City.
Committee comment indicated the Members were concerned
about the Villaqe atmosphere and felt all efforts should
be made to save as many trees as possible. Dave
Bradstreet stated the tree that was the worst offender was
in the ficus family, and those trees would need to be
replaced.
Chris Salomone emphasized this was work that must be done as well as low branches trimmed. They would be replanted
with mature trees, and with the streetscape being done, he
felt the impact would not be too great.
& Recreation be asked to return with a proposal including
the size of the trees to be used for the replacements.
He suggested Parks
Committee Members felt the concrete should be removed from
some of the trees in an effort to save as many trees as
possible.
Dave Bradstreet said that his staff would take the
suggestions made by this Committee and proceed with the
program and attempt to use replacement trees of larqer than
15 gaJ.lons. In answer to Committee query regarding possibl!
moving some of the more mature trees, Mr. Bradstreet stated
that would be very expensive.
Committee Member Norby stated his concerns with saving as
many trees as possible and said he would like to have the
Parks & Recreation Department inspect all trees closely
with the intent of saving any that could be saved. Mr.
Bradstreet stated they would do that and would consider
the suggestions made by Committee Members.
Housing & Redevelopment Advisory Committee accepted the
recommendation of the Parks & Recreation Department to
start removal of the 17 trees in the downtown area, with
the Parks Department to return to this Committee with a
closer estimate of the cost of replacement; particularly
with trees of the 15-gallon size or larger.

Dave Bradstreet assured the Committee that the suggestions
made by them would be considered in initiating this
program.
REPORTS :
3. VILLAGE I.D. SIGNS/LOCATOR MAP
Committee Member Norby used a chart to indicate the proposed locator map and legend. He indicated there would
be a permanent sign on the top half with a map of Carlsbad
showina where the shops and services are located. The
bottom half would be a poster-type format showing names of
businesses and services and would be updated every six
months. He said there would be a special events pocket
with a brochure enclosed. The City buildings would be
noted and a historical walk would be indicated. Also, the
historical sites would be numbered. Mr. Norby indicated
there would perhaps be a map showing tourist attractions in
the surrounding areas. There would be several of these
maps located throughout the City in pedestrian-oriented
locations.
Committee Member McCoy commented he felt the chart should
be kept as simple as possible, with only the pertinent
information listed; otherwise, people would not take the
time to read it.
OLD BUSINESS:
4. SENIOR CENTER PLANS
Chris Salomone referred to wall charts showing the site
plan, elevations and floor plans for the proposed Senior
Center.
3ohn Cahill, Municipal Projects Manager, gave an overview
of the proposed facility.
5. ELM AVENUE PARKING
Chris Salomone reported he has appraisals and lease
options on possible off-street parking lots and is proceedinq with negotiations at the present time.
6. CITY COUNCIL/ADVISORY COMMITTEE GOALS
This item was tabled until the next meeting.
7. SELECTION OF DESIGN REVIEW BOARD MEMBERS
This item was tabled until the next meeting.
8. TAX ALLOCATION BOND ISSUE
Chris Salomone reported on the trip to New York and
explained the presentation made to the different agencies.
The result was that the City has been given a rating;
Standard & Poor's - Triple B, and Moody's - B - double A. He said that when the City goes to sell bonds next Tuesday,
they will decide whether to go with the insurance offered
to the City for a Triple A rating, or go with the B -
double A and not pay for the insurance.

Mr. Salomone stated the City hoped having this rating
would then be of benefit to the City in other fundings,
such as Mellow-Roos, highway overpasses, etc.
Mr. Salomone read through the presentation that was given in New York, and concluded the report stating the bond
issue would net the City approximately 11 million dollars,
with part escrowed and 3 million dollars in a fund, with
the balance to be released in increments over two years.
NEW BUSINESS:
9. FEBRUARY ACTIVITY REPORT
Chairperson Hayes stated she would like to have the date of
origin on the lefthand side and the name of the staff
person who is responsible for each item.
Chairperson Hayes requested the article "Keeping Track of our Responsibility" by Ben Smith be included in the next
agenda packet.
IO. TREES IN VILLAGE AREA
This item was taken out of order. (See page 1)
11. LIAISON TO SENIOR CITIZEN COMMISSION
Committee Member Helton volunteered to serve as liaison to
the Senior Citizen Commission for one year.
12. RESIGNATION OF COMMITTEE MEMBER
Chairperson Hayes announced Committee Member Guilford had
resigned from the Committee, and Chris Salomone stated he
would have several applications to present at the next
meeting.
13. STREETLIGHTS/MADISON AND ROOSeVELT
Chris Salomone reported there would be new residential-type
light fixtures installed by assessing the existing property
owners or charging to Redevelopment.
per light would be $8.30, with three lights needed on
Roosevelt and possibly three on Madison.
The cost per month
Mr. Salomone stated the lights on Elm are too bright and
too high, and if those were installed in a residential area, there would be complaints. However, the fixtures
removed by the streetscape will be kept and used at
intersections or commercial areas.
14. APRIL CALENDAR
Chairperson Hayes stated the Carlsbad Boulevard blufftop
beach walk will be discussed at the April 5 meeting of
Council. This Committee will have to take action before
the contract could be awarded, as this project could be included in the bond issue. It needs to be made clear that
if $800,000 is spent for that project now, there may not be
enough money to do the Elm Avenue streetscape. The comment
was made that the blufftop walk was a good project and
would benefit the Redevelopment Area.

15. AGENDA ITEMS FOR APRIL 1988
Boys and Girls Club Pool Enclosure
Chairperson Hayes asked the Committee Members to telephone
Chris Salornone with any items they wished to place on the
next agenda.
