HomeMy WebLinkAbout1988-04-25; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Meeting of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE Time of Meeting- 4.00 p.m. Date of Meeting: April 25, 1988 Place of Meeting: City Council Chambers MEMBERS CALL TO ORDER: .- Chairperson Hayes called the Meeting to order at 4:02 p.m. ROLL CALL: Present: Chairperson Hayes, Committee Members Helton, McCoy, Mikhael, Norby and Rombotis. Committee Member Densham arrived at 4:07 p.m. Absent : None. Others Present: Patty Cratty, Seni-or Manaqement Analyst Doug Duncanson, Parks Superintendent APPROVAL OF MTNUTES: Minutes of the Regular Meeting held March 28? 1988, were approved as presented. PUBLIC COMMENT: There were no requests to address the Committee. 1. CERTIFICATES OF APPRECIATION Chairperson Hayes presented a Certificate of Appreciation to Laura Moralez, who resigned from the Housing and Redevelopment Advisory Committee due to ill health. COMMITTEE REPORT: Committee Member Helton reported on the Senior Citizen Commission Meeting he attended as liaison from this Committee, stating the main topic was the new Senior Center. Chairperson Hayes stated the policy on this new assignment would be if Mr. Helton had a report to make at a meeting, h should call staff for the item to be placed on the agenda. OLD BUSINESS: 2. SUB-COMMITTEES Chairperson Hayes stated she and Chris Salomone would discuss the Sub-committee forms filled out by the Members and would assign Committees. 3. INVITATION TO FORMER MEMBERS Chairperson Hayes stated Chris Salomone would have a slide presentation for the proposed meetinq and the second part of the meeting would be a discussion to get ideas of what has worked over the years for the Committee and things that did not work. The Committee recommendation was to hold this meeting when there was a short aqenda. This item was trailed until the end of the meeting. REPLACEMENT COST OF TREES Doug Duncanson, Parks Superintendent, reported Parks & Recreation Department had gotten more defined costs on the trees and concrete work. To remove the trees would cost $200 per tree: 19 to be removed, $3,800. plant, including labor and soil amendment would be $1,620 for 15 gallon trees: 24-inch boxed trees would cost $5,700, and 36-inch boxed trees would cost $13,000, as heavier equipment would be needed to offload and shippina costs would be more. The cost to Mr. Duncanson stated the concrete work would cost $14,374, curbs and gutters, $3,926, driveways removal and replacement $2,720. yet, due to spring clean-up week. He said the work has not started as Mr. Duncanson stated Parks & Recreation would look to the City for payment of funds over the amount figured for 15 gallon trees. considerably larger than the 15 gallon trees. The comment was made that 24-inch trees are Housing and Redevel.opment Advisory Committee recommended replacing the trees to be removed in the Village Area with 24-inch boxed trees, with the difference in price to be paid by the City. 5. CITY COUNCIL/ADVISORY COMMITTEE GOALS The consensus of the Committee was that the Sub-committee goals should be established first. Discussion followed, with some Members feeling that the goals as provided by the Housinq & Redevelopment Office should be prioritized and approved to give the office guidance. Chairperson Hayes stated she wanted the committees to look at these goals in their own areas, and to have a time limit in which to get that done. Committee Member Densham recommended the Redevlopment Agency goals and objectives be given this Committee's blessing or criticism and direct the Sub-Committees to make a thorough review of the applicable goals and objectives off of this list, prioritize them, add or subtract, and then formulate a general statement of goals. Mr. Densham stated the goals get more specific as you go down the chart into the departments and he felt these could be accepted and long-range goals set up for an annual review. Chairperson Hayes suggested these goals could be accepted as a temporary fulfillment until the Committee could produce its own. scrutiny of the Sub-Committees. DESIGN REVIEW BOARD SELECTION Housing and Redevelpment Advisory Committee recommended the re-appointment of Committee Members McCoy and Rombotis for the balance of this year's terms on the Design Review Board. 7. VILLAGE I.D. SIGNS/LOCATOR MAP Committee Member Norby reported on the locator map, using a sketch to indicate the proposed sign. He stated the current proposal would be to have a one-time fee of $10 or $15 to cover the cost of the printing. The poster portion of the sign would be updated every six months, and businesses that deal in services to the public would be eligible to be listed. Committee Member Densham suggested dividing the map into color coding to indicate the different categories and have brochure to list the individual merchants. 8. NEW YORK - SLIDE PRESENTATION This item was postponed until Chris Salomone was present. NEW BUSINESS/INFORMATIONAL: 9. STREET STANDARDS Chairperson Hayes referred to the material contained in the packet. 10. NEWS ARTICLE Chairperson Hayes stated this article by Ben Smith was for information purposes only. 11. ADVISORY COMMITTEE VANCANIES Chairperson Hayes reported there are two vacancies on the Committee at this time and she reminded the Members that applicants must be housing program tenants. 12. SIDEWALK ORDINANCE Chairperson Hayes stated there is a large container across from the fountain downtown on the northeast corner that is ungainly to see. She also reiterated her complaint about the tables and chairs that are placed on the sidewalks that block the walkways for pedestrians. Staff is developing a policy on this based on those hearings and recommendations. He recommended this item be carried forward and the Design Review Board recommendations be brought before this Committee. Chairman Hayes announced this item would be continued to the next meeting for staff to bring the Design Review Board recommendations before this Committee. She stated she felt the Code Enforcement Officer should cite the restaurant owners who block the pedestrian traffic on the sidewalks. 13. BOYS AND GIRLS CLUB POOL ENCLOSURE Committee Member Densham reported Council approved additional funding for the pool enclosure by re-allocating the funds for the Oak Avenue Improvement Project. They indicated they wanted the Oak Street improvements done as well. 14. COMMISSIONER'S HANDBOOK Chairperson Hayes called attention to the Handbook, copies of which were distributed to all Committee Members. 15. DESIGN REVIEW BOARD UPDATE Committee Member Rombotis reported on the projects that have been before the Design Review Board, including a project by Mr. Lubin, a chiropractor, which was sent back for more work with staff; a denial of the tennis courts in the railroad right-of-way without prejudice, which would allow them to re-submit their proposal. Also, the Board approved the Calvert project. Committee Members McCoy and Rombotis stated the Design Review Board felt the Senior Center design could be better and that if private builders were submitting the design, they would be asked to re-design. 16. MARCH ACTIVITY REPORT Chairperson Hayes stated the report was better, with the starting date and staff member listed. 17. MAY CALENDAR Chairperson Hayes announced there was a possibility of a special meeting May 9. Patty Cratty added that the Entitlement projects must be submitted by May 30, which would just give enough time with the May 9 meeting. The Meeting would be May 9, 1988, at 4:OO p.m., in the Council Conference Room. AD30URNMENT: By proper motion, the Meeting of April 25, 1988, was adjourned at 5:53 p.m., to Monday, May 9, 1988, at 4:OO p.m., at the City Council Conference Room.
