HomeMy WebLinkAbout1988-06-27; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Time of Meeting: 4:OO p.m. Date of Meeting: 3une 27, 1988 Place of Meeting: City Council Chambers MEMBERS ' CALL TO ORDER: Chairperson Hayes called the Meeting to order at 4:OO p.m. ROLL CALL: Present: Chairperson Hayes, Committee Members Densham, Helton, McCoy, Mikhael, Norby and Palmesi. Absent: Committee Member Rombotis. Others Present: Chris Salomone, Director of Housing & Redevelopment Patty Cratty, Senior Management Analyst APPROVAL OF MINUTES: Minutes of the Regular Meeting held May 23, 1988, were approved as presented. PUBLIC COMMENT: There were no requests to address the Committee. 1. NEW MEMBER. Chairperson Hayes introduced Anthony Palmesi, the new Committee Member. 2. INTRODUCTION OF FORMER MEMBERS. Chairperson Hayes read the list of former Members of the Housing and Redevelopment Advisory Committee and noted those who were in attendance. She also read the list of special invitees. Chairperson Hayes then gave a brief summary of her personal history of community service and invited each Committee Member to do the same. Chairperson Hayes acknowledged the three Senior Citizen Commissioners present, Commissioners Van, Gast and Ritchie, the Chairman of the Beach Erosion Committee, Mario Monroy and Mrs. Monroy and Dr. and Mrs. Lutz. She acknowledged staff members present. A Questionnaire and prioritizing chart were distributed to everyone present and Chairperson Hayes requested these be filled out and returned to her. INFORMATIONAL: 3. SLIDE PRESENTATION. Chris Salomone narrated a slide presentation that was an abreviated version of the slide show given to the rating agencies in New York by City representatives at the time they were seeking a rating for the bond issue. Chairperson Hayes asked for comments on what had been successful in the Village and what needed to be improved and to give some sort of priority. In answer to query as to what was meant by pedestrian circulation and amenities, Chairperson Hayes said that included how to get from the parking areas to the destinations with places to rest that were pedestrian friendly. Member Norby stated education was needed for that, as we are all vehicle-oriented. Mrs. Lutz stated she loved the new seawall walk, but felt Carlsbad Boulevard north of the Army-Navy Academy was difficult for pedestrians and needed improvement. Chairperson Hayes answered that the streetscape will take care of that area and the Traffic Safety Commission wants to have an educational campaign. Senior Citizen Commissioner Ritchie suggested standard operating hours in the downtown area to facilitate shopping . Committee Member Mikhael said the Downtown Merchants have t listing that is available showing hours of operation of downtown merchants. However, she felt the merchants would be willing to make an appointment with someone if they desired to shop at a time when that particular shop was not normally open. Commissioner Ritchie said they should stress how safe it i: to shop in the village area. Ken Chriss said he was one of the first Members of this Committee, and he felt it had been a very good seven years. Mr. Chriss said there is a lot to be done as far as housinc in the village area, and'mentioned the area across from thr post office as one area that needed to be rehabilitated. Mr. Chriss said the walkways need to be made safer. Mario Monroy stated the traffic in the village area does not live there and he felt there was a need to go beyond the Redevelopment area. Mr. Chriss continued, stating a lot has been done on the signage in the village, but still more needs to be done. The beautification has been handled well, but Mr. Chriss added he would like to get to some of the side streets. Mr. Chriss felt the special events were very successful an( should be a low priority. He also commented on the rehabilitation of the depot and congratulated everyone for that job. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE June 27, 1988 Page 3 Mr. Chriss stated he wished more power to traffic congestion downtown--as that meant they were being successful. In answer to what he felt was the most successful aspect of Carlsbad's Redevelopment project area, Mr. Chriss answered people involvement. Mr. Chriss answered the next question regarding what needed improvement within the realm of the Redevelopment Area, saying he felt it was not strong enough and needed more authority in working with other agencies. Committee Member Norby commented the sidewalks between the post office and his home are dirt, etc., and a comprehensive plan is needed. Mr. Monroy reiterated his belief that the old part of Carlsbad has been neglected and if the poeple are to develop things in the old part of town, they will wait a long time--especially for sidewalks. lagoons needed to be tied together with sidewalks and trails or bike paths. Mr. Monroy said he enjoys walking to the restaurants downtown, but a plan needs to be formulated to bring outsiders downtown to the restaurants. He felt traffic was not a problem at this time. Mr. Monroy expressed concern about senior and low-cost housing. He also felt the Commissioner Ritchie agreed with Mr. Monroy and added that seniors like to be able to walk to restaurants and shops. Chairperson Hayes agreed the Redevelopment area needs to work with other areas and again requested everyone to fill out the papers distributed at the beginning of the meeting. There was a discussion about the CIP budget and the fact that projects do get moved off of the five year plan and sometimes are lost permanently. Member Densham said the easy things have been done, and the hard things need to be done now, and he felt that meant working with other areas. He felt security of citizens, convenience, hours and comfort were important, along with establishing a residential area downtown. Mr. Densham said there is a need to find ways to finance these things, and this Committee and interested people will need to come up with good ideas--and the public will need to support those things. He felt this Committee should be at the forefront and get input from people and get them involved. Member Norby said the tourists are an important part of the money in the Redevelopment area. A locator map is being worked on and kiosks in the parking and hotel areas. He felt it was important to tie north and south of Elm together . Commissioner Ri tchie commented that over night parking should not be allowed in any area, as this prevents street sweeping and is a safety factor. MEMBERS Y .- MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE June 27, 1988 Page 4 Chairperson Hayes stated trucks doublepark in the downtown area, which hurts traffic circulation and enforcement is needed, as when there is no enforcement of the parking laws, it hurts morale. Member Palmesi stated the houses along Tyler Street are eyesores, along with all the trucks parked in that area. Commissioner Ritchie suggested working on "no parking" overnight on all City streets. NEW BUSINESS: 4. MAY ACTIVITY REPORT. Chairperson Hayes stated this report had been received by the Committee Members. 5. DESIGN REVIEW BOARD UPDATE. Member McCoy gave an update on projects before the Design Review Board. 6. JULY CALENDAR.
