HomeMy WebLinkAbout1988-08-22; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Time of Meeting: 4:OO p.m. Date of Meeting: August 22, 1988 Place of Meeting: City Council Chambers Meeting of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE CALL TO ORDER: Chairperson Hayes called the Meeting to order at 4:02 p.m. ROLL CALL: Present: Chairperson Hayes, Committee Members Helton, McCoy, McMahon, Mikhael, Norby and Palmesi. Committee Member Densham arrived at 4:05 p.m. Absent: Committee Member Rombotis. Others Present: Chris Salomone, Director of Housina & Redevelopment Patty Cratty, Senior Management Analyst APPROVAL OF MINUTES: Minutes of the Regular Meeting held 3uly 25, 1988, were approved as presented. PUBLIC COMMENT: There were no requests to address the Committee. CHAIRPERSON'S REPORT: Chairperson Hayes suggested a letter of appreciation be sent to Amy Villalobos for her work on arranginq the Housing Tour. Housing and Redevelopment Advisory Committee directed staff to write a letter of appreciation to Amy Villalobos for the excellent work she did in arranging the Housing Tour for the Committee. OLD BUSINESS/INFORMATIONAL: 1. INTRODUCTION OF NEW COMPITTEF. MEMBER. Chairperson Hayes introduced Yvome McMahon. the new Committee Member. 2. BLUFFTOP SIDEWALK. Chairperson Hayes commented the project has begun and is progressing "full steam". Chris Salomone stated the Council had loaned the Agency $600,000 to build the blufftop sidewalk. There was a question raised by members of the Committee as to why this project was pushed ahead when this Committee had recommended it be a low priority. The decision was made to use that money for the blufftop sidewalk. Member McMahon questioned what was being done to ensure the safety of the pedestrians in the Carlsbad Boulevard area, inasmuch as that area is being targeted for more pedestrian traffic. signals were being considered. Chris Salomone answered that is still under discussion and has not been resolved. She asked whether any crosswalks or traffic Housing and Redevelopment Advisory Committee directed staff to inform the Traffic Safety Commission of this Committee's concern for adequate provisions for increased pedestrian traffic along Carlsbad Boulevard. 3. QUESTIONNAIRE RESPONSE. Chairperson Hayes reported that five responses had been received on the questionnaires sent to those not in attendance at the 3une meeting. She suggested this information be sent to the Housing and Redevelopment Commission for their use. Housing and Redevelopment Advisory Committee directed staff to send the information received on the Redevelopment Area questionnaires to the Housing and Redevelopment Commission. NEW BUSINESS/INFORMATIONAL: Item #I3 was taken out of order t this time. 13. DESIGN REVIEW BOARD UPDATE. Patty Cratty introduced this item, stating an Underground Utilities Policy had been developed for the City and would be described by Richard Allen of the Engineering Department. Richard Allen continued the report, stating a pollcy had been developed for undergrounding overhead lines in the City along with a rating system and list of projects. He explained the Underground Utility Advisory Committee arrived at this policy after studying the areas in Carlsbad firsthand. This Committee is made up of a representative from the Engineering Department (Mr. Allen), the Planning Director, Planning Commissioner, citizen at large, a representative from SDG&E, Pacific Telephone and Daniels Cablevision. The recommendation has been made to add the Redevelopment Director and the Utilities Maintenance Director to the committee roster. y MEMBERS Hayes Dens ham Helton McCoy McMahon Mikhael Nor by Palmesi Hayes Dens ham Helton McCoy McMahon Mikhael Norby Pa lme s i MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE August 22, 1988 Page 3 Mr. Allen explained that Carlsbad hoped to borrow from the account of the City of San Diego and complete several projects and then repay that amount from the yearly allocations. Member McCoy suggested the City try to determine how their allocation could be increased to allow for more projects to be completed at one time. The Commtttee Members discussed different nays to increase the amount of funds available, including using other funds along with the SDGM. allotment in order to get larger chunks of undergrounding done at one time. The Committee Members expressed a concern for speeding up the timetable on the undergrounding, with the consensus of the Committee being that the projects should be done as quickly as possible . Housing and Redevelopment Advisory Committee recommended approval of the concept of the Undergrounding of Utilities as presented by staff. 4. NORTH COUNTY SENIORS IN ACTION MEETING. Chairperson Hayes announced the North County Seniors in Action will hold a meeting on September 15, 1988, in Oceanside to discuss how to find affordable housing. . Member Pa lmesi volunteered to represent this Committee at that meeting . 5. ORGANIZATION CHART. Chairperson Hayes asked for mmes to be inserted into the boxes in the chart. 6. SUB-COMMITTEE REPORTS. Design Chairman McCoy reported on Committee activities, stating that the sub-committee felt a member of this Committee should be included when RFP's are written. Member Densham stated he felt there nas a lack of understanding in the Planning Department about the wholl: mission of the Redevelopment Agency and that the policies were not totally understood. assigned to Redevelopment should be aware of the di f f erent problems a nd be a n expert in Redevelopment procedures. He felt the Planner Member Norby added he felt a member of this Committee should be a part of the application process for input as well as a review of RFP's. Chris Salomone recommended having the Planner come to the next meeting and stated he would keep this item on the Agenda. if possible. They had also discussed possible pooling of monies and the most effective way to apply those monies to projects that are last in line. Housing Chairperson Mikhael reported on the Committee meeting where subcommittee duties had been reviewed. Also, the Housing Manual was being reviewed. The recommendation HBS made to explore the Oceanside low income housing program and the committee would like ideas on middle income housing. on the Oceanside middle income condos. The Committee asked staff to obtain information Long Range Planning Chairman Norby reported on two Committee meetings and the recommendation for the Redevelopment Advisory Committee to become more pro-active. The Committee also would like to locate blight in the Redevelopment Area. The Committee will be coming to this Committee, the merchants and the City leaders with a questionmire for input for long-range planning, with enforcement a high priority--that is enforcement of parking restrictions and code enforcement. Also, pedestrian access will be a topic, particularly as to how to get people to walk from the parking lots to the shops. Sidewalks were discussed and tourism ws discussed. The Committee felt broad guidelines were needed and would be requesting other Committee Chairpersons to attend one meeting for input. Pa r ki ng Chairman Rombotis was not present to give a report. 7. TREE REPLACEMENT IN VILLAGE AREA Member Norby stated this Committee had agreed to spend more money in order to have larger trees replanted in the Village, and he was disappointed at the size of the trees that have been planted. 3uly 26, 1988, to the Mayor and City Council regarding the tree replacement program. GRAFFITI REMOVAL Member Mikhael reported the Merchants Association does not feel the graffiti is a rmjor problem downtown. She said there is a citizens group that has raised funds to wipe out graffiti and an educational program is planned for childten at the elementary level. Parks & Recreation has paint available to eliminate the graffiti and it nas felt that if it is removed quickly, the people doing it will soon become discouraged and stop. Also, the public needs to be educated to notify Utilities/Maintemnce when they see graffiti. 9,. PARKING LOCAT IONS Chris Salomone reported on the lease between the City and Ms. Jean Baumgartner for property at 3045, 65 and 67 State Street for a parking lot. Chairperson Hayes stated this Committee should be kept informed on all the parking lot lease negotiations. 10. NORTH COUNTY HOUSING FOUNDATION Chris Salomone reported this Foundation would like to have a Member of this Committee attend their meetings. Discussion determined the Committee Members felt Amy Villalobos should attend the meetings and report to the Housing Subcommittee. 11. PARKING CONFERENCE/REQUESTS FOR INFORMATITON Chairperson Hayes announced that Bob Johnson, Traffic Engineer, will attend a pedestrian conference in September. She requested the Members of this Committee give Mr. Johnson any questions they would like to have answers to for him to take to the conference. Member Norby stated everything relates to the automobile and not the pedestrian, and he would like to have Mr. 3ohnson ask people from areas that are highly pedestrian- oriented whether they have regulations. Chairperson Hayes said that pedestrian problems are to be referred to the Traffic Safety Commission. She The Committee Members agreed that Mario Monroy spoke from the audience, stating there should be Halkways linking the lagoons at each end of the City, with jogging trails through the City. He felt this needs to be set as a priority. ORGANIZATIONAL EXCELLENCE CONFERENCE Chris Salomone attended this Conference in Seattle, and was trained as a Facilitator for this program. 13. DESIGN REVIEW BOARD UPDATE This item was taken out of order. (See Page 2) 14. SEPTEMBER CALENDAR/AGENDA ITEMS Member Densham announced there is a model of the streetscape, Village Faire and art works to be installed as part of the streetscape, on display at Neimans Restaurant. Item for Agenda - Change of mme for Elm Avenue.
