HomeMy WebLinkAbout1988-09-26; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Meeting of: Time of Meeting 4:OO p.m. September 26, 1988 City Council Chambers Date of Meeting: Place of Meeting: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE f CALL TO ORDER: Chairperson Hayes called the Meeting to order at 4:OO p.m. ROLL CALL: Present: Chairperson Hayes, Committee Members Densham, Helton, McCoy, Mikhael, Norby, Palmesi and Rombotis. Absent: Committee Member McMahon. Others Present: Chris Salomone, Director of Housing & Redevelopment APPROVAL OF MINUTES: Minutes of the Regular Meeting held August 22, 1988, were approved as amended to show Item 8, Graffiti Removal, as follows: "a citizens group is looking into raising funds to wipe out graffiti'!, and Item HI, to be changed to PEDESTRIAN CONFERENCE/REQUESTS FOR INFORMATION. PUBLIC COMMENT: There were no requests to address the Committee. CHAIRPERSON'S REPORT: Chairperson Hayes inquired whether Amy Villalobos received the letter of appreciation and Chris Salomone stated she had and he personally thanked her. Salomone reported he will be on the October agenda at the Traffic Safety Commission: the questionnaire information was sent to the Housing and Redevelopment Commission with a memorandum, and names have been added to the Organizational Chart. Mr. Chris Salomone stated the meeting would be ended at 5:15 today, and the Planner would be attending the meeting next month, due to the short meeting today. Chairperson Hayes asked to have Item 57 under NEW BUSINESS taken out of order at this time. NEW BUSINESS/INFORMATIONAL: 7. SELECTION OF CHAIRPERSON AND DESIGN REVIEW BOARD MEMBERS. Chairperson Hayes announced she would review the duties of these offices and distribute a sheet for sign-up by anyone interested in holding an office. The duties of the Chairperson are: Advisiory Committee, the fourth Monday of the month at 4:OO p.m., and preside at those meetings; help in the preparation of the Agenda with staff support, and attendance at meetings of standing comnittees. Those two members should attend all meetings of this Committee and all meetings of the Design Review Board, the first the third Wednesdays of the month at 5:OO p.m., as well as any special meetings that may be called. agenda with staff and have a working knowledge of the Design Review Manual. They should review the OLD BUSINESS/INFORMATIONAL: 1. NORTH COUNTY SENIORS IN ACTION. Committee Member Palmesi distributed material from the North County Seniors in Action meeting he attended September 15, 1988. 2. SUB-COMMITTEE REPORTS. Design Chairman McCoy reported there had been no meeting. will be called in by 3ohn Cahill at the time the designs are submitted. He Housing Chairperson Mikhael reported the Subcommittee had discussed how moderate housing could fit into the Redevelopment Area. 3o11a and San Diego and Ms. Mikhael stated a date needed to be set for that trip. Chris Salomone added that this Committee should make a recommendation on the property on Oak and the railroad right-of-way. There will be an excursion to La Long-Range Planning Chairman Norby reported on two meetings of this Subcommittee, stating at the first meeting they went over the questionnaire and asked for recommendations. Those are included in the packet. wants information from the merchants on the front sheet and the other part will go to the other Boards and City leaders. The Subcommittee The second meeting was a discussion on what to do with the Harding Street Center. Mr. Norby said the Subcommittee recommended a motion, after discussion by the Committee, that a consultant be hired to determine the best use of that center for the downtown area. Committee Member McCoy suggested talking with Dave Bradstreet, Director of Parks and Recreation, with regard to the plans for the Harding Street Center. Committee Member Rombotis recommended having a representative from Parks and Recreation at the next meeting to hear their plans for the Center. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE September 26, 1988 Page 3 Subcommittee Chairman Norby stated there should be a Master Plan for the Redevelopment Area, and he reiterated the need for a consultant to determine the best use for the Harding Street Community Center as it pertains to the Redevelopment Area. Committee Member McCoy stated that should be done for the Oak Street property also. Committee Member Norby made a motion to hire a consultant to determine the best use for the Harding Street Community Center as it pertains to the Redeveloment Area. Committee Member Rombotis seconded the motion. The motion was later withdrawn, with the consent of the second. Discussion determined the Redevelopment Area land and/or buildings should be studied to develop a concrete plan for the property owned by the City and the buildings, including the Harding Street Center and the facilities yard. It was felt by the Committee that the other Commissions in the City should be sent a message by this Committee expressing their concern with the planning for the Redevelopment Area, and the possibility for recreational facilities. Also, the consensus of the Committee was to include the Oak Street property and consider that for moderate housing. Chris Salomone stated all these items need to be tied together and looked at now. Chairperson Hayes stated a long-range plan was being worked on at this time, and a consultant to study how to tie all these properties together would certainly be a bonus. Committee Member Norby made a motion to recommend to the Housing and Advisory Commission that they direct staff to hire a consultant to look into the best use for the Harding Street Center. seconded the motion. Committee Member Rombotis Discussion determined the first stasge of the report would be to focus on the Harding Street Center, and the second phase of that report would be the facilities yard because that anchors the western end of that area; then coordinate the entire area together, including what the future parkings needs would be in the Redevelopment Area. Also, how to formulate a Master Plan, including financing, circulation and land use. Further discussion determined that staff should be directed to return with a report on how to implement a Master Plan for the Redevelopment Area with priority given to the best use for the Hardindg Street Center and the facilities yard. At this time the motion by Committee Member Norby was withdrawn, with the consent of the second. Housing and Redevelopment Advisory Committee recommended to the Housing and Redevelopment Commission that staff be requested to determine how to present a Master Plan for the Redevelopment Area, with emphasis on the Harding Street Center and the facilities yard property. Finance Chairman Densham reported there had been no meetinq, but the Subcommittee was working with staff. Mr. Densham stated the Finance Subcommittee would interact with the Long-Rrange Committee, and they hoped to lay the groundwork for a meaningful report that would tie into that long-range plan. 3. SIDEWALKS/TREE REPLACEMENT IN - THE VILLAGE AREA. Chrfs Salomone reported the program is underway. The consensus of the Committee was to recommend faster- growing trees as replacements. 4. ELM AVENUE STREET NAME CHANGE. --- Chris Salomone stated the streetscape is 18 months to two vears away. and staff would like to proceed with the street name change. Committee Member Rombotis stated that the cost of duplicating the street signs was one reason for waiting until the streetscape, as well as the time gap needed for merchants to use up any supplies with the Elm Avenue address. Chris Salomone explained the streetscape called for the same street name standards that are now in place, so there would be no duplicating of costs. Housing and Redevelopment Advisory Committee recommended staff expedite the Elm Avenue street name change to coincide with current plans, coordinating all efforts with CalTrans. 5. LOCATOR MAP. Committee Member Norby reported these maps will be installed in Phase 4 of the streetscape and will located in key pedestrian areas. NEW BUSINESS/ INFORMATIONAL : 6. DESIGN REVIEW BOARD. There have been no meetings of the Board since the Committee's last meeting. This item was taken out of order. 8. OCTOBER AGENDA ITEMS. Bob Johnson to answer questions about pedestrian conference. Planner to discuss role of Advisory Committee in RFP's for Redevelopment Area and to discuss policies of the Area. Chris Salomone to report status of request for consultant and Master Plan. Plans for improvements at Chase Field. Selection of Chairperson and Design Review Board Members.
