Meeting of:
MINUTES

CALL TO ORDER:
Chairperson Hayes called the Meeting to order at 4:OO p.m.
ROLL CALL:
Present: Chairperson Hayes, Committee Members Densham,
Helton, McMahon, Mikhael, Norby, Palmesi and
Rombotis.
Absent: Committee Member McCoy.
Others Present:
Chris Salomone, Director of Housing & Redevelopment
Bob 3ohnson, Traffic Engineer
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held September 26, 1988,
were approved as amended, page 3, paragraph seven, line
two, delete the word "Advisory" and insert the word
"Redevelopment"; page 4, under the heading of Parking,
"Chairman Rombotis" .
PUBLIC COMMENT:
There were no requests to address the Committee.
CHAIRPERSON'S REPORT:
Chairperson Hayes stated she had attended the Village
Merchants Meeting and the Chamber Meeting.
Chairperson Hayes requested Item 89 be taken out of
order at this time, and the Committee concurred.
1. SELECTION OF CHAIRPERSON AND DESIGN REVIER BOARD
MEMBERS.
The ballots were given to the Minutes Clerk to be
tabulated. The results were announced later in the
Meeting, as follows:

9. PEDESTRIAN CONFERENCE.
Bob gohnson, Traffic Engineer, reported on the
Pedestrian Conference held in Boulder, Colorado, stating
the theme of the Conference was to link up pedestrians
to the roadway systems and mass transit systems.
Mr. 3ohnson said the proceedings will be published in
3anuary and he will provide copies for the Committee.

Mr. Johnson described the walkway built by the City of
Boulder and told of some of the problems they are having
with mixed traffic, including pedestrians, skateboards,
bicycles and rollerskates.
Mr. Johnson stated the conference emphasized the
necessity for separating vehicles and pedestrians and not
having them sharing the same space.

vehicle traffic. Mr. Johnson stated he did not think
this was feasible in Carlsbad, at least not at the
present time.

2. SUBCOMMITTEE REPORTS.

Subcommittee Chairman McCoy was not present.

Subcommittee Chairman Densham reported they were working
with Chris Salomone and HUD, as HUD was instituting
programs were they would joint-venture projects with
individual cities and private enterprise.

discussed how the master plan would encompass housing,
and will wait until that master plan is completed to see
how all phases of housing would be included. The land
north of Grand had been discussed as a possible site
for moderate housing.
Long-Range Planning
Subcommittee Chairman Norby reported they had not met as a Subcommittee. He had discussed with staff and
Chairperson Hayes the distributing of a questionnaire.
He said the consensus was to hold off and include that
when there is a master plan.
Parking
Subcommittee Chairman Rombotis reported the subcommittee
felt that parking and the parking ratio should relate
closely to the land use and tied very carefully with the
proposed master plan revisions.

enable the City to collect fees from the people who are
short on the parking requirements.

Mr Rombotis reported the subcommittee wanted to
distrjhute an anonymous questionnaire to the villaqe
merchants asking questions such as what type of
bus3nessi who uses the parkingj where do they park
(employees and customers), and felt there would be a
better response if no names were rewired on the
questionnaire. He said they would like to make the
questionnaire as short as possib1.e and simple to return
in order to get more response from the merchants.
Comment was made about the post office employees parking
on Madison Street and the consensus of the Committee was
that something needed to be done about that as soon as
possible.
Mr. Rombotis concluded his report stating the
questionnaire would be refined and brought to this
Committee.
Housina and Redevelopment Advisory Committee by
consensus approved the parking questionnaire concept
and requested the Subcommittee on continue working on this project.
3. ELM AVENUE STREET NAME CHANGE.
Chris Salomone reported he had requested CalTrans to
send the City a cooperation aqreement to change the
signs on the freeway and an estimate of the cost to the
City, along with a time frame. He will pass this
information along to the Committee as soon as he
receives it.
- NEW BUSINESS/INFORMATIONAL.
4. FAIR MARKET RENTS.
Chris Salomone stated the City has been lobbyina to get
fair market rents up to a competitive level for the City
of Carlsbad, and this has now happened.
5. DESIGN REVIEW BOARD.
Member Rombotis reported there had been one project
before the Design Review Board: an office building at
the corner of Madison and Arbuckle. This project was
approved with an on-site bike storage area and
lockers. The project had been sent back for redesign.
6. REQUEST FOR PROPOSALS.
Chrjs Salomone stated this was an item in the Minutes
that involved the input this Committee would have in
workinq with staff in the review of projects in the
subareas. He said staff would do whatever the Committee
desired, and a workshop could be planned on this after
the master plan is completed.

7. CHASE FIELD.
Chris Salomone reported the bids for this project were
opened today.

be used with Chase Field as with the grafitti problem,
and that is to correct the damage immediately. This
would keep the field in good condition and hopefully

8. MASTER PLAN/CONSULTANT.
Chris Salomone stated the consultant for the streetscape
had stated his willingness to bring professionals from
San Diego County to do a workshop to show the City what
other communities have done for a master plan. Mr.
Salomone requested permission to continue to gather
information and hold a workshop on this. This will be
an Agenda item for the November meeting.
Committee Member Densham suggested the Members of this
Committee think about a term for the "master plan"
without using that term.

9. PEDESTRIAN CONFERENCE.

IO. REVIEW/STATUS OF PROJECTS.
Chris Salomone reported that Bill Baldwin had been hired
for the streetscape to handle public relations--a Qack-
of-all-trades person.
Mr. Salomone stated the streetscape is scheduled to
begin the first week of January.
The designs for the parking lots should be received this
week. Mr. Salomone stated this Committee would see
those designs after the Subcommittee views them.
The sidewalk infill program is still in the CIP for
1990.
The Boys and Girls Club pool is having its final
inspection by the Health Department.
Chairperson Hayes stated the public must be protected
during the streetscape construction and Mr. Salomone
assured her that was part of the specifications and there will be barriers to protect the pedestrians.

Chris Salomone left the meeting at this time and Patty
Cratty became the staff representative.
11. MIGRANT HOUSING.
Patty Cratty referred to the newspaper articles and stated
staff was awaiting a legal opinion. She said that 80 to 90
percent of the migrants are documented. The question is to
what extent is the City responsible, and whether a
Government action is making them homeless by clearing out
the camps.
The comment was made that there are people on the waiting
list for housing and 500 people would have quite an impact
on the Section 8 program.

12. NEWS ARTICLE.
Patty Cratty stated that Chris Salomone had gone to a
meeting and had gotten a clear bill of health from HUD with
regard to the community development block grant funds.

Chairperson Hayes announced the new Chairman would take
office as of January 1, 1989.
