MEMBERS
CALL TO ORDER:
Chairperson Hayes called the Meeting to order at 4:OO p.m.
ROLL CALL:
Present: Chairperson Hayes, Committee Members Densham,
Helton, McCoy, Mikhael and Rombotis. Member
McMahon arrived at 4:05 p.m.
Absent: Committee Members Norby and Palmesi.
Others Present:
Chris Salomone, Director of Housing & Redevelopment
Patty Cratty, Senior Management Analyst.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held October 24, 1988,
were approved as amended to include the word "income"
on Page 2, under Housing. the last line: for moderate
income housing.
PUBLIC COMMENT:
There were no requests to address the Committee.
CHAIRPERSON'S REPORT:
Chairperson Hayes gave no report.
OLD BUSINESS/INFORMATIONAL
1. SUB-COMMITTEE REPORTS.
Design
Subcommittee Chairman McCoy stated there had been no
meeting .
Finance
Subcommittee Chairman Densham reported on a meeting where
current and future creative financing was discussed. He
said that Chris Salomone planned to have a meeting with
this Subcommittee and 3im Elliott, Finance Director,
together with the consultant, to study every type of
financing and the technique for getting funds.
Densham stated that an incremental increase in the sales
tax in the Redevelopment area can be bonded; whereas, the
City, as a whole, cannot do this. suggestion was for this Committee to do its homework on
these ideas and when the numbers become significant,
they would be ready to take action.

Chris Salomone reported the agriculture workers are being
displayed and a group had come into the Housing Offices
today, accompanied by the media. He stated Section 8 is
being used to the limit to house them, as HUD has said
they have preference due to being displaced by a
Government agency. Mr. Salomone stated his office has
contacted Representative Packard to try to get emergency
vouchers. Mr. Salomone said this is a problem and he
hoped to be able to direct them to housing.

Chris Salomone reported that Committee Member Norby felt
the Long-Range Planning Subcommittee should take the
lead on the master plan.
Parking
Subcommittee Chairman Rombotis reported there had been
no meeting. parking authority carried forward as soon as there is
staff time. Mr. Rombotis will follow up on the
parking review being done by the Planning Commission.

Chris Salomone said CalTrans is producing an agreement for this name change, and he will bring that to this Committee.
2. MASTER PLAN/CONSULTANT
Chai-rperson Hayes asked the Committee Members about
calling this something other than "master plan" and
reiterated Member Densham's suggestion of Visions
Improvement Plan or her suggestion of Village Visions.
Chris Salomone stated he would like to have a workshop
some time in 3anuary and include special experts in the
different fields to get an idea of what they could
provide. After the workshop, this Committee could
direct staff how to proceed with the project.

4. PARKING LOT DESIGN
Chris Salomone displayed blueprints of the proposed
parking lot configurations.

to analyze the needs first, and that is why they want a
survey distributed.
Chris Salomone stated he would bring the next set of plans to this Committee.
Chairperson Hayes stated she wanted pedestrian areas included in the parking lots.

NEW BUSINESS :
5. STAFF APPOINTMENT
Chris Salomone reported a Housing Program Administrator
replacement has been hired and will start work next
Monday.
6. DESIGN REVIEW BOARD
Committee Member Rombotis reported the Village Eatery
application had been before the Design Review Board and
will be reviewed in one year. Also, an application
by the Carlsbad Boulevard Hotel had been approved.
7. GRAFFITI CONTROL PROGRAM
Chris Salomone referred to a copy of the policy drafted
by the Utilities and Maintenance Department for
reporting graffiti and said this was for the Committee's
information.
8. TREE-LIGHTING CEREMONY
Chris Salomone reported this ceremony will take place,
Sunday, December 4, 1988, at Rotary Park at 4:OO p.m.
9. HOUSING AND REDEVELOPMENT ACTIVITY REPORT
Chairperson Hayes stated she felt the workshop should
include considering some of the items on this report.
She said since the starting date has been dropped from
the report, she felt the list should be updated.
Chris Salomone stated he would bring that ll.st to the
workshop.
Chairperson Hayes asked the Committee Members to bring
suggestions to the next meeting for a name other than
"master plan" for the Redevelopment Area.
IO. DECEMBER/AGENDA CALENDAR
Housing and Redevelopment Advisory Committee voted to
cancel the December meeting.
ADJOURNMENT:
By proper motion, the Meeting of November 28, 1988, was
adjourned at 5:19 p.m.
