MINUTES Time 0; Meeting: 2:OO p.m. ( Workshop 1 Date of Meeting: February 27, 1989 Place of Meeting: City Council Chambers Meet ins of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE MEMBERS CALL TO ORDER: Chairman Densham called the Workshop to order at 2:22 p.m. ROLL CALL: Present: Chairman Densham, Committee Members Hayes, Helton, McCoy, Mikhael, Palmesi and Rombotis. Member McMahon arrived at 2:35 p.m. Absent: Member Norby. Staff Present: Chris Salomone, Director of Housing & Redevelopment Patty Cratty, Senior Management Analyst. PUBLIC COMMENT: There were no requests to address the Committee. NEW BUS I NESS/ I NFORMAT I ONAL: 1. REDEVELOPMENT MASTER PLAN. Chairman Densham stated that the Housing and Redevelopment Plan and its accompanying documents have been in effect in 1981. This Committee feels that sfgnlficant progress has been made in the Redevelopment Area. two years old at this time, the Committee would like to have an evaluation of the Redevelopment Area. This would focus on projects, activities and philosophies and identify parcels of land and what they can be best used for and ancillary things about the Redevelopment Area. This master plan is not to address capital items but events and qua I ity of 1 i fe items. Since reports by consultants are approximately Chris Salomone explained that the Redevelopment Area has been fortunate and has experienced success and everyone feels it has a very bright future. He said it is felt it will become economically successful. The Redevelopment Area has the location and the money and it is not built out. This is an opportunity to look at the Redevelopment Plan and try to address where the area will be eight to ten years from now. He said the Committee wants to find out what would make this a world-class City and keep what is valuable and develop the opportunities that exist. Mr. Salomone stated he had invited three firms to make presentat ions today; O'Connor; POD, Inc. - Frank Brower; and P & D Technologies - Gary Wood and Arnold Torma. Aust i n/Hansen/Feh 1 man - Pat MINUTES WORKSHOP February 27, 1989 Page 2 MEMBERS \I Pat O'Connor, Austin/Hansen/Fehlman, gave his presentation first; using slides and stating that the Redevelopment Area is adjacent to the coast and bordered on the north and south by a lagoon, and 1-5 to the east. He said the front door should be along the ocean, and talked about districts and streets, identifying the artwork that will serve as gateways into the City along Carlsbad Boulevard. Mr. O'Connor discussed changes in land use planning and densities. master plan have more meetings over a shorter period of time . A vision must be established, amd this should involve everyone who has some stake with the plan. RECESS: Chairman Densham called a recess of the Workshop at 2:54 p.m., and announced it was Marty Orenyak's 50th Birthday---and everyone joined in singing "Happy Birthday". The Workshop re-convened at 2:56 p.m., with eight members present. WORKSHOP: (Continued) Frank Brower, POD, Inc., gave his presentation, using two charts, one showing the process and one showing the structure of the team. the Members. He supplied copies of these to Gary Wood and Arnold Tormer represented P & D Technologies. They spoke of the images, process and philosophies, and said this was more of a strategic plan rather than a master plan. Mr. Wood said that streets, parking and utilities were important issues. He mentioned the commuter rail and that the sites had been identified where the stations might be. The parking needs to be appropriate and also meet the needs of the retail community, so you do not overbuild. Mr. Wood said it was important to have recognition of the issue of goal conflicts and identify them--and then resolve them--such as increased density vs village, or ample parking without destroying the streetscape. Mr. Wood also said that an analysis should be attempted to see where the money was going on the public side and what money was from the private side--to show the cash flow. Chairman Densham said it was necessary to identify how what the Redeveopment Area does affects the rest of the city. Chris Salomone stated one of the concerns of Carlsbad was the over-build in the other communities and that was why it was necessary to update their program now. . MINUTES WORKSHOP February 27 1989 Page 3 Mr. Salomone said there has been talk about corridors and linking the lagoons together--also about blending residential and commerical together and what would be the result of that--and these are issues to be studied. Member Hayes stated she wanted the area to be "safe"-- as someone who lives in the Redevelopment Area, she wants people there and for it to not be empty and to have a "townness" feel and preserve that feeling. In answer to question as to whether to have the RFP on all objectives, or just focus on one at a time, Mr. Wood said it should happen together; economics, design, transportation, pedestrian, urban design issue, infrastructures, with a team of specialists. He said future planning should be tested against economics, also against infrastructure capacity. Member Palmesi commented that there are a lot of seniors in that area and felt the designers should be flexible to changes. Chairman Densham said seniors would be important as well as pedestrians. Chris Salomone said that the questions to be answered included a need for location of parking structures; the theatre value needs to be assessed; a transportation center is in the offing--in the railroad right-of-way-- and they need to know the impact of that. to be a public land inventory, including the land available to Redevelopment or owned by them, and what to do with that land; this is in addition to the railroad right-of-way. There needs Mr. Salomone said as to land use, housing is a clear message, and the desire is to get permanent residents downtown--not just low income. He said that questions as to how to address that and how to encourage and where, needed to be answered. Mr. Salomone said the barrio area is something to be studied and how to maintain its culture; tourism as a goal and the local economy, and what is the balance. Mr. O'Connor said they also need to study how to extend the downtown area to the other side of 1-5. Member Rombotis said they need to talk about "people"-- we want to have people safe and able to come to the downtown area--and live there. Chris Salomone said he would like to build off of the successful events held downtown. Mr. Wood said what do you want to be happening downtown- -what events. mapped out. MINUTES WORKSHOP February 27, 1989 Page 4 Chris Salomone said he wanted a rendering of where the Redevelopment Area was going--a visual perception. He said there will be amendments to the Manual and those will become an Ordinance. Mr. O'Connor suggested tailored zoning might be considered. Member McMahon stated she agreed with the progress the City is making in Redevelopment; but she wanted to fine-tune the areas around the Redevelopment Area--and being accessible safely. Member Hayes said her fear is of Elm Avenue--and that instead of being something easy to cross, it might become a barrier for south/north movement. Mr. O'Connor said with the installation of the traffic signals, Elm should become easier to cross. It will also be more inviting to walk in that area with the additional lighting to be installed. Member McCoy said the problems on design without adequate guidelines--types of designs permitted or not-- he felt guidelines were needed. Chairman Densham suggested the merchants have input in design; also, the barrio should have representatives. He said the key item was specific input from the Design Review Board, Planning and Engineering staffs. Member Helton said a master plan is needed and then information as to what can be done in certain areas-- and designate what can be done in certain areas. Member Mikael said she wanted the outside areas included--expanding the Redevelopment Area. Mr. Salomone indicated that could only be done by creating another Redevelopment Area. Member Palmesi said Tyler Street is unsafe to walk in the daytime or nighttime----and there are a lot of seniors in that area. It is dangerous and needs to be studied for improvement. Marty Bouman stated that there is talk about a pedestrian-oriented village and one that is a pleasure and fun to walk around in or leave your vehicle some place and shop and work and play there. He said the problem is the trips involved in bringing people to th- village--they don't start on foot. The automobile is the only way to there--lacking good public transportation-- and balancing that with the pedestrian-oreiented commercial and recreational areas and still making provisions for getting there and storing the automobile and then having access to it when it is time to leave--- is the problem--but it can be done. However, the main access is Elm Avenue. MINUTES WORKSHOP February 27, 1989 Page 5 Mr. Wood suggested the work scope should be to start at a high altitude and work your way down to the local area and consider the lagoon to lagoon and coast to Is- 5. The philosophy of the consultant is to prepare the City's Redevelopment Area master plan and help the City birth that plan and also his job is to be instrumental in identifying and resolving goal conflicts or dilemmas- -for example--installing stop lights to slow down traffic to allow pedestrian crossings is very good-- but it may have a down side--congestion and air pollution. Implementation has to be part of it--how and in what order--and that may tell the plan what to do. The comment was made that the task force would be important in its role in the process and communications. 2. Who will serve as review committee? Chairman Densham said the Long-range Planning Sub- Committee of the Housing and Redevelopment Committee would serve as the core of this group. ( Hayes, Norby and Densham) At their meetings the main object would be to have the various represented areas--with the primary function to aid in writing the RFP and selection of consultant. A representative from the barrio; merchants; seniors; a citizen-at-large (active community involvement in other parts of the City); Council and/or City staff should be included and the group should hold regular meetings and be well-organized. Member Rombotis said the Design Review Board should be represented, with input from Planning and Engineering. Mr. O'Connor suggested two groups--to break it down into smaller groups. Discussion on how many from Design Review Board determined that Members McCoy and Rombotis felt one Member enough. Members McCoy and Rombotis could alternate, if necessary. They felt they share the same viewpoint and could compare notes. 3. What will the process be? Chris Salomone said staff should be directed to draft an RFP and meet with the Long-Range Planning Sub- Committee and establish a budget, and make recommendations to the Housing and Redevelopment Commission. Member Hayes asked how the information would get out to those not on the Long-range Planning Sub-committee and consensus of the Committee was to have weekly meetings and send the minutes to the individual Committee Members through Chris Salomone. Also, there are to be reports at the regular meetings of the Advisory Committee.
