Absent: Member Rornbotis. Others Present: Chr is Sa I omone, D i rector of Hous i ng & Redeve I opment APPROVAL OF MINUTES: (one mtion) Minutes of the Special Meeting of February 22, 1989, were approved as presented. Minutes of the Workshop held February 27, 1989, were approved as amended. PUBLIC COMMENT: There were no requests to address the Committee. CHAIRPERSON'S REPORT: Chairperson Densham announced that Committee Member Palmesi had passed away and stated this was a loss to this Committee and to the City of Carlsbad. plaque would be placed in the gazebo area of Holiday Park in Mr. Palmesi's honor, and there would be a flag- raising ceremony this coming weekend. He said a OLD BUSINESS/INFORMATIONAL: 1. LOCATOR MAP. Committee Member Norby reported on a recent meeting to decide on the locations for the maps. He stated the locations will be visited and as far as installation, there would be no problem with roving any maps that might have to be moved due to the streetscape. The decision was to install the maps all at one time and the cost was estimated to be $1,000 to $1,500 each. 2. SUB-COMMITTEE REPORTS. Long-Range Planning Committee Sub-Committee Chairman Norby reported that the consensus of the Sub-Committee was to have a five- member committee for selecting and hiring the consultant. This will include the three members of the Long-Range Planning Committee; one member from the Design Review Board (from Planning) and a member-at- large (Manny Valdez), with input from the audience at all meetings. (Continued) The purpose of the committee will be to hire the consultant and work for the creation of a master plan and the presentation of that plan. Chairperson Densham suggested that during the time the master plan is being worked on, the other sub- committees relinquish their reporting time to the Long- Range Planning Committee at each meeting. Chris Salomone recommended the Committee-at Large send a letter to the Mayor asking for a Council Member to be in attendance at the master plan meetings. staff to write two letters on beha 1 f of the Redevelopment Master Plan Committee, one to the Mayor asking Council to appoint an Ex-Officio Member (Manny Valdez) to that Committee; one to the Planning Commission asking them to appoint one of their representatives on the Design Review Board to that Committee. These two Members are to work with the three Members of the Long-Range P lanning Sub-Commi ttee as the Redevelopment Master Plan Committee, to hire a consultant and work together to formulate a Redevelopment Master Plan. 3. TRANSIT CENTER. Chris Salomone reported that SANDAG is representing a group of people who wi I I form a joint powers committee to have a commuter rail system. There are two sites recommended for stations in Carlsbad; one at Poinsettia Lane and one at Grand Avenue in the railroad right-of- way. Mr. Salomone explained the drawings presented for the Committee's viewing, stating the proposed Grand Avenue station would necessitate the re-location of Bauer Lumber. One of the drawings showed a different location for the downtown station, which would not require the re-location of Bauer Lumber. Mr. Salomone stated that staff has concerns about the circulation and the parking, as well as the impact on the economics, and is very tentative about the proposal at this time. The Poinsettia Station would present no problems, but there are potential problems with the downtown site, including the possibility of people drlving into Carlsbad to reach the second stop on the commuter rai I in order to get a seat on the train. Staff has asked for phases for the parking for the commuter rail system and want to see those plans as well as more information generally. The suggestion was made that perhaps two stations were not needed in Carlsbad, and also Committee Members agreed that the number of trips should be tied directly to the parking. Chris Salomone reported this item had gone before the Housing and Redevelopment Commission on March 21, and was approved. He will begin working with Milford Wayne Donaldson immediately to complete a Feasibility Study for the Carlsbad Theatre. NEW BUS I NESS/ I NFORMAT I ONAL: 5. INFORMATION SHEET. Committee Member Hayes stated the lack of housing relates to those people who are the homeless, and added that those people who are mentally ill should have some place to go for shelter. She told of the errors on the North County Sheet and her efforts to get it corrected, and added she felt there should be cooperation on a regional basis to help these people be rehabilitated. Chairperson Densham asked how deep does "hous i ngrr go, and should this be through this Committee or where. Committee Member Hayes felt a recommendation should be made to form a Task Force. Committee Members felt this was a regional problem and could perhaps be placed on the Council Agenda. Committee Member Hayes felt the recommendation should come from this Committee. Chris Salomone said Assemblyman Frazee held a Task Force Meeting and he will attend the next meeting of that group. Council Member Larson volunteered to be the Council Liaison. Supervisor MacDonald has a Task Force and Chris Salomone will be on that panel this Wednesday. Housing and Redevelopment Advisory Committee directed staff to write a letter to City Council stating the Committee's agreement and support for a Regional Housing Task Force (to which it is sending a representative), but to focus not only on migrant housing, but other homeless people in general who need housing. 6. 15TH YEAR CDBG ENTITLEMENT PROGRAM. Chris Salomone gave the report referring to the Strategy for Community Development Block Grant Program included in the packet and the Information Sheet. In answer to Commlttee query, Mr. Salomone stated this is not a "poor person" program, but is for low and moderate incomes. Lynn Brown wlll be conducting the hearings to be held on the suggestlons for the entitlement program and Committee Member Norby will attend the hearings to represent this Committee. (Continued) Housing and Redevelopment Advisory Committee approved the Strategy Sheet and Information Sheet submitted by staff and approved staff proceeding with the setting of hearings for submittal of projects for the 15th year CDBG Entitlement Program. 7. DIRECTOR'S REPORT. Chris Salomone reported that the Traffic Safety Commi ssion and the Traf f ic Engi neers had recommended "NO Parking" around the Maxton Brown Park. This is an interim measure unti 1 the curbs and gutters are instal led. Mr. Salomone called attention to a wall poster showing the Vi1 lage Visions Logo, which wil 1 be part of a public relations program while the streetscape is in progress. This public relations program will be active during the streetscape to keep the focus on the end result and not the temporary inconvenience. A bus stop has been indicated on Grand Avenue without this Committee's knowledge, and Mr. Sa omone asked for the feel ings of the Members. This bus stop is at the intersection of Roosevelt and Grand on the righthand side going west. Comments from Members were that a parking space had been removed to make this bus stop, and upon watching the bus, only two or three people get off of the bus there. It was felt there was room for a bus to park at the fountain area, rather than at this site. Chris Salomone stated he would ask the Engineers to re- consider this bus stop and bring a letter for recommendation from this Committee. Consensus of the Housing and Redevelopment Advisory Committee was to direct staff to strongly recommend to the Traffic Engineer that a more appropriate alternative s i te be considered for the Rooseve 1 t/Grand Avenue bus stop wh ich wou 1 d not adverse I y affect pedestrian traf f ic flow, retail businesses and the over-a11 public safety rather than the one unilaterally selected. Chairperson Densham said the Parking Committee should look at the parking recommendation for the Maxton Brown Park.
