ROLL CALL: Present: Chairperson Densham, Committee Members Hayes, He 1 ton, McCoy, Norby and Rombot is. Absent: None. Others Present: Chris Salmone, Housing 8, Redevelopment Dlrector Patty Cratty, Senior Management Analyst Clint Phllllps, Senior Management Analyst Bob Johnson, Traf f ic Eng i neer Brian Hunter, P lanner APPROVAL OF MINUTES: Minutes of the Regular Meeting held July 24, approved as amended to change Ohlo to Indiana Pub1 ic Comment section of Page 1. 989, were in the PUBLIC COMMENT: There were no requests to speak at thls time. CHAIRPERSON'S REPORT: Chalrperson Densham reported that between now and the next regular meetlng of thls Committee, all Sub- Commlttee Chalrpersons are to convene their Sub- committees for one meetinn, with discussion to focus on input to the Master Plan Committee. Chairperson Densham asked the Committee Members to be thinking about a policy statement for the Advisory Cmm i ttee. Chalrperson Densham announced the reslgnation of Member Kim Mikhael, and he presented her with a Certificate of Appreciation from the City of Carlsbad. CONTINUED/OLD BUSINESS: 1. NORTHWEST QUADRANT PARKS CONCERN COMMITTEE. The report was contained In the packet and Member Hayes gave a brlef report, fol lowed by a statement by Chris Salomone that he thought this was a good group and he was looking forward to the final recommendations and hoped they would be incorporated into the Master Plan review. 2. TRANSIT CENTER. Chris Salomone reported that Councl I considered th is item and recommended the commuter ral 1 stat Ions in concept at both of the locations in Carlsbad. The Councll vote was 4 to 1, with Council Member Larson voting in opposltlon due to his concerns regarding the cmpat bility of the station in the downtown area. Mr. Salomone sald the matter would be before this Committee and the Design Review Board, and the re- location of the businesses downtown will be the controversial issue. Member Rombotis inquired whether this involved an environmental review, and Mr. Salomone said this is being investigated at this time. Mr. Rombotis said there could be a negative effect by removing these businesses from the tax roll. Chalrperson Densham sald the economic concerns wi 1 I be looked at by this Commlttee and recommendations can be made. The comment was made that it was important that people in the downtown area should be made aware that the work on the streetscaping downtown has just begun. 3. BUS STOP LOCATIONS. Bob Johnson, Traffic Engineer, reported on the bus stop at the northwest corner of Grand and Roosevelt, showing how bus stops are determined, and why this particular stop was chosen. He explained the distance to be a1 lowed between bus stops and why some areas are too dangerous to be made stops. Mr. Johnson stated that in the future any bus stop changes In the Redevelopment Area will be brought before this Committee. The Housing and Redevelopment Advisory Committee adopted staff's report and recommended leaving the bus stop at the northwest corner of Grand and Roosevelt. 4. LOCATOR MAP. Merrder Norby repor.4 that this issue wi1 I go before the Merchants Association tomorrow. Hope Wrisley (Co-Chair of the Merchants Association) and Kim Mikhael will help Member Norby with this presentation. There will be a report next month. 5. SUB-COMMITTEE REPORTS. There have been no Sub-committee Meetings this month. Chairperson Densham reiterated his previous statement to have one meeting of each Sub-Commlttee before the next Advisory Committee Meeting to discuss the major concerns of the I r areas. STREET NAME CHANGE. Chris Salomone reported that the street name change and funding was approved by the City Council. He said that CalTrans had said it would take 18 to 24 months to complete changing the 1-5 signs to Carlsbad Village Drive. Mr. Salomone wit I meet with CalTrans next week to try to get a shorter canpletlon date. Member Rombotis suggested a memorandum be sent to the people with businesses on Elm Avenue to keep them informed as to when this name change will happen. NEW BUS I NESS/ I NFORMAT I ONAL : 7. ADVISORY COMMITTEE VACANCIES. Chris Salomone said that before the next Advisory Commlttee meeting, there should be a complete roster of Members. He asked the Committee Members to refer any interested citizens to him before the end of this week. 8. PROPOSITION E "EXCESS" DWELLING UNIT ALLOCATION. Brian Hunter, the Redevelopment Planner, reported that a pol icy has been drafted for excess affordable housing. He explained that Carlsbad is divided into four Quadrants and there is a maximum number of units al lowed for each Quadrant, according to Proposition E adopted November 4, 1986. There Is a difference between the Northwest Quadrannt cap as compared with what is at lowed on the control po'int on remaining, vacant land. The Citizens Committee policy statement went to the Council and agreed and directed staff to cane up with a policy Mr. Hunter explained that at the present time, the Northwest Quadrant is the only one where excess un can be at located. DIRECTOR'S REPORT. Chris Salomone reported that the parking authority has been organized and there wl I l be a report forthcoming. Mr. Salmone reported that a Task Force is being formed for affordable housing. This group conslsts of the Planning Director, City Attorney, Community Development Director and Mr. Sal mone, and wi 1 1 be meeting withln the next two weeks to discuss policies. Mr. Salomone sald that staff had prepared a homeless report for th Is Commlttee and that wi I I be on the next agenda. The Master Plan Committee, the Planning Director, and Mr. Salomone met and drafted procedures and policies for the master plan. A calendar has been prepared with topics and consultants, and that is ready to go forward. Mr. Salomone sald that the tax increment exceed 1.3 ml I I ion dol lars this year, which is 25 percent ahead of what had been anticipated at the time of the bond issue. Mr. Salomone further reported that the Senlor Center Is approximately two months from belng completed. suit against the Redevelopment Agency for using housing money to finance the Center is still in the discovery stage. The October 27 wlll be the dedication for the medal Ilon art mosaic, with a reception to follow, with the artist present. Member Hayes expressed the belfef that Chairperson Densham should be in charge of that dedication, and she further commented that at the Chase Field dedication, staff was in charge and the Housing and Redevelopment Committee was not mentioned. Mrs. Hayes felt that when there is a dedication or ceremony in the Redevelopment Area, that this Committee should be in charge and/or receive sane acknowledgment for helping to bring those thlngs about. DESIGN REVIEW BOARD: Member McCoy reported that the Four Seasons Restaurant wfl I be moved to comply wlth the permit. Chris Salomone continued his report, statling that the parking lots downtown will be finished before Chr I stmas. Member Hayes expressed concern that the homeless report was not movfng fast enough.
