Place of Meeting: City Council Chambers Meeting of: HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE MEMBERS CALL TO ORDER: Chairperson Densham called the Meeting to order at 4:05 p.m. ROLL CALL: Present: Chairperson Densham, Members Gonzalez, Hamilton, Hayes, McCoy, Meloy, Norby, Rombotis and Rowlett . Absent: None. Others Present: Patty Cratty, Acting Housing Director John Cahill, Municipal Projects Manager Gary Kellison, Engineering APPROVAL OF MINUTES: (one motion) The Minutes of the Meeting held February 26, 1990, were approved as amended. The Minutes of the Meeting held March 5, 1990, were approved as amended. PUBLIC COMXENT: There were no requests to address the Committee on a non- agenda item. CHAIRPERSON'S REPORT: Chairperson Densham stated he had no report at this time. OLD BUSINESS/INFORMATIONAL: 1. CARLSBAD STREETSCAPE PROJECT John Cahill reported on the streetscape, stating that the Village Faire improvements are completed; State Street, Washington and Elm were completed three or four months ago. Phase 11, improvements on Carlsbad Boulevard, are mostly completed, and tomorrow night the Housing and Redevelopment Commission will consider re-negotiating the lease purchase on the property at the corner of Roosevelt and Carlsbad Village Drive for more downtown parking. Mr. Cahill stated the final plans for the construction of the Ocean Street art park, including the art sculpture, signalization of Pine and Carlsbad Boulevard, closing of Ocean Street at Carlsbad Boulevard, improvements in front of the fish restaurant and the opposite side at Lincoln, are all tied in with the financing. These will start in the middle of July and will take four months to complete. The fifth phase will proceed to Planning and will go out to bid hopefully in October or November. The bond proceeds can't be released until fall. He felt the contractor should be held to some kind of a schedule. John Cahill explained that they intended to schedule the construction this time and affix penalties. Gary Kellison explained about the storm drain construction and how the traffic would be kept open with one lane in each direct ion. Member Norby commented about the additional parking being sought and stated this shows the merchants that the City was keeping its word to keep finding more parking lots. Member McCoy stated his concern about the porkchop planned for Elm and Madison Streets. Mr. Cahill explained that more right-of-way is needed for the planned U-turn at Harding and Elm Streets, and added that the comments of this Committee have been noted. The missing section of sidewalk at Jefferson and Grand was discussed and Mr. Kellison stated that it is being studied to decide how to solve the problem. Member Hayes stated that there are two missing segments of sidewalk on Roosevelt near the Postoffice, on the west side of the street, and staff will check on that. 2. COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS Mr. Kellison stated that the Oak Street drainage improvement between the railroad and Roosevelt has been reviewed and the proposals from the re-design firms, and there will be an agenda bill go forward to award the design contract. An update of the City's drainage master plan was given, and staff indicated that it is important to know how to size the storm drain on Oak Street, since it runs from Roosevelt west to the railroad right-of-way. This should pick up the worst of the flooding that is occurring. The Handicap Access Ramps construction will start this coming Wednesday. The Maxton Brown Parking Perimeter will be studied with the Laguna project. A new sewage pump station is being installed, and the area will be flattened out. Mr. Cahill stated there would be a small building above the ground, and new landscaping installed on the parcel. He said the skateboard ramp would also be gone. In answer to Committee query regarding the losing of the funds, Ms. Cratty stated that if the block funds are not used within three years, they are lost. Member McCoy inquired about the design of the parking lot on Washington, stating it was important to consider the drainage. Mr. Cahill stated they were aware of that. MEMBERS \ _- MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE April 23, 1990 Page 3 Mr. Cahill said that sidewalks on Carlsbad Boulevard to connect with Hill Street will be difficult to implement. Member Hayes suggested the request be for a sidewalk or pedestrian pathway. Mr. Cahill said that something less than the design standards might have to be put there in order to get a safer area €or crossing the Buena Vista Lagoon. He said the walkway would have to be less than five feet in width, as there is not enough room for one that wide. Patty Cratty reported that it would cost between $4,000 to $5,000 to design a band shell. The paint-a-thon was advertised and two people came in to the City offices and will participate in the project. The Depot will be finished in June or July, and there will be a re-dedication when the work inside the depot is finished. Ms. Cratty reported that the agreement is being finalized with San Diego Trust and Savings on the residential rehab program. 3. CARLSBAD THEATRE Patty Cratty gave an update on the Carlsbad theatre, stating the owners have applied for a demolition permit, and the Historic Preservation Commission has imposed mitigation measures, in the event that permit is activated. The feasibility study for the theatre was put on hold because of the pending demolition. 4. SKATEBOARD EDUCATIONAL PROGRAM Member Rowlett distributed copies of a draft notice to be posted and given out to skate boarders. to keep it simple, and asked for any comments from the Committee Members. He said that some kids had said the Police tell them to go on the streets. He said he will talk with the Police Department and also go before the Parks and Recreation Commission €or action in that direction. Mr. Rowlett said that a place is needed for the skateboarders to be directed to, such as a parking lot at certain times. Committee discussion contained the questioning of why the children destroy landscaping and flowers, and the feeling that they should be told that these things cost money. He said he wanted 5. CITIZEN'S COMMITTEE FOR CULTURAL FACILITIES Member Norby reported this is in the consultants' hands at this time. 6. BUSES ON CHRISTIANSEN WAY Patty Cratty reported the work has started on widening Christiansen Way somewhat and installing signs stating that people should park of€ of the pavement. MINUTES HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE April 23, 1990 Page 4 7. SUBCOMMITTEE REPORTS Housing Task Force - Patty Cratty reported that the information is being assimilated at this time. The Housing Subcommittee will need to meet. Housing - Member Rowlett reported low income housing is needed, and Lynn Brown will determine how many there are now and how to accomplish 115 units. the Minutes of the Task Force meetings. He said they would like Parking - Member Rombotis said there was no report pending the Master Plan. Finance - Chairperson Densham stated there was no report due to the hold on the Master Plan. Redevelopment Master Plan - Member Norby reported the plan is on hold until a new Director is confirmed. Ms. Cratty said that applications for the Director closed last Friday, and there will be interviewing and supplemental information gotten the next couple of weeks, with the appointment May 25. Chairperson Densham asked Member Rombotis to poll the Members of the Parking Subcommittee with regard to the parking lot on the corner of Roosevelt and Carlsbad Village Drive. He said that is one of the prime corners in the downtown area to use as a parking lot. Member Rombotis stated he agreed that on a permanent basis he would hate to see this corner used as a parking lot, as that would be under-utilization. Mr. Densham said that as an interim basis, it was all right, but not as a permanent use. Patty Cratty stated that the City would be leasing the lot with an option to purchase. There was a discussion among Committee Members regarding the corner of State Street and Elm (Carlsbad Village Drive), with the Members feeling there should be improvement made there and the corner should become useful. The Parking Subcommittee will meet and discuss this item. The suggestion was made to send a policy to the Commission about parking. 8. LOCATOR MAPS Member Norby reported there is nothing in the Sign Ordinance for the City that will allow the locator maps to be done. This would constitute off-site advertising and cannot be done. Mr. Norby recommended that this should be taken forward to the Housing and Redevelopment Commission to pursue; or the project should be eliminated. MINUTES HOUS NG AND REDEVELOPMENT ADVISORY COMMITTEE April 23, 1990 Page 5 The Housing and Redevelopment Advisory Committee directed staff to make a presentation to the Housing and Redevelopment Commission to ask for a policy and amendment to the Sign Ordinance to allow Locator Maps to be placed in the Redevelopment Area. The Housing and Redevelopment Advisory Committee has long been in favor of this type of signage and would encourage the Commission to direct staff to prepare a zoning amendment to encompass this within the Redevelopment Area. 9. WILLIAM WHYTE FILM Patty Cratty said staff has been unable to get a copy of this film at this time. 1"ATIONAL : 10. PUBLIC RELATIONS WORKSHOP Patty Cratty reported on the three workshops that have been held since February. The last workshop was on April 13, 1990 at the Beach Terrace Inn. Ms. Cratty gave the dates proposed for events, as follows: May 6, June 26, July 4, July 22, August and September - jazz concerts, November the faire and December 1, tree lighting ceremonies. Ms. Cratty said the next public relations newsletter will be out in June. 11. DESIGN REVIEW BOARD UPDATE Member McCoy reported that on April 4 there was an item about the Security Bank parking lot, but was an information item and didn't need to be on the agenda. 12. MAY CALENDAR Update on commuter rail Input on Procedures for this Committee Buses on Christiansen Way 13. DIRECTOR'S REPORT Patty Cratty reported on the block grants, to be reviewed May 1. There will be a Southwest Quadrant Meeting May 15. The newsletter will be published in June.
