HomeMy WebLinkAbout1990-11-26; Housing and Redevelopment Advisory Committee Ad Hoc; MinutesMINUTES Meeting of: Date of Meeting: November 26, 1990 Time of Meeting: 4:OO p.m. Place of Meeting: City Council Chambers HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE CALL TO ORDER: Vice Chairperson Hayes called the Meeting to order at 4:02 p.m. ROLL CALL: Present: Members Hayes, Gonzalez, Hamilton, McCoy, Meloy, Norby, Rombotis and Rowlett. Absent: None. Staff present: Kathy Graham, Housing and Redevelopment Director Patty Cratty, Senior Management Analyst Lynn Brown, Senior Management Analyst Clint Phillips, Senior Management Analyst APPROVAL OF MINUTES: The Minutes of the Regular Meeting held October 22, 1990, were approved as presented. PUBLIC coMMEN!E: There were no requests to address the Committee on a non- agenda item. CHAIRPERSON'S REPORT: Vice Chairperson Hayes stated she had no report, as she was not aware she would Chair the Meeting. Kathy Graham referred to the copy of a letter, included in the packet, from Steve Densham, resigning from the Committee. The Housing and Redevelopment Advisory Committee voted to accept Steve Densham's resignation and to draft a letter of commendation €or Mr. Densham's service on this Committee. Staff was directed to also get a plaque for Mr. Densham. OLD BUSINESS/INFORMATIONAL: 1. TWO-HOUR PARKING ON EAST SIDE OF WASHINGTON STREET. Patty Cratty gave the report, stating the Traffic Safety Commission wanted the merchants in that area to work together and ask their employees not to park there. This item will be re-considered at a later date. The Commission did not want the removal of any parking spaces on State Street. The item was not appealed to the City Council. Vice Chairperson Hayes commented that on the east side of Washington Street there are no sidewalks and it is very precarious walking from Grand into where the sidewalks begin on the west side. She said the newest restaurant had moved out onto where the sidewalks would have been. ELECTION OF CHAIR AND VICE-CHAIR Member Norby was unanimously elected Chairperson for the coming year. Member Gonzalez was unanimously elected Vice-Chairperson for the coming year. 4. RECOMMENDATION - DESIGN REVIEW BOARD MEMBERS Members McCoy and Rombotis were unanimously elected to represent this Committee on the Design Review Board. INFORMATIONAL: 5. 6. DIRECTOR'S REPORT Kathy Graham reported that banners and holiday decorations have been purchased and hopefully will be installed over the Thanksgiving Holiday. Also, red outdoor bows have been purchased for the light fixtures. MS. Graham referred to the final copy of the Housing and Redevelopment Advisory Committee Rules and Procedures. Action was taken on thio at the previous meeting, and this is the final copy. With regard to the new Redevelopment Survey Area, Ma. Graham explained that this item was not brought before this group for review because the function of this body is to take care of issues within the Redevelopment Project Area. The State procedures were followed and the Council adopted the largest survey area. It is hoped that a new Redevelopment Project Area will be established. PROJECT UPDATE - COMMUTER RAIL/NORTH BEACH DESIGN GUIDELINES Eric Munoz gave the project update, stating that the contractual agreements between the County and project architects and engineers are completed and the designing of the station is proceeding. When renderings of the site plan and design of the station are available, he will bring them to this Committee. Redevelopment project, and will go before the Design Review Board to the Housing and Redevelopment Commission. The target date for the commuter rail is in late 1992. This will be a major Member Norby asked that this plan be presented to the merchants at one of their meetings, in order to allow them to give input. \ \ MINUTES November 26, 1990 HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE Page 3 INFORMATIONAL: (Continued) Eric Munoz said that the North Beach Design Guidelines are to be ready for public comment and will be presented for the area west of the railroad tracks (outside of the Redevelopment Area) between Agua Hedionda and Buena Vista Lagoons. He said he would get this information out to the Members as soon as it is available. 7. AFFORDABLE HOUSING PROJECT Kathy Graham reported the Planning Department has been holding six affordable housing workshops. The Housing Element is being worked on and a plan to produce 1,200 units of affordable low and very low income housing over the next five years. To get that many units, a total number of close to 7,000 units is needed. At the next meeting in January, staff from the Planning Department will hopefully present the information gained at the workshops, so this Committee will have all the information available. Ms. Graham said Hallmark Management Group is preparing a plan to develop retail and condominiums above on Carlsbad Boulevard at Beach, and some SRO's and single-room living units. They originally had planned for over 200 SRO's, but have redesigned the project for close to 100 SRO's. However, they will now ask for assistance from the City. Member Hayes asked for the number of units in the entire City; where they are and in what quadrants. She felt that the Redevelopment quadrant might not need any more units, if they are to be equally distributed over all four quadrants. She also would like a.definition of low, low income. Member Norby asked how this large a chunk of units relates to the buildout numbers and would developers be given credit for the low income units. Ms. Graham answered that there was a cushion for builders and there is a question of how much cushion does the City give developers. She said that the income levels in Carlsbad are different from SANDAG and staff is trying to reach some figure to give out to the developers, as they want a definition. Chairman McCoy agreed with Mrs. Hayes and asked whether the units on bonds were still under the affordable housing. Ms. Graham said monitoring has not been done on a regular basis. Staff is working to set up something where they can monitor on a quarterly basis. Member Rombotis asked that staff bring back a report at the next meeting addressing the Board Members' concerns. SUMMARIES OF VARIOUS BOARDS, COMMITTEES AND COMMISSIONS, DECEMBER CALENDAR AND REPORT ON STOP ILLEGAL DRUG ACTIVITY WORKSHOP Lona-Ranae Plannina Subcommittee Member Norby reported that the new Council will be seated December 4, 1990. Housina Subcommittee Member Rowlett reported this Subcommittee is awaiting word from the open forum to give them an over-all view of the housing. Finance A new Member needs to be appointed to this Subcommittee. Parkinq Member Rombotis reported this Subcommittee is awaiting the Master Plan. Desian Review Board There will be an agenda item, at the next meeting, addressing the formation of a parking district. Brittany Court requested additional parking allowance by leasing a lot next door, and this was turned down. Game Towne item was continued to the next meeting. The Cultural Facilities Committee Member Norby reported the Committee is designing guidelines. center are two projects the committee will be discussing. An outdoor amphitheater and a cultural arts Announcements Kathy Graham called attention to the "Stop ILlegal Drug Activity" Workshop report included in the packet, and stated that Lynn Brown has the complete packet on this Workshop, if there are any questions. The Housing and Redevelopment Advisory Committee voted to cancel the December meeting and meet January 28, 1991.
