Date of Meeting: Place of Meeting: HOUSING AND REDEVELOPMENT ADVISORY COMMllTEE JANUARY 27, 1992 CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Gonzales called the Joint Regular Meeting with the Design Review Board to order at 4:06 p.m. ROLL CALL: Present: Members Gonzales, Betz, Marquez, McNeill, Meloy, Resha, Riche Absent: Member Rowlett Staff Present: Kathy Graham, Housing and Redevelopment Director Debbie Fountain, Senior Management Analyst Clint Phillips, Senior Management Analyst Karen Sauer, Management Analyst PUBLIC COMMENT: There were no requests to address the Board. JOINT MEETING WORKSHOP Kathy Graham, Housing & Redevelopment Director, spoke regarding the purpose of the Joint Regular Meeting with the Design Revlew Board and the Housing and Redevelopment Advisory Committee, and explained what redevelopment was and the methods of financing available. Ms. Graham reviewed the Quick Reference Summary and gave a slide presentation. Member Betz requested information regarding the Grand Avenue Sidewalk Project which has been pending for several years. Debbie Fountain, Senior Management Analyst, responded by reporting what CDBG projects were, and why certain projects were late. The Grand Avenue Sidewalk Project was combined with two (2) other CDBG projects, Oak Avenue Improvements and Handicap ramps in order to save time on processing paperwork required from the contractor because of the mandatory prevailing wages as set forth by the federal government. Member Meloy inquired as to the status of the traffic lights on Carlsbad Village Drive. Ms. Graham stated that the traffic lights project was part of the Streetscape Plan. Member Riche asked which had priori - the Streetscape Project or affordable housing. Ms. Graham responded by stating that the Streetscape .was being handled by the Engineering Department now. Affordable housing is a top priority for the Housing & Redevelopment Department. RESPONSIBILITIES Clint Phillips, Senior Management Analyst, reviewed Chapter 2.40 of the Carlsbad Municipal Code relating to the Committee's responsibilities. Chairperson Gonzales stated that currently there were only eight members on the Committee, whereas the Code states that nine members shall be appointed. Kathy Graham informed the Committee that the ninth member should be a participant from the Section 8 housing program. Staff was currently trying to recruit a ninth member. *. Member Gonzales inquired as to how the Committee would get authorization to work on or review various projects as part of their responsibilities. Clint Phillips responded by stating that a formal motion or letter from the Board must be submitted to the Council requesting approval to work on or review certain projects. Mr. Phillips said that Housing and Redevelopment Advlsory Committee (HRAC) members should think about items they would like to work on as part of the Committee's responsibilities. A "work plan" would be developed at the next HRAC meeting in February.
