Harding Street Multi-Purpose Room MEMBERS CALL TO ORDER The meeting was called to order by Chairman Demy at 4:04 P.M. ROLL CALL Present - Chairman Demy, Members Hallman, Glassner, Rocha, and Courson. Also present were: Drew Aitken, Administrative Assistant Ron Beckman, Assistant City Manager/Development Mary Casler, Council Liaison APPROVAL OF MINUTES: Minutes of the Regular Meeting, held October 1, 1981, were approved as corrected; revising paragraph 4, page 1, under Draft Human Services Report to read, "Member Halman expressed concern with regard to the Human Services Committee being directly involved in the budget process. She suggested that the Committee not review the material, inasmuch as Council makes the final decisions with regard to funding." Minutes of the Regular Meeting, held November 12, 1981, were approved as submitted. FINAL HUMAN SERVICES REPORT The Committee recommended that the summary of the public testimony from the hearings held in June and July, 1981, be incorporated into the Human Services Report. Member Glassner suggested the following changes to page 1 of the Introduction: The last sentence of paragraph 2 be revised to read, "A smaller version of the large directory has been prepared and should be distributed through the mail to the residents of Carlsbad." The first sentence of the last paragraph be revised to read, "It is the Committee's opinion that currently there is no single body that is in a position to examine the broad scale of Human Services required in Carlbad and to advocate for the citizens of the City." With regard to page 2 of the Introduction, Council Member Casler suggested that the second sentence of paragraph 1 be revised to read, "The Committee feels that the following statement is generally adequate, recognizing that a statement will not be a crucial factor in the final decision process, but will provide a general level of understanding." Demy Hallman Glassner Rocha Courson Demy Hallman Glassner Rocha Courson Demy Hallman Glassner Rocha Courson X MINUTES December 3, 1981 Page 2 MEMBERS Member Glassner suggested the second paragraph on page 2 be revised to read, "Human Services are provided to meet a minimum level of satisfaction of existence needs; including, but not limited to, nutrition, sanitation, housing, and public safety." Member Hallman suggested the second to last paragraph on page 2 be revised to read, "The City shall assume a leadership role in providing available Human Services, and making them available to those in need." In the same paragraph, Member Glassner expressed concern with regard to the City acting as a facilitator, and suggested that the next sentence be revised to read, "The City shall provide information regarding Human Services to its residents." Member Courson reviewed some policy statements discussed at a previous Human Services Committee meeting, with regard to the role of the City. Member Glassner expressed concern with regard to the definition of Human Services, as contained in the Report, and discussion reflected same. Committee discussion reflected the role of the City, as contained on page 2 of the Report. The Committee suggested that the following wording be added to paragraph 1 under the Role of the City, "Controversy over the extent and cost certainly exists, and federal cuts may only accentuate the shift down to the local level, where cities may be called upon to deal with local problems. There is a state of flux and lack of agreement about Human Service issues that seems to generate more controversy than traditional services." Council Member Casler referenced the last paragraph on page 2, and suggested that "should" be changed to shall. The Committee also recommended that paragraph 5 on page 3 be deleted. In addition, the Committee recommended the following changes: Paragraph 2, change "will" to should. Revise paragraph 3 to read, "In addition the Council must recognize that for such a Commitee to be effective, it must have adequate Staff support, and Council should authorize one full-time Staff person to work in the area of Human Services." In response to Committee query regarding the Methodology, Drew Aitken suggested that adequate Staff support be provided for the Human Services Advisory Committee. The Committee recommended that Item 1 under Methodology be combined with Item 5, and revised to read, "Have a Council-Interim Human Services Committee workshop to discuss this report, and discuss preparation of a statement of objectives for Council action at goals setting session in January or February, 1982." Further, that Item 4 be deleted. With regard to the recommendation on page 4, the Committee suggested the following revisions: s MINUTES December 3, 1981 Page 3 MEMBERS 4. That the Human Services Advisory Committee prepare an annual report of recommendations to the Council. 6. That the Human Services Advisory Committee begin implementing the methodology established in this report. Member Hallman referenced the Palm Springs report, "Beyond the Needs Assessment," and suggested attempts be made by Staff to obtain a status report on same. Drew Aitken suggested that the Committee make a recommendation that the permanent Human Services Advisory Committee use the Palm Springs report as a guideline. Council Member Casler suggested that the following be added as a note to Item 1, page 4, under Recommendation: "A procedure such as the formulation which Palm Springs used should be considered." Following discussion, the Committee adopted the Human Services Report of the interim Human Services Advisory Committee, with the aforementioned revisions and deletions, and directed same be forwarded to the City Council. OFF-AGENDA ITEMS Human Services Directory The Committee briefly discussed the design, contents, and distribution alternatives of the Human Services Directory. Chairman Demy suggested the directories also be given to welcome wagons and realtors as an additional distribution method. Council Member Casler suggested that "Council Person" be changed to Council Member in the front of the Directory. The Committee directed Staff to consult with the City Manager regarding finalizing the Directory, and make provisions to distribute same. Resouces Advisory Committee (United Way) Member Hallman indicated that the United Way Resources Advisory Committee is important from the Human Services standpoint, and inquired if Council might wish to consider someone to serve on same for the permanent Human Services Advisory Committee, since the interim Committee will soon expire. Council Member Casler requested that Member Hallman maintain her position on the Committee for a few more months. Mr. Ron Beckman suggested that a letter be sent to the United Way, advising that Member Hallman will be representing the City on their Committee, and requesting they place her on their mailing list. Demy Hallman Glassner Rocha Courson MINUTES December 3, 1981 Page 4 MEMBERS White House Conference on Volunteerism Member Courson reported that he has been invited to attend the White House Conference on Volunteerism on December 8, 1981 in San Francisco, and indicated he will report back to the Committee on same.
