Mayor's Youth Committee
Date of Meeting: February 1, 1971
Time of Meeting: 7:00 R.M.
Place of Meeting: Library Conference Room
The meeting was called to order at 7:10 P.M. Theminutes were
corrected by Nancy Rice. She moved last meeting that we go over the
council's minutes .before they meet. We then could tell Mr. Lewis, our
ideas and he could report for us. The minutes were•approved as
corrected:
David Harkins had Sargeant Whipple-come to our meeting and have
an open meeting to all who were interested in motorcycles. He told
us that there was a motorcycle training for younger riders. There is
also going to be a Motorcycle Rodeo. A motorcycle can not even be
pushed on the street.if it -is not registered, A ridercan not be
caught on pri vate. property, if "it is not posted. If the signs have been
torn down, you can still be picked up. You can ride in the forest.
They are legal streets. The police have acquired two motorcycles to
be used by policemen in the forest. They have thought of having a
group together and form a motorcycle club. They.would make.up the
rules and regulations. • .
REPORTS
Park and Rec.- Nancy Rice reported the-meeting was January 18.
1. Motorcycle course at- Calaveras. Officer Whipple starting such a
program. • .
2. We need a teenage recreation program. Build an oTympic size pool
at the Carlsbad High School. Divide the cost between city and
school di strict.
3. Mini and trail bikes need a place to ride. Have to study .the
erosion first. • It must be controlled.
4. The hew housing project has brought up some questions. We will
have Mr. Johnson talk -to us a-bout the bond issue.
Life Line- Wilson Pace said that it should have two students
from each high school to be on the Board-of Directors. Send them
out to tell others.
DEFY talks about drug education. They have meetings to teach,
kids about drugs. Should we have both DEFY and Life Line or just
decide for one of them. DEFY IS ONLY IN S.D. and Life Line is in
North County. The county gives DEFY money and Life Line gets only
donati ons .
Police- Richard Gomez reported that we will have a ride around
with police. We should include people who are interested in becoming
poli cemen.
CIC- Dan Lance reported that the county would set up the
ambulance service. It would cost 53 thousand dollars ayear. They
figure that in four years it would pay for itself. He also found out
that it does cost for everyone. They also talked about sidewalks and
drainage in school areas. A free clinic is in the talking stages.
This is where a doctor gives up his free time to help others. The
Civic Center is just looking for money at the present time ;
Membership- Ann Prescott will try to.come. Tom Billups works
on Monday nights. Richard McMillian goes away to college and is.not
here enough to attend the mettings. If a member does not show up for
"three"meetings then he will be dropped. They must be Warned first.

Ue need to make up some laws. 'The simple majority on all votes
to make a quorum. This committee will last for'one year until new
people are brought.Jn. • '
We are going to help Council on sanitation. People who do not
have their trash picked up, dump it where they are not allowed. Should
everyone be made to have their trash picked up. The committee is
going to take a poll. It costs $9 for three months.
KARL will give us free time to announce'our meetings and coming
events. . -. •
Mr. Lewis went over the City Council adjenda with us.
Meeting was adjourned at 8:56 P.M. *
