Beemer Pauma MWD Ron Craig Rancho California WD Bob Coates - Rainbow MWD John Hennigar Valley Center MWD Bill Taylor Vista Irrigation District Larry Jones Western MWD Chairman Coates called the meeting to order at 10:00 A.M and roll was called. He explained the main reason the meeting was called was to approve the budget for the years 1979-80, 80-81 and 81-82. Mr. Turner explained that the books are being audited and the 1979-80 audit is due to be mailed to the State Controller's office shortly and the budget was never formally adopted. He said there had been discussion of the budget items and this shows up in the minutes, however, the actual budget was not adopted. Mr. Turner presented Resolution No. 14 and read the heading: RESOLUTION NO. 14 RESOLUTION OF THE SANTA MARGARITA-SAN LUIS REY WATERSHED PLANNING AGENCY ADOPTING THE 1979-80 BUDGET. Mr. Hennigar made a motion to waive reading the body and approve and adopt Resolution No. 14. The motion was seconded by Mr. Jones and approved by voice vote. Mr. Turner said regarding the 1980-81 budget he used calculations based on previous years and figures from the proposed budget of Mr. Bowen. Mr. Turner presented Resolution No. 15 and read the heading: RESOLUTION NO. 15 RESOLUTION OF THE SANTA MARGARITA-SAN LUIS REY WATERSHED PLANNING AGENCY ADOPTING THE 1980-81 BUDGET. Mr. Taylor made a motion to waive reading the body and approve and adopt Resolution No. 15. The motion was seconded by Mr. Tinker and approved by voice vote. There was discussion of the funds which the Agency has in reserve. Mr. Turner said there is a $15,000 U. S. Treasury Bill, $2,619.92 in the checking account as of May 31, 1981 and $3,500 in the savings account for a total of $21,119.92. Mr. Coates said the dues for 1981-82 will be $100 per agency and the estimated income is $1,400. Mr. Coates asked if anyone would like to add anything to the proposed 1981-82 budget. No one did. Mr. Coates said it is his feeling that the agency should continue since the Joint Powers Agency is a good vehicle to be used if anything is required regarding the two basins. Mr. Jones said he wished the organization was more noticeable with C.P.O. Mr. Hennigar asked if the Joint Powers Agency could be used as a financial vehicle for one of the member agencies to sell bonds. The • consensus was that it could be used by any of the members. Mr. Grear said it could be used based on benefit to the member agency. Mr. Coates said he did not know if one agency could use it or would it have to be two or three. Mr. tinker said there has to be some jointness involved according to a seminar he recently attended. Mr. Hennigar said Governor -Brown signed the bill regarding the interest rate which could now be increased to 12%. Mr. Turner presented Resolution No. 16 and read the heading: RESOLUTION NO. 16 RESOLUTION OF THE SANTA MARGARITA-SAN LUIS REY WATERSHED PLANNING AGENCY ADOPTING THE 1981-82 BUDGET. Mr. Jones made a motion to waive reading the body and approve and adopt Resolution No. 16. The motion was seconded by Mr. Hennigar and approved by voice vote. Mr. Coates said a nominating committee should be formed and he appointed Mr. Gordon Tinker and Mr. James Turner to submit a slate of officers for 1981-82. Mr. Bullock said at the last meeting there was mention made of a ground water study to be done by the County Planning Department and he wondered if anyone had any more information. Mr. Coates said it was a re-use study to be done by the Federal government with some money being contributed by the County and the Water Authority paid $5,000. He said the study is partly to see if there are some basins that do not meet the one-third rule, however, he said the San Luis Rey and Santa Margarita basins will not be involved in the study. -2- Mr. Hennigar said there have been some reductions in the requirements of the one-third rule. Mr. Coates said the study will involve mainly the coastal areas. Mr. John Kasuba of Riverside County Flood Control entered the meeting at 10:30 A.M. Mr. Coates said at the last meeting Mr. Buchanan of MWD requested a resolu- tion regarding water releases from Lake Skinner. Mr. MacMillan said it is not completed as yet. Mr. Coates said he has thought that it might be beneficial if. the SMSLRA spearheaded the construction of a pipeline from Lake Skinner downstream to be used for emergencies. He said if there was just 5,000 acre feet available for a three or four month period, it could really save the area in the event of a disaster. Mr. Tinker said the Santa Margarita Project has an emergency storage value and is much more economical because the federal government will be paying for 71% of the cost. Mr. Coates said the pipeline would be gravity fed and his opinion is it would be 33 miles long and at a cost of $150 per foot, would probably cost $30 million. He said this cost spread out over three- or four agenicies is not bad. There was considerable discussion of the subject. Adjourn The meeting adjourned at 11:00 A.M.
