District on September 17, 1987- The Chairman called the meeting to order at 10:00 A.M. Members present were: Bill Taylor Vista Irrigation District Tom Wilson Vista Irrigation District Susan M. McAliester Rancho California WD Jim Turner City of Oceanside Robert H. Pankey San Luis Rey MWD Visitors present were: Michael McCann Reg. Water Quality Control Board George Borst Mission Resource District Lee Henderson Margarita Land & Development William Stewart TREASURER'S REPORT Mr. Jim Turner submitted the following Treasurer's Report: Financial update as of July 30, 1987 Checking Account Balance $ 251.69 Cash Maximizer Account 6,498.88 Time Deposit Investment 26,040.00 Total $32,790.57 Bill for Audit ending June 30, 1987 $475.00 Mr. Turner made copies of the Audit available to Member Agencies. Upon motion by Chairman Taylor, seconded by Mr. Turner and unanimously approved by members present, approval was given to pay the auditors, Moreland & Associates, Inc. the amount of $475.00. MINUTES 9/17/87. continued PRESENTATION ON "LIVE STREAM DISCHARGE" - Mike McCann, San Diego Regional Water Quality Control Board Mr. McCann gave a brief history of the Live Stream concept and why it is generating so much interest at this time. With economics that we see now and"the savings that can be realized in forgoing transporting long distances to an ocean outfall and wasting that water, Districts and Municipalities are being encouraged to look at discharging adequately treated wastewater to surface waters. The Control Board would like to use the term "Stream Enhancement" instead of "Live Stream" because the only way you can justify putting wastewater into a stream is to enhance that stream. The conditions for stream enhancement that would have to be met are: 1) Discharges would have to be below domestic supply reservoirs. 2) The reclaimed water would have to be treated to meet Title 22 of the Department of Health for unrestricted body contact use. 3) There will have to be some kind of nutrient removal. The streams do not have the assimilatave capacity to take up any more nitrogen or phosphorus. 4) If it is not practical to treat the wastewater down to these standards, an alternative is to provide mitigation for any adverse impacts related to nutrients. 5) Relax the TDS to about 750 mpl for surface waters or to not go any higher than the source water in the area. There was general discussion between Mr. McCann and members regarding their plans, problems, questions and concerns relative to live stream discharge in their particular areas. In summary, the Regional Quality Control Board will be receptive to proposals and ideas for live stream discharge, but these proposals have to originate with the agencies, and the agencies will have to cooperate with each other. UPDATE ON REQUEST FOR ASSIGNMENT OF FEDERAL DISTRICT COURT JUDGE TO SANTA MARGARITA CASE - Gordon Tinker, Fallbrook PUD Mr. Tinker reported that no progress has been made. UPDATE ON SANTA MARGARITA PROJECT - Tim Burr, Camp Pendleton Mr. Burr reported on Camp Pendleton's study with Leeds, Hill & Herckenoff pointing out that the Marine Corps does not necessarily agree with all of the recommendations at this point because they are still taking a look at the data from which the conclusions were drawn. It is anticipated that a Marine Corps report will be available the end of October or beginning of November. - 2 - MINUTES 9/17/87. continued Some of the areas studied were existing and future water needs, existing and alternative water supplies, water quality, the significance of water conservation measures in use, water storage and distribution, analysis of the Santa Margarita River flood requirements, alternative solutions and cost analysis. Live stream discharge was not considered in the study; therefore, Camp Pendleton is currently in the process of having the consultants reevaluate some figures based on live stream discharge. Questions raised from Camp Pendleton and from member agencies will be readdressed. ADJOURNMENT There being no further business to come before the Watershed Planning Agency, the meeting was adjourned at 11:39 A.M. until December 17, 1987. at 10:00 A.M. - 3 -
