PLACE OF MEETING: City Manager's Conference Room PRESENT: James O'Toole, W. Atkinson, W. D. Cannon, C. E. Martin, Robert Watson, W. C. Esterline, Glenn McComas, Knox Williams, W. Friday, Bob 13eely, Otto Scheuneman The meeting was called to order to 4:04 P.M. Chairman O'Toole stated that the draft letter Bartle Wells wrote to the City Council from this Committee estimated a water rate increase of 25 percent in all categories for the water project. The matter under discussion is how are we going to make this rate increase. Mr. Atkinson stated he is sure Mr. Wells meant to put this 25 p~.r- cent rate increase into effect immediately. Bob Neely stated that if the Carlsbad Municipal Water District raises their rates, it will be necessary for the City to also raise water rates in order to cover the cost of water and water operations. Mr. Cannon stated that there should be enough revenue to sell the bond without the need to sell excess property. Another question raised is how much should the water rate be increased to cover rate increases for several years. Mr. Neely mentioned the Water Department is operated off of water rate charges and. at the present time this Department has just enough funds to operate. Chairman O'Toole suggested we reform our water rate structure and complete water system. Mr. Neely stated the Water Department could study water rates and make a recommendation to the Committee. The Water Department will also study the use of the water in the valley. At the present time Engineering Science is preparing a study and will be here March 24 for discussion. It was therefore requested that Mr. Friday attend the next meeting to inform the Committe of the meeting with Engineering Science. After much discussion, Mr. Cannon motioned that the Committee recommend a rate increase of 30 percent across the board on everything. Mr. Watson seconded the motion. After much discussion on the motion, the vote was unanimous in favor of a 30 percent rate increase. It is therefore moved that the motion to effect the 30 percent increase across the board be recommended to the City Council. It was suggested that a water rate study be made by the City (Water Department) and Mr. Neely agreed to study the matter. Chairman O'Toole suggested waiting until we hear from Engineering Science before proceeding with the rate system study. Mr. Atkinson moved the meeting be adjourned and was seconded by Mr. Williams.
