PLACE OF MEETING: City Manager's Conference Room PRESENT: W. D. Cannon, C. E. Martin, R. L. Watson, D. M. Dunne, W. F. Friday, Hunter Cook, Bob Neely, Dick Sprehe and Richard Deussen & Walter Olson, Engineering Science, Inc. ABSENT: W. C. Esterline, Knox Williams, Glenn McComas, Wm. Atkinson The meeting was called to allow Engineering Science, Inc. to inform the Committee of their progress. Mr. Deussen stated they have made several changes in their proposed water line location due to conditions encountered in the field. Mr. Olson explained the various changes to the Committee. Mr. Deussen stated the reservoir sites have not been firmly established yet. He said they are awaiting aerial photos and need permission to go onto the reservoir sites. Mr. Friday stated the letters to obtain permission are being prepared. Actual negotiations on the property could probably start next month. Mr. Deussen displayed pictures of a Pritzker precast concrete tank with a flat concrete roof. He stated they found this to be the most esthetic at a reasonable price. The Committee asked about leakage problems which have reportedly been experienced by the City of Westminster. Mr. Deussen assured the Committee the subject was being investigated. Also, BBR prestressed circular tanks were mentioned. The Pritzker tank was presented for approval of architectural concept. The exterior will be landscaped, Mr. Watson stated it is a good example of what the Committee wants. Mr. Watson questioned who would be responsible for damages, etc. in construction that might result. Mr. Deussen stated that since they help in the design, Engineering Science, Inc. and the contractor would be held responsible. The contractor will have a one-year guarantee on the tank. Mr. Dunne stated we will have to consider issuing bonds very soon and suggested Engineering Science work on it to bring it before the Water Committee for consideration. - 2 - In reference to the selling of City property, Mr. Martin stated we should have appraisals of the land and then it would become a matter for the City Council to decide and act on. Mr. Deussen stated there is a problem with the water line on Elm Avenue due to the canyon and would like further instructions on what to do; whether to go along ground level, block off the pipe at both sides, or cable the pipe straight across. Mr. Dunne stated the decision will depend on funds available. The answer will be forthcoming in the near future. Mr. Deussen questioned what the design will be of the Kelly Drive vault. Mr. Cook stated nothing is to be done on it since Carlsbad Municipal Water District will do the design. Respectfully submitted, Barbara Bishop Recording Secretary
