HomeMy WebLinkAbout1986-12-10; Arts Commission; MinutesMINUTES Meetinq of: Time of Meeting: Date of Meetinq: Place of Meeting: ARTS COMMISSION 3:30 p.m. December 10, 1986 Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Bear called the meeting to order at 3:40 p.m. ROLL CALL; Present - Chairman Bear, Commissioners Frye, Meilach and Straub. Commissioner Bischoff arrived at 3:42 p.m. Absent - Commissioners Brierley and Roston. Staff Members Present: Connie Beardsley, Manager, Cultural Arts Program Cliff Lanqe, Director, Library APPROVAL OF MINUTES: Minutes of the meeting held November 12, 1986, were approved as amended: Page 3, last paragraph, North County Concert Association has a series of four concerts throughout the year. Correct typographical error on Page 5, next to last paragraph: Commissioner Meilach felt that must be done first. Commissioner Frye changed page 6, next to last paragraph to read: He concurred with other Members that some outside limit is useful or necessary. Commissioner Meilach asked for paragraph nine, page 7, to be deleted. This paragraph dealt with the sculpture at the Safety Center. Commissioner Frye wanted his statement to read: He felt quality was important, even if that resulted in fewer works of art. The Commission discussed the format of minutes for their meetings at some length, with divergent opinions. The final consensus was to determine this format over the period of several meetings but to condense the minutes. CHAIRMAN'S REPORT; Chairman Bear stated the amendments to the Brown Act will require all public Commission meetings have a detailed agenda estsablished prior to the meeting, with no non- agenda items allowed. This new law takes effect on January 1, 1987. Ms. Beardsley said there is a policy drafted by the City Attorney, and this will be distributed at the next meeting. Chairman Bear stated this Commission made an initial decision to reinstate the public art program at the Safety Center, and further made a decision to defer the presentation of the program to the Council until after the meeting between this Commission and Council, January 13, 1987, from 6:00 p.m. to 8:00 p.m. Chairman Bear continued, stating prior to the joint meeting with Council, this Commission needed to have a meeting to elaborate on the topics for discussion. He felt it was important for the Commission to get ideas on the table before they try to get a sense of direction from Council. A public comment period was mentioned, and that needed to be in writing to present to Council. The Commission needs to have procedure established to show to Council at that January meeting. At the present time, there is no set procedure to follow. Bear Bischoff Frye Meilach Straub MINUTES December 10, 1986 ARTS COMMISSION Page 2 COMMISSIONERS Connie Beardsley suggested looking at the draft of the % for public art guidelines she presented last spring as a starting place for the discussion prior to the meeting with Council. Chairman Bear suggested outlining to Council the other kinds of programs the Arts Commission has been involved in, to indicate the scope of their work. He suggested a date be selected for a Commission meeting to define the process to present to Council, as well as to consider any additional items for the joint meeting. The Arts Commission cancelled the regular January meeting scheduled for January 14, 1987, and will meet on Wednesday, January 7, 1987, at 3:30 p.m., at the Safety Center meeting room. PLANNING DEPARTMENT PRESENTATION; This item was tabled until the February meeting. FY 87 BUDGET; Chairman Bear stated the new budget begins Duly 1, 1987, and the deadline for submittal is January 12. He wanted the Commissioners to review this budget and give their comments. Connie Beardsley had distributed copies of a revised budget at the beginning of the meeting. She stated the City had issued new guidelines, asking Departments to stay within the same range as last year. She explained the budget and changes as presented to the Commission today. Chairman Bear felt an addition should be made to Objectives, as follows: Development of outside sources or grants. The $40,000 for a public art film could be supplemented by outside sources. Connie Beardsley asked to bring up an issue relating to the budget. She had withdrawn the grant reguest for a work of art in the Redevelopment Area until next year. Ms. Beardsley stated an educational tool is needed, and she has talked with two film makers about a film that could be shown all over the country. She felt part of this cost could be funded by corporate support. The film will include public works of arts from other cities with focus on local communities. The suggestion was made to use a local film company, if possible. MANAGER'S REPORT; Chairman Bear called attention to the flyer on the North Coast Jazz Society concert series at the Carlsbad Cultural Arts Center. He felt the words, "Made possible by support from the City of Carlsbad Cultural Arts Program" were important. Bear Bischoff Frye Meilach Straub MINUTES December 10, 1986 ARTS COMMISSION Page 3 COMMISSIONERS Ms. Beardsley asked for Commissioners to attend the four concerts listed on the flyer. The dates are January 31, February 21, March 21 and May 30. Commissioner Bischoff stated he would attend as many of the concerts as possible. Ms. Beardsley said the next newsletter is in process, and she asked for articles or suggestions from the Commissioners. Several suggestions were made, including: an article on the Arts Commission and related activities; asking for information on what neighboring cities are doing in the Cultural Arts field; guest columnists; featured artists; something "arty" and a coupon to identify that article; art teachers in the public schools; students who have made a successful career in art and what is available in the schools in the way of art equipment. In answer to Commission guery regarding the list of names for the Selection Committee, Ms. Beardsley said she would prefer to wait until after the joint meeting with Council. The Commissioners concurred with this idea. Attendance of Arts Commission members was discussed, with concern being expressed on the loss of ideas and knowledge by members not attending the regular meetings. Chairman Bear volunteered to call the Commissioners regarding attendance. The suggestion was made to have input from Connie Beardsley on what other cities do, and input from the Commission for procedures to be followed with regard to selection of works of art.
