HomeMy WebLinkAbout1987-02-11; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 3:30 p.m. February 11, 1987 Council Chambers COMMISSIONERS CALL TO ORDER; Chairman Bear called the meeting to order at 3:30 p.m. ROLL CALL; Present - Chairman Bear, Commissioners Bischoff, Brierley, Frye, Meilach, Roston and Straub. Absent - None. Staff Members Present: Connie Beardsley, Manager, Cultural Arts Program APPROVAL OF MINUTES; Minutes of the meeting held Oanuary 7, 1987, were approved as presented. Commissioner Bischoff asked to be included in the vote on the change in Item 5, Request for Proposal, with an affirmative vote. Commissioner Meilach commented the minutes were too brief and she would like more details. SELECTION OF SITE FOR PUBLIC WORK OF ART - for approval Chairman Bear stated the proposal for the Public Safety and Service Center sculpture^ with a maximum budget of $75,000, was withdrawn at the Council meeting upon request of the Arts Commission. The Commission wanted to resubmit the request for proposal after considering Council's comments. The purpose of today's Agenda item is to reconsider the request for proposal. Connie Beardsley stated the alternative proposal would be to change the site for the public art, as discussed at the Council meeting, and present a proposal for sculpture at Stagecoach Park. Ms. Beardsley stated $50,000 would be requested for this project. Commissioner Roston suggested the history of the Stagecoach area be taken into consideration along with the proposal for the sculpture. Chairman Bear added this could be incorporated into the theme. Commissioner Roston stated there is a book showing drawings and photographs of the original owners. If the Commission wished to require that be a part or if they wanted to say this information would be made available for the people making proposals, the appropriateness of the work of art would be as relating to the history. If a theme is suggested, the artists will come up with something in that theme. It is possible for them to come up with some other idea that would be better. Commissioner Roston concurred this should be made into the form of a suggestion. She volunteered to research the book available with the history of the Stagecoach area. Ms. Beardsley suggested a packet could be sent to the artists including that history. Commissioner Roston stated the park is new and vital and it is an excellent site for sculpture and/or playground art. Ms. Beardsley stated the sculpture would not be appropriate to put with the playground equipment and needs to be in its own place. Chairman Bear stated the City Council was unhappy with the Safety Center site because they felt the sculpture would not be seen. The site at Stagecoach Park would certainly meet that objection. Commissioner Straub inquired whether the proposal was going to Council in formal manner before the information went out to the artists. Chairman Bear stated the proposal was an action item the last time and they had hoped to have the vote then. As a result of the objections of Council, the proposal was withdrawn. The Commission indicated it would come back at a later date. It would be an action item to resubmit the proposal. He felt Council liked the process suggested. All of that would remain the same. The amount of money was reduced and the site was changed. The new site is a much more popular site and more accessible to the public. Commissioner Meilach stated she understood the Commission was going to take each point of information to Council along the way to ensure Council agreed with their choices. Ms. Beardsley stated she had sent a memorandum to the Director of Parks and Recreation, with a copy to Council Members, stating the Arts Commission was going to propose the Stagecoach site. If this was approved, the Parks and Recreation Commission would consider this on their February 23 Agenda. She added she would send a copy of the action taken at this meeting. Commissioner Meilach made a motion to approve Stagecoach Park as the site for the sculpture. Commissioner Roston seconded the motion. Chairman Bear asked whether the Commission wished to meet again before going to Council with this proposal. However, that would mean deferring this item for another month. Chairman Bear said the Commission needed to get approval of the process. First, the proposal would go to Parks and Recreation Commission, and then to City Council. If approved, request for proposals would be issued. MINUTES February 11, 1987 ARTS COMMISSION Pa9e 3 COMMISSIONERS Commissioner Meilach said they were to choose the site first and let Council approve each step along the way. Commissioner Straub stated Council was in favor of asking for maquettes. She felt the request for proposal should include the process, budget and site all at one time. Commissioner Meilach commented if all of these were included at one time, Council could reject for one reason or another and thereby reject the entire proposal. Commissioner Frye felt the site should be presented first. Commissioner Bischoff added they could disapprove the budget. Connie Beardsley stated the Commission could bring all three items before Council and ask for approval one item at a time. Commissioner Meilach amended her previous motion and Commissioner Roston agreed to the change. The Arts Commission approved bringing to City Council the proposal for a new site, the necessary process and the budget for that site for a public work of art. REVIEW PUBLIC ART PLAN, BUDGET AND SITE SELECTION FOR 1987-1989 - for discussion and approval Connie Beardsley reported the 1% for 1986-87 had amounted to $215,000 and with the new amount to be transferred of $214,000, there would be approximately $430,000 in the Art Fund. Ms. Beardsley briefly asked the Commision to review the Percent for Art-Plan for 1987-89 and discuss it. If the Commission approved this, this could be submitted as supplementary material with the Agenda Bill next week. There was discussion about Item No. 7, Carlsbad Boulevard "Gateways". Consensus was this should be changed to read "City of Carlsbad "Gateway'VLogo. Commissioner Frye stated there were actually three styles of architecture in the City, Alt-Karlsbad, the Spanish and the Victorian. He stated a design could say something about Carlsbad. Commissioner Straub stated this was a difficult question, inasmuch as Carlsbad has several different sorts of architecture and all of them important. The Arts Commission approved the Percent for Art-Plan for 1987-89, as amended to show Item No. 7 as follows: City of Carlsbad "Gateways"/Logo. Commissioner Frye inquired about the Carlsbad Unified School District providing workshops for teachers and of bringing artists to Hope Elementary School only. He thought is should be in all the schools. Connie Beardsley explained the material was sent out to all the schools regarding the grants and the only one that turned in a proposal was Hope Elementary School. The Commission made the following determinations on the grants: Historical Society - Andy Anson 12-pen and ink drawings (deleted) . Friends of the Library - To purchase and frame forty prints - $1,000. North Coast Oazz Society - Six concerts (deleted). Carlsbad Unified School District - To provide workshops for teachers and bring artists to Hope Elementary School - $2,000. Carlsbad/Oceanside Art League - To pay for artists to demonstrate their medium at monthly meetings (deleted). Carlsbad/Oceanside Art League - Printing and mailing of monthly newsletter (deleted). Carlsbad Youth Theatre - Pay salaries of staff, hire stage manager, etc., with the stipulation they are to come before the Arts Commission to make a presentation of their planned program - $2,000. PATH - Acting workshops for the handicapped - $1,000. Patrons of the Arts Foundation - Summer Musical production of "George M" - $2,000. Carlsbad Community Band - Ten concerts in City parks, Carlsbad Faire and Friends of the Library - $2,000. San Diego Area Dance Alliance - Modern dance (deleted). Rubaiyat, Inc. - Two 2-hour performances (deleted). San Diego Dance Theatre - Modern dance concert - $1,000. CONTRACTS FOR CALIFORNIA ARTS COUNCIL TOURING PROGRAM - for approval Connie Beardsley referred to the copies of the three Agenda Bills included in the packets. She asked the Commission's approval. The Arts Commission approved the submission of the Agenda Bill to the City on the grant application for Artists-In-Schools. Arts Commission approved the submission of the Agenda Bill to the City for the contract and funding for the Artist - In-Residence. STAGE FOR MAGEE PARK - for discussion Connie Beardsley asked for someone to get information and make recommendations to the Commission with regard to the stage at Magee Park. Commissioner Bischoff volunteered to get a commitee together, determine what a portable stage would cost, the desired location, and report back to the Commission at the next meeting. CARLSBAD THEATRE MURALS - for discussion The Commission read the articles from the 1927 newspaper regarding the opening of the Carlsbad Theatre. Michael Normandin, Co-owner of the theatre, was present to discuss his plans for the restoration of the theatre. He explained the finding of the ten panels of murals and stated they will be restored if at all possible. If not, they will be duplicated. He told of the artist, Alexander MacRae, who was a left-handed artist who had lost his left arm, and learned to paint with his right arm. The artist's granddaughter lives in Poway, and she has some of his paintings and artifacts. In answer to Commission query as to what he was asking, Mr. Normandin stated he was hoping to plan a theatre for the enjoyment of the citizens of Carlsbad. He hopes to restore this theatre to its former state and invited the Commissioners to visit the theatre. He stated he would be happy to give anyone a tour. The Commission Members expressed their pleasure at someone restoring a theatre for use in the City, and all expressed an individual interest in taking a tour through the theatre. Mr. Normandin stated he is an Attorney, and his parents were the owners of this theatre. The theatre has an apartment upstairs, and although it started out as a real estate matter, it has become an exciting search for some of the history of Carlsbad. The Arts Commission approved the presentation of the Agenda Bill to City Council for the transfer of $214,000 from the General Capital Construction Fund to the Arts Fund for the support of the Cultural Arts Program.
