HomeMy WebLinkAbout1987-06-10; Arts Commission; MinutesMINUTES Meeting of: ARTS COMMISSION \ \ Time of Meeting: 3:30 p.m. v£\ Date of Meeting: 3une 10, 1987 \& Place of Meeting: City Council Chambers COMMISSIONERS _^ CALL TO ORDER: Commissioner Frye called the Meeting to order at 3:37 p.m. ROLL CALL: Present - Commissioners Frye, Bischoff, Meilach, Roston and Straub. Absent - Chairman Bear and Commissioner Brierley. Staff Members Present: Connie Beardsley, Manager, Cultural Arts Program Cliff Lange, Library Director Frank Mannen, Assistant City Manager APPROVAL OF MINUTES: Minutes of the special meeting held May 5, 1987, were approved as presented. MAYOR LEWIS - DISCUSSION: Mayor Lewis spoke to the Commission, stating he was present to answer any questions the Commissioners might have with regard to Council action on the budget. He stated Council desired to have the art for the Redevelopment Area included in the proposed bonding issue for that area. Commissioner Frye expressed concern over the fact that Council did not wish to allocate any % funds this year and that it would be interpreted as not supporting the Arts Program. Commissioner Frye then inquired whether this Commission should try to convince Council to make a transfer of the non-restricted funds amounting to $10,000 for this year. Mayor Lewis felt this was a good approach. Commissioner Bischoff commented the art works in the Redevelopment Area would be included in the bonds in that area, and the money allocated from % funds could be used for other things. He felt the $10,000 would not be worth much over a long period of time. Mayor Lewis agreed with Commissioner Bischoff, stating Council understood that, but he felt the funds were just not available at this time. Commissioner Straub reported the village merchants were very enthusiastic about the presentation made by the design team working on the Redevelopment Area art. OLD BUSINESS; Pops Concert Connie Beardsley reported this concert was on hold at the present time. The tentative date is August 30, 1987. She will contact the members individually when she has more information. Update Percent for Art Program Commissioner Straub reported recommended artist Andrea Blum was in town yesterday, and her contract is in place to be presented to Council. February is the target date for construction of the rest of the Redevelopment Project, and plans are to proceed simultaneously. Connie Beardsley reported Mr. Hubbell will present his work to the Village Merchants June 16. This will be at 7:30 a.m. at the Carlsbad Inn, and all Commissioners are invited to attend. NEW BUSINESS; Evaluation of Grants Program by Grantees Connie Beardsley reported various groups who have received grants were invited to come before the Commission to talk about the grants they received and what they did with the money. 1. Three's Company Tom Corcoran, Business Manager, reported on the presentation by Three's Company at the Cultural Center. He stated the performance was not as well attended as they would like, but the grant money received was very useful, in that it made it possible to perform in Carlsbad. He stated the City was to be congratulated on taking the lead in the visual arts. Mr. Corcoran felt there was a need to promote and market such events, and a single event is especially difficult to promote. A series of performances over a period of time is easier to sell, and the word-of-mouth has time to help fill the theatre. In answer to Commission query, Mr. Corcoran stated the dancers were professional, and they would be interested In doing this again. 2. Carlsbad Band Commissioner Bischoff reported this organization is a community band approaching fifty members. They perform in the surrounding area at different functions, as well as a summer series at Magee Park and Cultural Arts Center. The primary use of the money is for music, which is very necessary. One goal the band has is to eventually have its own percussion. MINUTES ARTS COMMISSION Page 3 COMMISSIONERS 3. Patrons of the Arts Cheryl Ernst reported the grant money was to be used to assist in putting on "George M". The production was later changed to "Music Man". At the present time, rehearsals are held wherever they can find space. There is a great need for rehearsal space. The Patrons appreciate the money to support this and would be sorry to see the grants part of the Arts program eliminated or cut down in any way. More money is needed to put on a production and to host it, and Ms. Ernst expressed the hope this Commission would continue to give them that assistance. Ms. Ernst stated the greatest difficulty is getting community support in terms of volunteers to do the small but important jobs. Publicity is also a major undertaking, and the local media have been cooperative. Dramas do not draw audiences as well as musicals. She asked the Commissioners to influence groups, if they can, to buy out blocks of the seats. This can be done as a benefit for the organizations. Ms. Ernst stated the staff is all paid professionals, as it must be, but the performers are not paid, unless there is need of a strong lead roll. In answer to Commission query regarding publicity, they did try hiring a professional and that didn't work. Four scholarships were given by the Patrons to high school students, in the amount of $150.00 each. This came from funds raised at the Evelyn de la Rosa Concert arranged by the Arts Commission. 4. Path Bob Cole, President and Founder of Performing Arts Theatre for the Handicapped, and Dorothy Miller, Project Manager of the play, reported to the Commission the money given to them was used for a one-act play entitled "Breath of Life". This was presented before children's groups, hospitals, shut-ins, and closed-curcuit for shut-ins. Mr. Cole stated they try to mention the generosity of this Commission and the City each time they talk with anyone. This is an all-volunteer organization, with professional teachers or directors, some of whom have been on TV shows in wheelchairs, etc. They do need more people—and they told of the help of the Senior Association. The money given to this group was used for transportation and some costumes. It was stressed this group is for all age groups--young and old. MINUTES ARTS COMMISSION Page COMMISSIONERS 5. Friends of the Library Alice Redmond gave the report, expressing appreciation for the grant of $1,000. That money was used to purchase thirteen pictures, which are hanging in the La Costa Library. After tomorrow night, those pictures can be rented. The charge is $1.00 per month. Ms. Redmond distributed copies of the pictures for Commission perusal. She explained the procedure followed for selecting pictures to be purchased by the Friends. Review Arts Forum Connie Beardsley referred to the material distributed to the Commissioners, stating it would be in the Ouly newsletter. People will be asked to complete the questionnaire and return to Carlsbad Cultural Arts. She asked the Commissioners to read this material and call her with their comments. "Arts Happening" - September 20, 1987 Connie Beardsley reported the Robertsons would like to have an "Arts Happening" at their home off of El Camino Real. This would be a good place for a barbecue, and people could bring musical instruments, with the entire event serving to interest people in the arts and a kick-off for Arts Associates. September 20 has been set. Additional Business The Commission would like to discuss publicity, marketing and promotion. The suggestion was made to include in the Newsletter telephone numbers of all organizations seeking volunteer workers. Also, mention should be made of the lack of rehearsal space.
