HomeMy WebLinkAbout1987-09-10; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. September 10, 1987 City Council Chambers COMMISSIONERS CALL TO ORDER; Commissioner Meilach called the Meeting to order at 11:03 a.m. ROLL CALL; Present - Commissioners Bischoff, Brierley, Frye, Meilach, Roston and Straub. Absent - Chairman Bear. Staff Members Present: Connie Beardsley, Manager, Cultural Arts Program Cliff Lange, Library Director Chris Salomone, Community Redevelop- ment Director APPROVAL OF MINUTES: Frank Mannen, Assistant City Manager Minutes of the Meeting held September 1, 1987, were approved as presented. OLD BUSINESS; Manager's Update Connie Beardsley stated there would be no report at this time. Andrea Blum Sculpture - for approval Andrea Blum explained her proposed sculpture, stating the first time she discussed this with the committee, it was stated this would be a user site and water would be a nice element. She said one difficult part was the triangular shape of the area, and she did a lot of drawings working off of that. The approach was to do a piece designed to the ocean, and work with the eccentricity of the site. Ms. Blum stated the renderings presented at this meeting did show the sculpture more clearly, and she explained the drawings and the water treatment. She also explained the placement of benches throughout the area, with a variety of sizes being used for more casual seating arrangements. Ms. Blum explained the placement of the water to be at a high level so when you look down toward the ocean, the pool of water appears to be floating on the ocean. There are stairs hy the ocean and water pools on both sides, which also seem to be floating on the ocean. Meilach Bischoff Brierley Frye Roston Straub MINUTES September 10, 1987 ARTS COMMISSION Page 2 COMMISSIONERS Andrea Blum Sculpture - for approval Ms. Blum explained that the groundcover would be something that people would not want to walk over, as it would be one foot in height. There would be pines and plants and sea fig groundcover, which would be quite dense and would not encourage anyone to walk through. These will also help to close off the noise from the parking lot. The sculpture area will be illuminated at night, and this should help eliminate the opportunity for vandalism. In answer to a question regarding the maintenance of the white steel, Chris Salomone stated there would be funding included for that. He indicated the maintenance may be contracted out to a private firm. Commissioner Frye stated his concerns expressed at the previous meeting had all been answered. He added this was a lovely design and he was enthusiastic about it. Commissioner Roston concurred, adding it would be an asset to the City. Arts Commission approved the Andrea Blum Sculpture as submitted. Chris Salomone addressed the non-artistic reasons why staff wanted a park in that area. The intersection at Ocean Street, Pine and Carlsbad Boulevard was a tremendous traffic and pedestrian problem, which could not be solved by installing a traffic signal. By designing the area this way, the dangerous traffic from Ocean Street would be eliminated and pedestrian traffic would be improved with the addition of sidewalks leading to the new seawall. By closing Ocean Street, more parking spaces will be created at that site. Also, this would create a gateway to the village. Temporary Sculpture Exhibit - for approval David Lewinson presented slides of the proposed pieces for the sculpture exhibit to be placed at the Library, Holiday Park and Stagecoach Park. He explained the precautions to be taken to ensure the safety of the pieces and the pedestrians. Photographs of the art pieces were distributed to the Commissioners and Mr. Lewinson indicated on the chalkboard just where the different pieces would be located at the different sites. Copies of a proposal were distributed to Commissioners for Housescapes: An Environmental Art Project with Children designed by Christine Oatman. The houses will be of cardboard and would be installed in a neighborhood setting at Stagecoach Park, November 21 and 22. Connie Beardsley stated the Journal is preparing a 12-page supplement on the Temporary Sculpture Exhibit. Ms. Beardsley introduced Oim Popovich, a Parks & Recreation Commissioner, who will act as liaison for this exhibit. The Arts Associates will work with Mr. Lewinson and will be trained as docents to give school tours for the exhibit. Arts Commission approved the Temporary Sculpture Exhibit to be held October 3, 1987, through November 22, 1987. NEW BUSINESS; Allocation of Funds for Arts Associates - for approval Connie Beardsley referred to Oackie Wrench's letter to the Arts Commission dated September b, 1987, requesting funds. Arts Commission approved $350 as requested by the Carlsbad Arts Associates. Discussion of Art in Public Places Funded by Developers - for discussion Connie Beardsley stated she had supplied the Commissioners with literature and this item should be discussed to determine whether this should be a requirement or an informal process. The consensus of the Commission was to request Connie Beardsley to compile an outline of what other cities are doing; the pros and cons of this and whether the program should be formal or informal; also, what projects are in process at this time. Commissioner Bischoff suggested long-range goals be written for this Commission—with a five to ten year plan. Commissioner Roston commented a task force should study the requirement for art in the public places and how to form an agreement to allow the Arts Commission to put something in the open spaces of businesses.
