HomeMy WebLinkAbout1987-10-01; Arts Commission; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: ARTS COMMISSION 11:00 a.m. October 1, 1987 City Council Chambers COMMISSIONERS CALL TO ORDER; Commissioner Bear called the Meeting to order at 11:05 a.m. ROLL CALL; Present - Commissioners Bear, Brierley, Frye, Meilach, Roston and Straub. Commissioner Bischoff arrived at 11:10 a.m. Staff Members Present: APPROVAL OF MINUTES Connie Beardsley, Manager, Cultural Arts Program Minutes of the Meeting held September 10, 1987, were approved as presented. OLD BUSINESS Andrea Blum Sculpture Ted Frye questioned the height of the plants mentioned on page two in the minutes. Ms. Beardsley will check on the accuracy. Carrillo Ranch Chairman Bear asked for Commission members who were interested in the development of Carrillo Ranch to volunteer to work on the subcommittee. Muriel Roston and Patra Straub will be Arts Commission representatives. Ms. Beardsley emphasized that while the committee will discuss plans for future development, nothing will be done until there is access and that is now projected for 1992. Artist-in-Residenee - Janet Ketchum Ms. Beardsley reminded the Commission that Janet Ketchum will be in Carlsbad the week of October 5 and will give a performance on October 9. Arts Associates - Board Representatives The Arts Associates by-laws state that two members of the Arts Commission, the Chairman and a member appointed by the Chairman shall serve on the Board of Directors. Joe Bear and Dona Meilach shall serve on the Arts Associates Board. Chairman - Arts Commission Chairman Bear stated that the Arts Commission should elect a chairman for FY 1987/88. Joe Bear was elected chairman. Bear Bischoff Brierley Frye Meilach Roston Straub Bear Bischoff Brierley Frye Meilach Roston Straub X X MINUTES COMMISSIONERS Community Support Funds Ms. Beardsley commented that $31,000 was budgeted this year for Community Arts Support, a cut of $9,000 or 23%. Some of these funds are already encumbered for the Artist-in- Residence programs. Pops Concert Discussion followed on whether to have another free pops concert next year now that the Batiquitos Festival was presenting concerts. The Commission indicated they wanted to talk with Bill Hoehn, the City Council and the Batiquitos Board before making a final decision. Commissioner Frye stated he thought that the City should have another concert but it should be separated more clearly, perhaps another location or with a guest artist. Concensus was to have the Carlsbad Band play again if a concert was held. The Commission tabled the discussion for a later meeting. Grants and Workshops Discussion then followed on grants and technical assistance workshops. Ms. Beardsley showed a questionnaire which will be distributed to Arts Organizations regarding possible workshops. The Commissioners commented that the groups needed financial support. The motion was passed to continue grants, distributing $10,000, using the same guidelines but giving preference to Carlsbad based groups. Stagecoach Park and Senior Center Ms. Beardsley recommended to the Commission that they begin to work on two new projects for Art in Public Places, Stagecoach Park and the Senior Center. Discussion followed on process, panel, budget and timeline. It was agreed to recommend to Council the allocation of $87,500 for Stagecoach Park, with a competition. Up to $75,000 for the art work, $7,500 for maquettes and renderings of the three finalists and $5,000 for publicity, photography and miscellaneous expenses. Dona Meilach will serve as the Arts Commissioner for the project. The Arts Commission agreed to recommend an allocation of $30,000 for art work at the Seniors Center, pending Ms. Beardsley's presentation to the Seniors Committee on October 14. Bear Bischoff Brierley Frye Meilach Roston Straub X MINUTES COMMISSIONERS The appropriate type of art for the Seniors will be decided by a panel which will include both the architect and senior representation. Tom Brierley will serve as the Arts Commissioner on the panel.
